rverse incentives which frustrate the achievement of common goods –establishing fixes to deep design issues with Internet architecture involves communal action at scale which is hard to manage in a decentralised, competitive, and marketized ecosystem of providers. While much scholarship has sought to establish the incentives frustrating action against cybercrime and identify possible ways to alter these, in this case we observe a community acting to short-circuit them entirely. We develop the concept of infrastructural capital to explain how key actors were able to relocate the issue of spoofing away from the commercial incentive structures of a decentralised ecosystem of competingproviders with little motivation to solve the issue and into the incentive structures of a far more densely networked and centralised professional community of network engineers. This extends previous work applying theory from infrastructure studies to cybercrime economies, developing a new account of how power can be asserted within infrastructure to achieve change, apparently against the grain of other long-standing incentives." contexts. Additionally, the subjects of data justice are treated as universal decision-making individuals unaffected by the procedures of datafication itself. To tackle such questions, this paper starts with studying the trajectory of data justice as a concept and reflects on both its data and justice elements. It conceptualises data as embedded within a network of associations opening up a multi-level, multiactor, intersectional understanding of data justice. Furthermore, it discusses five major conceptualisations of data justice based on social justice, capabilities, structural, sphere transgression, and abnormality of justice approaches. Discussing the limits and potentials of each of these categories, the paper argues that many of the existing participatory approaches are formulated within the neoliberal binary of choice: exit or voice (Hirschman, 1970). Transcending this binary and using postcolonial theories, the paper discusses the dehumanisation of individuals and groups as an integral part of datafication and underlines the inadequacy of digital harms, data protection, and privacy discourses in that regard. Finally, the paper reflects on the politics of data justice as an emancipatory concept capable of transforming standardised concepts such as digital literacy to liberating pedagogies for reclaiming the lost humanity of the oppressed (Freire, 1970) or evoking the possibility for multiple trajectories beyond the emerging hegemony of data capitalism." The case study shows that data integration and analysis services should be understood as platforms, because like other platforms, they serve as modifiable digital infrastructures that bring together different parties and enable data-dependent interaction. It is especially important to understand data integration and analysis platforms as digital platforms because these platforms have their own politics and determine what happens on them, as we illustrate with regard to two important social values that are part of the data sovereignty of organizations: epistemic opacity and epistemic control. We conclude that it is time that platform research not only scrutinizes those technologies and companies that are visible to the eye of large numbers of end-users, but also those that operate in the dark." Quantitatively, when considering both task- and user-specific factors, a user’s task-specific self-confidence and confidence in GenAI are predictive of whether critical thinking is enacted and the effort of doing so in GenAI-assisted tasks. Specifically, higher confidence in GenAI is associated with less critical thinking, while higher self-confidence is associated with more critical thinking. Qualitatively, GenAI shifts the nature of critical thinking toward information verification, response integration, and task stewardship. lated to biometric identification and automated poverty targeting, this article argues that humanitarian staff, refugee recipients and community members engage in ‘repair work’ – the subtle and quotidian labour that goes into addressing fragility and maintaining functionality. Inspired by feminist studies of labour, repair work is found to be invisible in being undervalued, unpaid and reproductive, which is reminiscent of labour that has historically fallen to disenfranchised people. Repair work also enables data workers to assert their autonomy and contest infrastructures that they framed as being unreasonable and unjust. In doing so, findings suggest that repair work is fundamental to the ability of data-driven aid programmes to cater to the needs of populations in crisis. This paper marks two contributions to understanding the promise and perils of ‘Technology for Good’: it introduces repair work as a novel conceptual framework to analyse labour involved in the datafication of aid, and it applies new empirical evidence to critical studies of data work." Through topic modelling and critical discourse analysis, the study examines the representation and concerns of marginalised groups in the reform process. We highlight the overlooked role of non-profits and civil society in the public data ecosystem. The analysis emphasises the significant yet unacknowledged contributions of these organisations in advocating for data equity and justice. We argue that responsible and equitable public data practices do not just depend on administrative and technical procedures for data sharing but are fundamentally entwined with the social and institutional hierarchies in which public data is produced and used. The study calls for greater inclusion and support for civil society organisations to bridge the data divide, contributing to broader debates on the merits and challenges of open data and data sharing practices within a data justice framework." Drawing from Douyin walkthroughs and the company’s business development presentations, this article analyzes how audience attention and platform traffic are manufactured and integrated with retail in the context of China’s recent national policy that positions data as a factor of production equal to labor, land, technology, and capital. In contrast to Instagram, traffic conversion into sales takes precedence over product visibility on Douyin. In this process, Douyin actively uses user data to manufacture high-traffic keywords with buying intent. This involves measurements employing surveillance technologies that span imageand speech recognition, keywords, performance metrics, and pricing algorithms. The article argues that Douyin e-commerce cannot be fully explained by the current visibility research paradigm centered on metrics such as likes, shares, and comments, which are considered indications of interests and preferences. It is suggested that Douyin uses historical data to invoke momentary interests and produce desired user actions for conversion. Traffic investment alone cannot result in the conversion of momentary interests into sales; it needs to be combined with pricing that incorporates discounts, coupons, and reductions. The integration of traffic investment with pricing strategy has emerged as a dominant e-commerce practice that fosters retail growth." (Abstract)

arian sector by interrogating the implications of this new set of actors on humanitarian accountability relations. Drawing on insights from 60 interviews with humanitarian donors, implementing agencies, third-party monitors and data enumerators in Somalia, this article interrogates data narratives and data practices around thirdparty monitoring. We find that, while humanitarian donors are highly aware of challenges to accountability within the sector, there is a less critical view of data challenges and limitations by these external firms. This fuels donor optimism about third-party monitoring data, while obscuring the ways that third-partymonitoring data practices are complicating accountability relations in practice. Resultant data practices, which are aimed at separating data from the people involved, reproduce power asymmetries around the well-being and expertise of the Global North versus Global South. This challenges accountability to donors and to crisis-affected communities, by providing a partial view of reality that is, at the same time, assumed to be reflective of crisis- affected communities’ experiences. This article contributes to critical data studies by showing howmonitoring data practices intended to improve accountability relations are imbued with, and reproduce, power asymmetries that silence local actors." ported here makes the first direct, systematic comparison of men’s and women’s experiences of platform work in multiple African countries. The paper finds an absence of specific gender differences across many core operational structures of platform work including general shortcomings related to social protection, contracts, human/algorithmic management and representation being experienced similarly by both men and women. However, the paper also finds that these processes occur within a wider gender-unequal context in which gendered norms skew the presence of men and women in different sectors, and in which wider exclusions encourage women into platform work but lead them to experience greater precarity and dependency than men on that work.´For example, women on average earn less than men because they work demonstrably fewer hours. This also limits the purported flexibility of platform work for women workers and denies them a pay premium to reflect their generally higher levels of education. While experienced by only a minority of women workers surveyed, gender-discriminatory cancellations, complaints and abuse were reported. ridged the gender gap in Internet use, with women now more likely to be online than men. Yet, the region’s digital landscape is also defined by contrasts. While North America benefits from advanced policy and regulatory frameworks, parts of Latin America and the Caribbean continue to face barriers in infrastructure deployment, affordability, and regulatory capacity. This is particularly the case for the region’s small island developing States (SIDS) and landlocked developing countries (LLDCs). These disparities highlight the importance of targeted policies and enhanced regional cooperation.
The region must also respond to growing cybersecurity and environmental challenges. The Americas generate nearly a quarter of the world’s e-waste, yet recycling rates remain low and formal collection systems are lacking in many countries. Advancing green digital policies and implementing extended producer responsibility mechanisms will be vital for sustainable digital growth. Reliable, granular, and timely data is essential for designing effective, targeted interventions and supporting progress toward UMC. While the region benefits from strong statistical capacity and several global data leaders, gaps remain – particularly in disaggregated data by gender, age, location, and socio-economic status. This report also highlights powerful examples of progress – from community networks and disaster resilience efforts to initiatives that empower girls and women through digital skills." (Foreword)

egions. But adoption is just the beginning. Universal and meaningful connectivity (UMC) is a new imperative. Achieving UMC means not only ensuring that everyone can access and use the Internet, but also that they can do so safely, productively, and affordably—whenever and wherever needed. In Africa, this possibility remains the privilege of a few. Gaps in affordability, digital skills, and connectivity quality disproportionately affect rural communities, women, and lower-income populations. These divides are leaving millions behind as the digital economy advances. The challenge is especially acute for Least Developed Countries (LDCs), which make up more than half of the countries in the region. Many of these nations face multiple, compounding barriers to digital inclusion, and require targeted, sustained support.
At the same time, this publication offers reasons for optimism. Africa is home to a growing number of digital pioneers—countries, communities, and individuals who are leading innovative approaches to e-waste management, digital entrepreneurship, accessibility, and regulatory excellence. The case studies in this report demonstrate the transformative power of digital technologies when supported by local leadership, inclusive policies, and international cooperation. Better data is essential to closing the digital divide. Africa faces the greatest connectivity challenges yet has the fewest resources—and the least data.
