ffers a fresh perspective for understanding broadcasting in Latin America. She identifies two clear trends in the countries studied. In those under non-democratic regimes, the media developed in a highly monopolistic fashion, while in those under democratic regimes, commerical broadcasting was subject to regulation in the public interest and grew within a more competitive context. Brazil, Mexico and Venezuela are cases where the media developed in a highly monopolisitc fashion because there was domestic authoritarian rule. In the cases of Peru and Argentina, there was no accommodation between the media and the state, therefore the media, although commercially operated, failed to develop a monopolistic structure. Likewise, in Colombia the state parcelled out the media among different forces, while in Chile the television channels were placed under the administration of universities. In Uruguay, there was competition among different media groups, none of which was directly linked to the state. The book is able to present an alternative to theories of international relations - which usually minimise differences among countries and overplay economic interests - and focus on the domestic developments that took place within each individual nation." The selection criteria also preclude most newspaper articles, short reviews and brief articles in news and other popular magazines. The annotations are short, ranging from one to five lines. The coverage, as would be expected, shows a high bias toward South Africa for geographical, political and developmental reasons. It does, however, cover all the countries in Africa. An author index and subject and geographical index are provided which would help the researcher in picking up useful citations. Anyone expecting a reference work on the individual media based on the title of the book will be disappointed, because the authors expressly do not want to compile a bibliographical or factual reference work - although one would have liked clearer bibliographical lists and some data compilations - but they want to write an introduction to the African-influenced mass media. It is in the nature of the matter that this was only possible in broad outlines and without numerous details in view of the historical and current diversity, but it makes the book interesting as a first introduction to the subject and at the same time as the first self-portrayal on this scale and with this self-image."
