Africa has benefited from rapidly growing innovation systems, its performance in the three engines of growth must improve for the region to become a real actor on the global stage. Nigeria for example, has an entrepreneurial ecosystem that is performing well, while its technological and innovation ecosystems need further support to turn the country into a thriving digital innovation ecosystem.
To understand these discrepancies, the report introduces two ICT-centric innovation policy monitors: the three engines of growth monitor and the enablers of digital transformation monitor. The report notes that there are many good practices in the region fuelling the entrepreneurial journey. Each practice presented in the report was analysed based on its impact in a third ICT-centric innovation policy monitor, the ecosystem maturity map monitor. Each stakeholder group, at each of the five stages of the entrepreneurial journey, is assessed by its level of engagement to assess the maturity of the ecosystem. For example, the first stage of the journey for entrepreneurs is entrepreneurial interest, while for the public sector, it is having a vision and strategy. The monitor enables stakeholders to visualize the maturity of the ICT-centric innovation ecosystem and identify which practices to keep, which must be improved and which to replace." (Introduction)

Yet, the #BringBackOurGirls (#BBOG), a women-led movement, headed a long-term protest that focused on the rights of the girl child to education – a direct response to Boko Haram’s gendered terror tactics, in which girls were abducted, forced t o abandon school, and get married. This article examines when and how movements crystallise into long-term programmes of action in fragile and conflict-affected societies where state–society relations are weak and government is considered to be unresponsive. We use the case of the #BBOG movement, one of Nigeria’s intense social media-driven and womenled action, to examine the mix of pressures it faced, its characteristics, and strategies in situations of fragility, conflict, and closed political spaces. We identify four key strategies that the #BBOG has deployed to keep members coming, garner international support and sympathy, keep pressure on the elite in a safe manner for the movement members, and ensure an independent funding regime for durability and impact. This article finds that #BBOG was able to navigate fragility and the closing civic space in Nigeria by challenging the failure of government to address insecurity in the country, transcending societal barriers including gender, religion, and political class, transnationalising their movement, self-funding, and using social media strategically." It analyzes data of 315 secondary teachers in Germany employing exploratory structural equation modeling. After controlling for teacher and school traits, the findings show that teachers who use the computer lab in their schools and basic computer applications tend to foster their students’ critical, safety, information, and operational competencies more often. Conversely, using ICTs that mainly serve presentation and visualization purposes has a negative or no association with fostering the four MIL areas. Finally, using mobile devices and online resources is positively associated with fostering students’ information competence. The analysis contributes to a more specific understanding of teachers’ practices with digital media. Possible implications are discussed for teachers’ practice and training as well as for research and policy." (Abstract)
