a large-N analysis. This article examines Ghanaians’ information sources and information-seeking behaviour using a unique survey with over 3500 respondents. Although Ghana has actively pursued transparency in its natural resource revenue management, most Ghanaians have poor access to understandable information as information is disseminated through channels that the intended receivers normally do not use. Non-elite citizens and those with limited English skills were least likely to have heard about natural resource revenue management, compared with elected duty bearers, traditional authorities, other opinion leaders, and those with an interest in the issue through working in mining or living near an extraction site. The results suggest that the conceptualisation of transparency may be too simplistic, and that the expectations linked to transparency in enhancing natural resource governance may not materialise through the mechanisms hypothesised in the literature." ) Coalition as part of its project on “Securing human rights online in Africa through a strong and active ‘African Declaration on Internet Rights and Freedoms’ network”. The AfDec Coalition is a pan-African initiative which promotes human rights standards and principles of openness in internet policy formulation and implementation on the continent, guided by the 13 principles established in the African Declaration on Internet Rights and Freedoms. At the time that the papers were commissioned, in June 2020, African states had either invoked existing policies or adopted new policies for prevention of spread, containment and treatment of the virus that had an impact on the enjoyment of digital rights. For example, most governments employed the use of contact tracing applications to track and trace citizens’ movements and put in place measures criminalising free speech when it contained false information about the pandemic. These two examples had the potential to be abused, particularly the latter, which was used to silence journalists and government critics. The pandemic also moved most citizens’ communication, education, work, trade and access to basic services from physical interactions to primilary online interactions. However, the continent is still largely made up of informal economies, has a low internet penetration rate of 28.2% (far below the global average of around 53%), and has seen an increase in reports of digital rights violations resulting from repressive cyberlaws, making the efforts to address the pandemic inadequate and inequitable. These articles offer reflective analyses on government efforts to curb the COVID-19 pandemic from the perspective of the AfDec principles, with a focus on a number of the principles including privacy and personal data protection, gender equality, freedom of expression, internet access and affordability, and the right to development and access to knowledge." ging as a means of communication and information sharing on various topics. According to the youth respondents, confirmed by external information sources, violent extremist groups use the same types of social media both to collect and spread information, as well as to attract attention and support (including financial resources). Social media channels enable violent extremist groups to quickly and cheaply spread their propaganda among young people, who may be a vulnerable target because of their age, socio-economic situation and other contingent vulnerabilities. Because social media platforms are used by both the youth community and violent extremists, social media is a key means to either fuel or reduce violence in the country. It is therefore paramount for all users, from authorities to communities, to be aware of the risks and benefits that modern digital technologies can yield in preventing and countering violent extremism, and to be trained on the best ways to use these channels in a positive manner while preserving their security. The data collected and analysed provide valuable insight for future initiatives in Mali aimed at preventing and countering violent extremism. Further attention should be paid to the key role that youth can play as the main user community and, at the same time, as a potential target of extremist and terrorist groups. In this regard, training efforts should strengthen youth’s media literacy, by focusing on the risks implied in the use of media and by respecting and reflecting the specificities of the local contexts in which the different tools and platforms are used. Innovative approaches should be explored and enhanced in the attempt to develop effective alternatives and counter narratives, based on the fundamentals of media literacy." (Conclusions, page 13)

In this article, we draw on interviews with Nigerian media practitioners and a comparison of Boko Haram news coverage in two Nigerian newspapers—one Southern-based / Christian-affiliated and one Northern-based / Muslim-affiliated—to argue that it is crucial to consider a country’s political-religious demography in order to understand the way in which religious-based violence is covered in the news.
