how short videos can serve as media infrastructure to report news, construct local visibility and change public life. Taking a sample of official short videos from 31 provincial TV stations in China, this paper uses the narrative analysis method to decode the videos. It is found that short videos create a unique news space which are reflected in narrative language, narrative framework and narrative theme, respectively. This study argues that the short video platform has shaped a place with public vitality, participated in local image management, and built the “visible community”. This has innovated the existing theoretical relationship between news and place, and the short video media practice of TV stations in various provinces has provided the world with the Chinese experience of creating place." ify the main themes and frames in reports at the beginning of the crisis by the country’s 2main television news programs. The corpus consists of 26 editions of Jornal Nacional (JN) and 26 editions of Jornal da Record (JR). Our hypothesis is that these news programs had significantly different interpretations of the Bolsonaro government’s actions. The data show that JN voiced its opposition to the president, while JR assumed the role of the government’s official voice, creating mechanisms to normalize populism. These results have important implications for understanding how the political positions adopted by traditional media affect how populism is promoted in the public sphere." (Abstract)

In August 2021, Internews commissioned the Market Research Center to conduct a detailed research study into Chayka.lv’s impact on the media landscape of Daugavpils. fendants draws meaning mainly from sequences of images displaying victims, war destruction or attacks as “palpable” proof of crimes. This supports a sentiment of collective victimhood of the Serb population and creates the impression of the indicted persons’ guilt even after their acquittals by the International Criminal Tribunal for the former Yugoslavia (ICTY). Since the research project has been limited to three Serb TV channels, comparative work on TV media in other states of former Yugoslavia would be required in order to assess how ’special’ the case of Serbia is regarding these visual strategies. The much disputed legitimacy of the ICTY and the important role of media have also become obvious in focus groups interviews with students in Serbia: The students displayed a striking lack of knowledge about war crimes; nonetheless, they strongly rejected the ICTY as a biased institution. At the same time, they were perceptive of new facts and interpretations, showing that they have a genuine need to understand the past and obtain objective information. A major problem is that in their perception there are few, if any, objective, neutral institutions which to put trust in. The expert interviews, conducted in Belgrade and The Hague, underlined the critical state of mainstream TV media in Serbia: They were assessed as not really independent, driven by entertainment formats, suspect to governmental pressure and failing in their watchdog functions. The interviewees also expressed a widespread disappointment about the state of affairs of transitional justice in Serbia." (Summary)

This evaluation covers the first phase of the project (2014–2016), including observations from cost-extended first phase trainings arranged in May 2017. The aim of the evaluation is to provide sufficient information about the performance of the project, to identify possible obstacles hindering the expected outcomes, and to provide recommendations for future. Based on the key findings, the project has been relevant, highly effective and efficient. The project has responded to a well-articulated need: the professional capacity of Somali journalists is still relatively low, as is their general understanding of media ethics. The project is relevant and aligns well with national priorities. The project activities have been carried out through collaboration of Finnish specialists and Somali stakeholders in such a way that the project ownership remains in Somalia. The project has been highly effective. As a result of the project, the first multi-camera TV studio in Somalia was constructed with modern news production and editing system. The studio enabled first ever live broadcasting of news in Somalia. The quality of SNTV news production has also visibly improved. Video and sound quality is more professional, news inserts are shorter, more compact and cover a wider range of topics. More investigative programmes and children and youth programmes have also emerged. Close to 400 journalists from across Somalia and Somaliland have taken part in training courses on basic journalism skills and journalism ethics, by far exceeding the project’s initial goal. Furthermore, around 120 representatives from the police, judiciary and key ministries have received training on freedom of expression and respect for media rights. The approach has been ground-breaking by bringing together journalists and security officials and improving their respect for one another. General findings on the cost-effectiveness and efficiency showcase that Vikes has been spending much less than other international media support organizations to provide quality trainings with noticeable results. Yet, as anticipated, the challenging operational environment has also hampered the project implementation. Some activities have been postponed either due to the volatile security situation or logistic delays. Lack of spare parts and technical equipment in Somalia has also hindered the maintenance of the news production studio and affected some of the in-house trainings." (Executive summary, page 3-4)

The study is primarily a quantitative content analysis to explore the media coverage of conflicts during both high and low intensity periods from 2014 to 2015. The findings suggest that Pakistan news TV channels reported the Taliban and the ethno-political conflict in Karachi in an escalatory fashion, ridden in a de-contextualised pattern. While, on the other hand, the Balochistan and the sectarian conflict were mainly reported in de-escalatory terms owing to various socio-cultural reasons impacting the coverage. The findings are quite consistent with the existing literature on conflict journalism, which suggests that the media, in general, adopts a more propagandist and nationalistic stance, when the threats to national security are highest whereas it adopts a more humanistic stance, when the threats to national security are assumed to be low."
