The research is based on desk research and interviews with the key actors in community radio development in Bhutan, in 2019, supported by the first-hand experience gained during conducting research on Bhutan media system gained by one of the authors during visits in this country in the years 2015–2018. In this article we concentrate on local community radio stations located in rural areas: KYD from Khotakpa, Edi from Dechen Pelri and Lhop Community Radio Station from Lotokuche. We highlight the unique context in which community radio in Bhutan functions – the geographical conditions and mountainous terrain, which cause separation from other surrounding indigenous communities, differences in spoken language and the cultivation of their own cultural identity. The over-arching argument in this paper is that local factors are really important to understanding national media systems and that the national government commitment to GNH helps to explain community radio in Bhutan." Drawing mainly on literature from Africa and other parts of the Global South, it is argued that a broadly political economy approach surfaces issues of power and dependency in each model. The models serve as analytical tools that enable better understanding of the vulnerabilities of media for marginalized communities, where a lack of alternatives gives them disproportionately greater importance. ow radio stations in remote rural locations have enabled local communities to voice themselves which in turn has facilitated flow of information between the local authorities and the people during the pandemic. We have documented eight case studies of women broadcasters in different community radio stations across India. These case studies substantiate that women have overcome various societal and cultural barriers to associate themselves with community radio as a technology. These women act as agents of change in their communities and are followed as role models for other women and girls. It is observed that women in their roles as radio broadcasters feel enabled, empowered and are able to impact the community. All the women interviewed in this study felt comfortable using technology to record, edit and broadcast programmes. While they did not have any prior experience of using technology, they were quick to learn and adapt. Through our interviews we were able to infer that radio as medium supports frugal technology for its operation. Indeed, technology has the potential to empower people, it is evident that frugal technologies like community radio treat people as agents and not as mere users." (Abstract, page 6)

La norma ofrece una definición acotada de la radiodifusión comunitaria a ámbitos territoriales, identitarios y caracterizados por un alto nivel de pobreza económica, al señalar que se trata de estaciones “ubicadas en comunidades campesinas, nativas e indígenas, áreas rurales o de preferente interés social”. También restringe la amplitud y diversidad de las programaciones que pueden implementar las estaciones de radio y televisión al señalar que estarán destinadas “principalmente a fomentar la identidad y costumbres” de las comunidades en las que se prestan los servicios. La radiodifusión comunitaria se ha convertido, en gran medida, en sinónimo de marginalidad. Los medios comunitarios quedan así apartados de los ámbitos urbanos, especialmente de las ciudades grandes e intermedias del país, contextos en los cuales se toman decisiones de política pública nacional o local y en los que persisten variadas problemáticas sociales, más allá de la pobreza económica, y actúan organizaciones sociales diversas." La duración de estas concesiones debe ser equivalente al de resto de prestadores. Las televisiones comunitarias deben de poder acceder a concesiones de ámbito regional y conectarse en red." y empezar a ejecutar una política consistente de financiamiento, fomento y promoción de los medios comunitarios que amplíe lo hecho hasta ahora. Esto incluye capacitación, financiamiento de infraestructura y programación con fondos concursables, subsidios cruzados o publicidad oficial. La existencia de fondos para promover contenidos de radiodifusión comunitaria, comprar equipos y para programas de capacitación, son claves para el fortalecimiento del sector. Una nueva ley sobre publicidad oficial como la que está ingresada actualmente en el Parlamento podría ampliar las fuentes de financiamiento, en tanto impediría expresamente que se discriminara al sector comunitario de recibirla, a la vez que se disponen de fondos para realizar investigaciones de audiencia en todo el país, que también deben incluir a los medios comunitarios (quitando pretextos de no otorgamiento de publicidad por desconocer su impacto en audiencia). Por otra parte, dispone que un porcentaje de la publicidad oficial para crear un fondo de apoyo a la diversidad de medios en Uruguay, que permitiría sumar otros recursos por vía de subsidios específicos al sector." Indonesia and Nepal - in producing programmes that serve as an “emergency response” to help the most marginalised and needy people in the local communities, who have been impacted by the pandemic. In all four countries included in the project, the lockdowns deprived the poorest sections of the population - such as migrant workers and day labourers - of their livelihoods. The people in the rural and especially the hard-to-reach regions are hardly noticed in the public discourse, and some are completely cut off from the general flow of information due to technical, financial and/or language barriers. In contrast, community radios have key characteristics that make them stand out: they are perceived as a trusted part of the community, and their programmes are mostly produced in partnership with and with the participation of community members. 32 community radio journalists from 16 community radios in four countries participated in the training workshops that were organized early this year. There were eight participants from four radio stations in Bangladesh – Radio Jhenuk, Radio Mahananda, Radio Sarabela and Radio Sagorgiri, six participants from three radio stations in India – Gurgaon ki Awaaz, Radio Benziger, and Saiyere Jo Radio, six participants from three radio stations in Indonesia – Lintas Merapi FM, Pass FM, and Rasi FM and two from the community radio association of Indonesia, JRKI and 10 participants from five radio stations in Nepal – Radio Dhading, Radio Parasi, Radio Rudraksha, Radio Sindhu and Radio Udayapur. This publication is a document that summarizes the training workshop sessions and serves as reference/training material for not just the participant radios but the member radios of the association."
