eveloped during recent Ebola outbreaks in West Africa and the Democratic Republic of the Congo (DRC) provided opportunities to collect, analyze, and distribute data to inform both day-to-day and long-term policy decisions on outbreak preparedness. As COVID-19 continues to sweep across the globe, HIS and related technological advancements remain vital for effective and sustained data sharing, contact tracing, mapping and monitoring, community risk sensitization and engagement, preventive education, and timely preparedness and response activities. In reviewing literature of how HIS could have further supported mitigation of these Ebola outbreaks and the ongoing COVID-19 pandemic, 3 key areas were identified: governance and coordination, health systems infrastructure and resources, and community engagement. In this concept study, we outline scalable HIS lessons from recent Ebola outbreaks and early COVID-19 responses along these 3 domains, synthesizing recommendations to offer clear, evidence-based approaches on how to leverage HIS to strengthen the current pandemic response and foster community health systems resilience moving forward." of governments, aid organizations, and global media to confront the structural and material legacies of colonialism in West Africa will prevent global communities from adequately dealing with sporadic Ebola outbreaks. Central to the book's argument is that far too many communities in the "global North" are unwilling to spend the hundreds of billions of dollars that are needed for the prevention of endemic and epidemic diseases in the "global South." Instead of coping with the impoverished legacies of colonialism, organizations like the World Health Organization support the use of small groups of "Ebola hunters" who swoop down during crises and put out EVD outbreaks using emergency health techniques. The author demonstrates how Western-oriented ways of dealing with EVD have made it difficult to convince West African populations-wary of emergency interventions after a long history of colonial medical experimentation in Africa--that those in the West truly care about the prevention of the next Ebola outbreak. Decolonizing Ebola Rhetorics ultimately argues that as long as global journalists and elite public health officials continue to blame bats, bushmeat, or indigenous burial practices for the spread of Ebola, the necessary decolonization of Ebola rhetorics will be forestalled. The author concludes the book by offering critiques of the real lessons that are learned by those who try to securitize or military Ebola containment efforts." (Back cover)

"Late in the twentieth century, the United States embraced democracy promotion as a foreign policy priority, a central component of which involved allocating democracy aid to governments, political parties, and nongovernmental organizations around the world to support and encourage democratization.

Nonetheless, as a scarce resource, democracy assistance is allocated selectively: some states receive substantial commitments while others receive none. As previous studies have concluded, democracy aid allocations are, in part, strategic bets placed on the likelihood of progress toward and consolidation of democracy, as donors consider cues that identify situations where democracy aid is likely to be most successful. We introduce the role of media coverage as a key factor in democracy aid allocations and argue that a shift toward democracy within a potential recipient state interacts with media attention to that state to generate cues for aid allocators. To gauge the agenda-setting and cueing effects of media coverage on democracy aid allocations, we examine US democracy assistance from 1975 to 2010, weighing the impact of media attention, democratic openings, and other factors related to recipient characteristics and US political, strategic, economic, and ideational interests on democracy assistance. A national emergency telecommunication plan (NETP) sets out a strategy to enable and ensure communications availability during the disaster mitigation, preparedness, response and recovery phases, by promoting coordination across all levels of government, between public and private organizations, and within communities at risk. Preparation and implementation of an NETP engages stakeholders to think through the life cycle of a potential disaster, it determines the required capabilities for emergency responses, and establishes a governance framework of roles and responsibilities. It also clarifies how to shape planning, envision and share desired outcomes, and it outlines effective ways to achieve and communicate expected results. The NETP will reflect what diverse stakeholder communities need to focus on in order to address specific risks with available resources. Additionally, for developing countries, the NETP will highlight major areas of risk. This not only provides support and justification for the funding of vital equipment and personnel in an emergency, but also promotes the need for day-to-day resources and procedures that keep national authorities prepared, especially to maintaining vital communications, the essential lifeline during emergencies.
