velopment. This article contributes to filling this gap by investigating the technology spillovers emanating from two Chinese tech giants – Huawei and ZTE – in Algeria and Egypt. Using a political economy framework that combines insights from structuralist economic development and techno-politics and drawing on over 70 semi-structured interviews and field-observations, it argues that despite localizing activities that bear the promise of generating significant linkages, the two Chinese tech firms created no meaningful learning opportunities for domestic entities that contribute to technological upgrading. What could at first seem like developmental connections that promote technology transfers are found to be linkages diffusing Chinese infrastructures, hardware, software, processes, and standards that shape distinct digital systems. Without pro-active policies from host governments, the Digital Silk Road risks creating new technological dependencies; locking local ICT actors into activities and relationships captured and defined by Chinese tech giants." vements frame certain events as part of a conspiracy. By applying an international compar-ative approach, this study examines the media framing of events as a conspiracy theory in the USA and Egypt. The study focuses on political conspiracies targeting the local elite or political establish-ment as serving foreign enemies. Qualitative framing analysis is applied to analyze news segments (n = 140), 80 articles, and 60 videos from the Egyptian Islamist media and the Make America Great Again (MAGA) conservative media in the USA. The results show a huge similarity in the frames uti-lized by the media in both countries in constructing conspiracy theories. The Egyptian and American media constructed conspiracy narratives about claimed secret collusion between the elite leaders and foreign enemies. Whereas the Egyptian media morally framed the conspiracy as treason, the Ameri-can media framed it as part of corruption. Moreover, the historical continuity in the Egyptian con-spiracy theories was more obvious than in the theories in the USA. The empirical analysis shows that conspiracy theories are strategically used in the media to achieve certain political goals." (Abstract)

Findings reveal that the impact of hygiene factors is stronger than that of motivation factors. This study shows that hygiene factors negatively influence professional training and inhibit any positive impacts of motivation factors. Digital technologies also promise to make peace efforts more future-oriented by helping to predict or anticipate upcoming developments, build scenarios, and increase readiness for emerging challenges. However, little is known about how such methods can be employed in dialogue and negotiation settings, where participants may have subjective and incompatible views on the conflict context, and more data and evidence don’t necessarily help to determine what a more peaceful future could look like. Through a qualitative study of the use of digitally enhanced dialogue efforts in Yemen and Libya, we demonstrate that future-oriented peacemaking requires the balancing of ‘sincere’ technology affordances that encourage an engagement with the past and present reality of conflict, with ‘subjunctive’ technology affordances that encourage an engagement with possible futures that are more peaceful. In practice, this requires combining data- and evidence-generating methods concerned with the world ‘as is’ with data analysis and visualization methods concerned with how the world ‘should’ or ‘could’ be. Our findings haveimplications for the study of digital methods in the facilitation of contentious political processes where the provision of data and evidence may create hurting deadlocks." Expenditure: Financial investment in gaming is noteworthy, with 63% of gamers having made a purchase related to gaming. The amount spent varies, with 29% spending between $2 to $5 monthly, illustrating a willing but cost-conscious gamer base.
Navigating the Barriers: The report also identifies barriers to gaming purchases, with 47% preferring free games and 44% citing a lack of funds. The cost-related challenges extend beyond purchases, as gamers list the cost of data bundles (42%) and expensive gaming hardware (31%) among their top challenges.
A Call for Cultural Representation: Over half of the respondents value cultural relevance in games, and a substantial 44% feel there are not enough games with characters that look like them or environments similar to their life, signaling an untapped market for local content creation.

scout, promote, develop and test innovations for the media sector. That same year, a legal support framework for startups in Tunisia came into effect, structured around a label of merit and benefits for entrepreneurs, investors and startups. Just like MEDIA LOVES TECH, it aims to support development through bold entrepreneurial spirit and innovative ideas. Since its launch, the annual MEDIA LOVES TECH incubation program, financed by the Federal Ministry for Economic Cooperation and Development (BMZ), supports eight to twelve startups. Implemented almost entirely online, and originally as a three-day mentor-supported hackathon, it has grown to become an incubation cycle that lasts three months. It promotes all phases of a startup — from the original idea to market entry.
It has been five years since the program was started and it is still going strong. This publication is an initial assessment. Does the belief that progress comes from promoting innovation hold true? Can promoting new media projects with viable business models succeed in an unstable economic or political environment? One needs to look at various aspects to find answers. It is often said that over 90 percent of startups go under in the first two years. Still, startups are often seen as a forerunner to economic development and as having a stimulating effect on the overall economy. Even if initiatives do flop, their traces can still be found in the ecosystem. When assessing the MEDIA LOVES TECH program, it is worth reflecting on what has been achieved and gaining insights for the future. Five projects are presented here. Our team has taken an in-depth look at the projects’ stories and progress and includes key performance indicators. Measuring impact in an unsteady startup environment can be a challenge, and our success stories address this. • News use across online platforms is fragmenting, with six networks now reaching at least 10% of our respondents, compared with just two a decade ago. YouTube is used for news by almost a third (31%) of our global sample each week, WhatsApp by around a fifth (21%), while TikTok (13%) has overtaken Twitter (10%), now rebranded X, for the first time.
• Linked to these shifts, video is becoming a more important source of online news, especially with younger groups. Short news videos are accessed by two-thirds (66%) of our sample each week, with longer formats attracting around half (51%). The main locus of news video consumption is online platforms (72%) rather than publisher websites (22%), increasing the challenges around monetisation and connection.
• Although the platform mix is shifting, the majority continue to identify platforms including social media, search, or aggregators as their main gateway to online news. Across markets, only around a fifth of respondents (22%) identify news websites or apps as their main source of online news – that’s down 10 percentage points on 2018. Publishers in a few Northern European markets have managed to buck this trend, but younger groups everywhere are showing a weaker connection with news brands than they did in the past.
• Turning to the sources that people pay most attention to when it comes to news on various platforms, we find an increasing focus on partisan commentators, influencers, and young news creators, especially on YouTube and TikTok. But in social networks such as Facebook and X, traditional news brands and journalists still tend to play a prominent role.
• Concern about what is real and what is fake on the internet when it comes to online news has risen by 3 percentage points in the last year with around six in ten (59%) saying they are concerned. The figure is considerably higher in South Africa (81%) and the United States (72%), both countries that have been holding elections this year.
• Worries about how to distinguish between trustworthy and untrustworthy content in online platforms is highest for TikTok and X when compared with other online networks. Both platforms have hosted misinformation or conspiracies around stories such as the war in Gaza, and the Princess of Wales’s health, as well as so-called ‘deep fake’ pictures and videos." discussions with 14 journalists from Syria, Saudi Arabia, Libya, Yemen, Oman, Jordan and Egypt. While in Egypt, questionnaires were distributed to 199 journalists from both independent and semi-governmental outlets to investigate how Egyptian journalists interpret the new data protection law and its implications for press freedom. Findings: The study indicated that journalists from these countries revealed severe censorship by their respective governments, an element inconsistent with the Arab Constitution. The recommendation of the study encourages media organisations to play a more active role in setting policies that make it easier for journalists to adopt and use digital security tools, while Egyptian journalists see the law as a barrier to media independence because it allows the government to exercise greater information control through digital policy and imposes regulatory rules on journalists. Practical implications: The study identifies practical and theoretical issues in Arab legislation and may reveal practices of interest to scientists researching the balance between data protection, the right of access to information and media research as an example of contemporary government indirect or ‘‘soft’’ censorship methods. Originality/value: To the best of the authors’ knowledge, this paper is one of the first research contributions to analyse the relationships between Arab authoritarians who used surveillance to restrict freedom of the press after the Arab Spring revolutions of 2011 to keep themselves in power as long as they could. In addition, Egypt’s use of surveillance under new laws allowed the regimes to install software on the journalists’ phones that enabled them to read the files and emails and track their locations; accordingly, journalists can be targeted by the cyberattack and can be arrested."
