Based on a case of one mobile platform, namely WeCountry in Chinese rural areas, this study illustrates how a mobile platform bridges the digital divide and helps rural areas achieve social inclusion. Results show that: (1) the mobile platform mainly acts on the digital capability divide elimination, and it has to guide and increase users’ usage capability; (2) the mobile platform can empower villagers in structural, psychological, and resource dimensions, achieving political inclusion, social participation inclusion, and economic inclusion; (3) platform providers and government are key organizations during the divide elimination process. Sie greift darüber hinaus Fragen der Menschenrechte im Verlauf der Produktions- und Gebrauchszyklen von Mobiltelefonen auf – und ist damit auch als Fortsetzung der Kompilations-DVD Digital – mobil – und Fair? zu verstehen. Und nicht zuletzt gilt es hier auch, den anderen, weitgehend positiv grundierten Blick auf Afrika hervorzuheben. Dies betrifft sowohl die hierzulande wenig bekannte Start-up-Szene, als auch die beiden ästhetisch innovativen Kurzfilme Algo-Rhythm und Zombies, die Bestandteil dieser DVD sind und bereits mehrfach mit Preisen ausgezeichnet wurden. In der dokumentarischen Kurzfilmreihe 10 von 199 kleinen Helden nehmen uns vier Mädchen und sechs Jungen mit auf ihren Weg zur Schule. Die Kinder sind mit dem Boot, zu Fuß oder über schwankende Hängebrücken unterwegs, während sie uns an ihren Gedanken über ihren Platz in der Welt teilhaben lassen. Der dreiteilige Dokumentarfilm The Food Challenge – Wie die Ernährung sichern beschreibt, analysiert und problematisiert die Geschäftspraktiken der großen Internationalen Chemiekonzerne in Kenia, die dort weiterhin Agrarpestizide vermarkten, die wegen ihrer Schädlichkeit in Europa und den USA oft schon lange verboten sind.
Gleich drei Filme thematisieren unterschiedliche Facetten des Themas Migration. Der niederländische Jugendfilm Rafaël erzählt eine dramatische Liebesgeschichte vor dem Hintergrund des Arabischen Frühlings und der Bootsflüchtlinge auf der Mittelmeerroute. Auf das organisierte Durcheinander europäischer Migrationspolitik blicken wir dabei aus der Perspektive einer jungen Europäerin, die selbst existentiell davon betroffen ist. Der Dokumentarfilm Die neuen Kinder von Golzow begleitet im Mikrokosmos dieser kleinen, legendär gewordenen Ortschaft die Aufnahme einer syrischen Flüchtlingsfamilie und ihre Bemühungen, sich zu integrieren. This study evaluates the potential of using the emerging practice of remote participatory video at times of crisis by presenting a case study on one of the participatory video works undertaken in Rhino Camp which is one of the largest refugee camps in Uganda. Drawing on the common production stages within the traditional participatory video practices this thesis presents a preliminary outline for facilitating a remote participatory video. By deploying an affordance approach, it is aimed to investigate how participatory video was translated into a remote practice. By drawing on the Freirean process of critical consciousness the study investigates the ways in which communicative affordances of remote PV could be utilised to promote advocacy during the pandemic. Another objective of the thesis is to explore what unique local experiences and insights could refugees from Rhino Camp bring to bear on the problems caused by the coronavirus pandemic. Focusing on the analysis of the video messages from the refugees of Rhino Camp, the study explores the following question: What significance and potential could the use of remote practice of civil society produced participatory video have during the COVID-19 outbreak?" It is also the process of using or establishing two-way communication channels to address people’s needs, concerns, feedback, and complaints, partnering with the community to ensure that it can actively participate and guide the ICRC’s humanitarian action. The use of appropriate tools for identifying the needs is necessary to better assess the proposed response and to inform those involved beforehand. Community engagement helps to improve the quality and effectiveness of programs while building community acceptance and trust in humanitarian stakeholders. The inclusion of the most vulnerable people in communities affected by a humanitarian crisis, such as women, children, people with disabilities or the elderly, in the design and development of the humanitarian response will contribute to their re-silience and improve the quality and efficiency of the projects being implemented. The International Committee of the Red Cross (ICRC) has placed community engagement at the center of its 2019-2022 institutional strategy. Although this approach is common in natural disaster-related humanitarian operations, there are fewer examples in situations of armed conflict and inter-community violence. It is therefore important to document and share good practices to better protect communities and address their needs. Several programs are being conducted in this regard in the Democratic Republic of the Congo, where the ICRC has been operating since 1978. In this publication, you will find a few tools to present good practices in community engagement. em como objetivo apresentar o status quo e as tendências e padrões na pesquisa de comunicação de risco de inundação ao longo do tempo. Para tanto, empregou-se a análise bibliométrica como técnica de pesquisa, visando ampliar e atualizar o arcabouço de referências que compõem a temática. Como principais resultados, tem-se a identificação de 59 artigos em 31 periódicos distintos, os quais foram publicados principalmente a partir de 2007. A maior parcela dos 189 autores identificados é oriunda de países europeus e norte-americanos, influenciando no estabelecimento de redes de colaboração. Há uma baixíssima ou até mesmo ausência de autores dos demais continentes, sobretudo os países em vias de desenvolvimento na África e na América Latina, onde o risco de desastres tem causado grandes impactos, sobretudo nos grupos mais vulneráveis. Embora seja um tema emergente e ainda pouco explorado, os trabalhos realizados até o momento têm apresentado resultados extraordinariamente elucidativos no que diz respeito à gestão e aos efeitos da comunicação de risco na sociedade."
