The role of participation though is complicated in environments where community radio acts as an instrument for development, as is the case in India where community radio licenses are held by either educational establishments or non-governmental organizations (NGOs). Discussions around defining, encouraging and evaluating participation are extensive, yet little has been written about what defines meaningful participation from the perspective of community members. Drawing on ethnographic fieldwork in India, this article explores what makes participation meaningful and who is able to engage in this meaningful participation with community radio stations. Applying this perspective to community radio, encourages a more qualitative, holistic view of the benefits and outcomes of those who participate. Considering meaningful rather than maximalist or minimalist allows space to explore the impacts of participation in environments where it may be limited or restricted by structural factors. Engaged, invested audiences who regularly and meaningfully participate in their stations can help ensure that community radio remains a collaborative and powerful force within the global media landscape." This, we have argued, is the case largely because of the apolitical leanings of Irish policy framework; historical traditions which blur the distinction between public and commercial broadcasters at local levels; the somewhat limited scope of community radio training programmes in stations themselves; the weakness of linkages between stations and community groups; and the failure of the latter to understand the unique remit of community radio. The article draws lessons of specific interest to researchers and activists in these domains, as well as offering a framework of use to community radio researchers interested in examining the sector’s contribution to the democratisation and the re-animation of the public sphere more broadly." Citizens’, broadcast on Phoenix FM in Lusaka in late 2011 and right through 2012. It shows how the original aspirations of the show’s sponsor, Lusaka City Council, can be understood in terms of nurturing popular subjectivities that might enable the state to impose market solutions to the provision of social goods. The Council hoped that this might in turn have enabled them to survey and bring a particular kind of order to the unruly spaces of the capital city. The Council also aimed to evangelise a model of city governance that shifts power away from the dense networks of representative political structures that exist in the city towards consensus-oriented, technocratic modes of assessing social needs and distributing resources. However, the programme struggled to attract audience participation in episodes framed in these ways and, in accepting that they needed to bring the show closer to the concerns of the listeners, the Council enabled the host and callers to ‘Let’s Be Responsible Citizens’ to subvert the show’s original intentions. Negotiations over the show’s agenda provide a window on how debates about political accountability, legitimate authority and who has the responsibility to meet social needs play out in increasingly media-saturated societies."
