Academic research to date has predominantly examined public service media (PSM) and the dichotomy of private versus public media, thereby overlooking other models of state ownership. The lack of clear regulations on the state’s accountability as a media owner outside PSM at the EU level, along with uncertainties in national regulatory frameworks (such as those seen in Slovenia, and the recent reinstatement of state ownership of media in Serbia) raise concerns about the potential for abuse of power. However, media accountability is rarely studied beyond the theoretical and academic debate, especially in many parts of Africa.

This article presents the findings of an investigation into media accountability policies and practices at two newsrooms in Kenya. Data came from document analysis and face-to-face interviews with various cadres of journalists and media managers of the newspapers. A range of policies and practices for media accountability guide the journalism at the newsrooms. The editorial policy and other ad hoc policies, routine gate-keeping processes, internal editorial evaluations and capacity-building processes are used to ensure quality and professionalism. The newsrooms also have various practices designed for dialogue and interaction with members of the public. However, media accountability is hampered by a weak professional culture; the dominance of commercial values; and deep ethnic and political fissures in the country. The management of the newsrooms should be encouraged to invest in media accountability as a moral obligation to society and to justify their quest for autonomy and independence from political and economic pressures." Though not all of the recommendations are mutually dependent, they should be considered together—they reinforce and build off one another. For instance, recommendations calling for access and disclosure support those that impose greater accountability for bad actors and, conversely, create a check on overreach. Our recommendations cover multiple areas: technology, society, government, and media. It is also important to note that, with imperfect information, we make imperfect decisions. Due to the opacity of tech and media platforms—how they operate and how they optimize their products—we do not have sufficient understanding of all the coordinated levers that could reduce societal harms while still allowing for innovation, and both individual and community benefit." The second narrative springs from various actors inside and outside of journalism who are upset by the patterns of news coverage around Ferguson and Baltimore. Compared to the graphic images of journalists being tear-gassed, forcibly arrested, or trampled upon by police and protestors, examples in which the press may be considered as perpetrators of violence necessitate a more nuanced interpretation. As tragic as the events in Ferguson and Baltimore were, they also serve as instructive episodes for examining discourses of media accountability and the journalistic assumptions and patterns that emerge."
