to a free, open, diverse Mozambican media sector providing high quality information to citizens that promotes debate, accountability and development. Within the context of media strengthening, MSP focused on five thematic subject areas with some minor additions and modifications: (a) health and nutrition (HN), (b) gender, (c) human trafficking, (d) environment (umbrella term for biodiversity/wildlife trafficking/conservation/climate change) and (e) accountability and transparency, as well as on investigative journalism as a cross-cutting theme. While all themes were addressed at different times and in different contexts, in 2017, HN became a predominant theme. This integrated approach involved subject-specific HN communications training. What distinguished MSP from a pure HN project was the continued focus on building expertise in reporting on substantive subject matters, as well as a media capacity building focus. By combining (a) the development of strong community-based communication and media skills in the program beneficiaries with (b) the knowledge and use of simple, but effective HN messages, the program greatly increased its effectiveness, as it enabled and empowered program beneficiaries to continue to develop their own communication solutions (e.g., how to design a particular radio program) based on the messages and knowledge beneficiaries gained. While the successes of this program abound, there is much still to accomplish in supporting the media and communications actors and enacting a reorientation towards a true selfreliance of the sector led by local organizations through local strategy, local decision making and harnessing local revenue streams." GIZ implements Make-IT on behalf of the German Federal Ministry of Economic Cooperation and Development (BMZ), together with more than 30 corporate and financing partners, social enterprises, hubs and networks. Meet them in chapter one! In its first two years, Make-IT focused on Kenya and Nigeria. In 2019, we expanded to Ghana and Tunisia, and Rwanda will follow. So far, Make-IT has supported tech entrepreneurs from 18 African countries. One of our first significant activities was the joint "Make-IT Accelerator" with business partners from the Make-IT Alliance. Building on this, we launched further programmes to improve the international visibility and credibility of African tech entrepreneurs, to catalyse partnerships with financing partners and to strengthen peer-to-peer learning and mentoring. These measures reached more than 400 tech entrepreneurs on the continent, 148 of whom have entered Make-IT’s highly selective start-up pipeline. Meet them in chapter two! Through our cooperation with national partners, we support African governments in establishing future-oriented institutional frameworks for digital entrepreneurship. Policy dialogues, better access to markets and finance, as well as capacity development for intermediaries in the ecosystems, such as hubs, mentors and public support organisations, help strengthen enabling environments for young entrepreneurs in the digital sector. It was implemented by Germany’s leading media development organization DW Akademie, local partners Banteay Srei (BtS) and the Women’s Media Centre of Cambodia (WMC), and two third-party funding recipients, Cambodian Volunteers for Society (CVS) and the Youth Council of Cambodia (YCC). The project made use of media—radio, video and, especially, social media—as well as community forums to reach young people, particularly women and first-time voters, in the runup to communal and national elections. This gave them the knowledge they needed to make informed choices at the polls. The project disseminated information on topics with special relevance to women that emerged from local forums where community women could make their voices heard. The project’s overarching goals, empowerment and greater equality for Cambodian women, were in line with the European Union’s focus on gender equality and its commitment to the protection and fulfilment of human rights for women and girls. This best-practice handbook aims to provide an overview of the project—its goals, its approach, its activities and its results. It will look at who was primarily involved in each activity field, how they contributed or benefited, and what came of the three years of project work. This handbook also examines the challenges involved in carrying out the planned activities in a political environment that saw significant changes during the project period." (Introduction)

The project targets provincial media in Battambang, Kampong Cham, Kampot and Siem Reap. The goal of CCAP is to contribute to the achievement of better governance in Cambodia. This is achieved by using communication for development tools that enhance citizens’ voices and promote transparency and accountability of local authorities. The CCAP Endline Research Briefing illustrates the progress and impact of the project over the previous three years (2012-2015). One of the objectives is to assess the impact of CCAP at an audience level – to determine their understanding and engagement on governance issues. It explores audience knowledge and perceptions of governance, transparency, and accountability and specifcally draws upon comparisons between radio talkback listeners and non-talkback listeners. The briefng examines the potential changes in the capacity of PDI staf in radio program production and professional skill development. This research briefng provides some of the key fndings of the Endline Study analysis at the audience and PDI level. The Endline Research Briefing is based on quantitative audience research with 119 talkback program listeners and non-talkback listeners from the four targeted provinces – Kampot (30), Battambang (29), Kampong Cham (26), and Siem Reap (34). A comparative analysis was also conducted against baseline indicators. A slightly higher baseline sample (177) was achieved." (Page 4)

It gave USAID a platform to follow-up early assistance under another mechanism that gave rise to European Radio for Belarus, which has grown into an important off-shore alternative news source in a country with a largely state-controlled media. It gave IREX an opportunity to turn an idea for measuring a media sector as a whole into the Media Sustainability Index, a respected authority on the state of media in the E&E region.
