media development, i.e. the development of an professional, independent and sustainable media sector (and not on development communication, i.e. the use of media as communication channel for development issues); address explicitly the role of foreign assistance in media development; handle a clearly defined issue coherently; are based on various programmes or projects and not just on one isolated project experience; have been publicly available and have been published since 1990. From more than 600 reports, strategy papers and other writings on media development cooperation at the Catholic Media Council (www.cameco.org/library), the Communication Initiative (www.comminit.com/en/mediadev.html) and the Center for International Media Assistance (http://cima.ned.org) I identified 300 publications which met these criteria and which are included in this literature guide. To enhance the practical use of this publication, in addition I selected 30 “Top Titles” which may be considered key publications in terms of their comprehensiveness, practical usefulness or academic relevance." The guide also includes case studies describing the experiences of radio stations in Uganda, Sudan, Tanzania, Haiti and Indonesia where renewable energy technologies have been implemented. Worksheets and a list of key resources add to the usefulness of the publication.

ethnic and diversity media and the potentials as well as the limits of Diaspora media. The contributions on "Migration and the Media" give concrete practical insights into how to inform effectively on migration issues (Hulst), how to combine edutainment campaigns with social action (Salas) and how to advocate the rights of refugees (Missanga, Horngren). The inputs on "Media, Minorities and Diversity" elaborate the differences between Indonesian Diaspora and minority media (Koesoemawiria), policies to prevent discrimination and stereotyping by a public service broadcaster (Hassen) and the relevance of media monitoring in enforcing ethical journalism standards (Bird). On a conceptual level, lessons learnt on holistic donor strategies (Struthers) and the media approach of the Council of Europe's antidiscrimination campaign (Blion) are discussed. The need for close cooperation between mainstream and ethnic diversity media was not only stressed in the two latter papers, but turned out to be a major common concern of the conference participants. The "Potentials of Diaspora Media" are illustrated by two practical experiences and one research study. The work of the Democratic Voice of Burma (DVB) points out the effects of first hand visual TV images on international pressure on military regimes (Khin Maung Win), meanwhile the weekly newspaper The Zimbabwean uses a legal loophole to disseminate independent information within a closed society (Mbanga). A study on the Internet usage of migrants in Germany shows that a high percentage has become more involved and interested in political topics regarding their home and host countries (Kissau)." All too often community radio stations are presented in glowing terms, as heroic endeavours .. and in many respects, they are. However, unl

ess weaknesses are explored and gaps identified, community radio will not get smarter and more sustainable. The stations described here will change and grow. Everywhere we went we encountered extraordinary energy. There is great promise, and we hope that our report will be a positive contribution to the future." (Conclusion, page 67)

"Discussions on how to support sustainability of independent media generally focus on the political conditions, the legal framework and – especially in German development cooperation – on the quality of journalistic coverage. Nevertheless, econ

omic factors are of equal importance, not only for pure survival but also with respect to editorial independence and the resources available to enhance or guarantee the quality of media outlets. The German Forum Medien und Entwicklung (Media and Development) highlighted in its annual international Symposium, “Money Matters – How independent media manage to survive”, two dimensions marking economic sustainability: factors constituting a restricting or enabling media environment; factors supporting the business management of media in their endeavour to become self-sustainable." According to this Festschrift marking the 75th birthday of Franz-Josef Eilers SVD, Social Communication has been his lifelong Leitmotif. Eilers has been one of the most prominent writers on Church and intercultural communication. He founded and for many years edited the scholarly quarterly Communicatio Socialis, and he served as collaborator and director of CAMECO and the Office for Social Communication of the Federation of Asian Bishops' Conferences. 15 international communication experts, from Catholic as well as ecumenical viewpoints, contributed to this book. The articles cover a broad range of issues, from practical experiences ('Radio Broadcasting in the Brazilian Amazon') to trend reports ('The rediscovery of religion by journalists in the Netherlands') and theological reflections ('The concept of dialogue and its ethical implications')." questions of ultimate meaning. The author first provides a succinct overview of the context and implications of media culture and the recent changes in communication theory. Then, by analyzing the contents of a broad range of Church documents from the Catholic as well as the Protestant Churches and Ecumenical Organizations, she reflects on Christian policy views and identifies the main problems and opportunities in relating to media culture. Finally she stresses the urgency of genuine "art of dialogue" between Christian religion and media culture, based on a thorough analysis of the trends of the global media context as well as recent insights from audience research. She also argues a theological paradigm shift and the importance of ethical involvement by religions in the public sphere. This is a thoroughly researched, major contribution to religious commmunication theory." (CAMECO Update 4-2008)

Günther Mees, u.a.

The author, one of the two coordinators of the second study, compares the different objectives, methodologies and results of the two experiences. The two studies met their main objectives. The 1996 evaluation led to the implementation or correction of some aspects of the institutional logic, while the 2000 diagnosis led to a broad process of reflection." (Summary)

Gertie Hesseling, Director of the Centre for African Studies and representing CAF/SCO, chaired the opening session. Apart from the various presentations of activities by new members and by Dutch partners, the meeting focussed on three main working themes: issues of professional organisation and structure; law and ethics; the use of new information and communication technologies (NICT), training and pro-duction. Work took place in plenary sessions following a programme designed to allow flexibility and debate. The object of the present report is to provide a faithful (but not exhaustive) record of thepresentations and the debates to which the meeting gave rise. The programme and the list of delegates are provided in annex." (Page 1)
