In Tanzania, the regulator consulted on community radio licensing, resulting in a lowering in license fees [...] The net conclusion is that community television could play a huge role in empowering local communities. While community radio has such a role now, it is possible that television viewing could over the next ten years erode the role of radio. Uptake of low power televisions could leave communities with national or multi channel broadcasts that are entertaining but do very little to stimulate dialogue about development, empower people as agents of change, protect local language and local culture. Community television could play a strong role in stimulating development dialogue, supporting local economies, be a vehicle for decentralised government egovernance and share local content in local language and local culture – a local voice. Advocates of community television need to be realistic in the development of the institutional framework for the station, and in the influence of the wider environment on the shape of the station. The report ends with a number of general recommendations, and a specific recommendation that some pilot community television stations should be set up in the immediate future to document the parameters required for a successful innovative community television station." Here I look at the notion of ‘democratic voice’ in a loosely defined sense, referring to the ability of ‘ordinary’ people to access media and other information and communication technologies, and to create their own local content. As such it describes to some extent the processes of ‘metamorphosis’ involved in ‘citizen’s media’ participants becoming, through these activities, ‘active citizens’ (Rodriguez 2004). At a point in time when alternative media studies are recognising a new relevance and development communication research facing a crisis in direction, this paper considers research findings emerging from and utilised in community based ICT initiatives across South Asia. Looking at the research in a comparative framework, lessons can be learned about the relevance of community media for supporting democratic voice, and the processes that are most likely to achieve this." In der Lehr-Redaktion wurden die Bedingungen professioneller Fernsehredaktionen simuliert und die journalistischen Darstellungsformen des nonfiktionalen Fernsehens erprobt. Parallel zu dieser medienpraktischen Arbeit wurde das Projekt einer intensiven Evaluation unterzogen, deren Ergebnisse zugleich in den Aufbau der Lehr-Redaktion sowie die Entwicklung des curricularen Leitfadens eingeflossen sind. Mit dieser Veröffentlichung stellt die LPR Hessen das Konzept der Lehr-Redaktion vor und präsentiert die Ergebnisse der Evaluation. Der curriculare Leitfaden zur Vermittlung praktischer Medienkompetenz verdeutlicht den Ansatz der Lehr-Redaktion und soll Schulen, Hochschulen und andere Bildungseinrichtungen zur Nachahmung anregen."
