Based upon qualitative research conducted in the geographical area covered by the oldest of these stations, this article focuses on the sociocultural repercussions of indigenous radio and shows how, although linked to the governmental apparatus, it has subtly contributed to the transformation of the dominant symbolic order and has strengthened the sociocultural cohesion among the three ethnic groups who inhabit the region. Many provided suggestions for improvement, such as the increased use of internships and the development of a database of actors, directors, producers and experts from Canada’s ethnocultural and Aboriginal communities. The Task Force initiated a round of consultations with interview subjects to discuss Recommended Best Practices and Industry Initiatives in April 2004. Focus groups provided a broad range of strong opinions and perspectives on the issue of cultural diversity and television. Several areas of concern were highlighted by focus group participants across the country: the persistence of stereotyping; too many instances of negative or inaccurate portrayal; underrepresentation of many groups; unbalanced or negative portrayal on newscasts; and a serious absence of Aboriginal representation on television. The benchmark content analysis substantiated many concerns raised within the focus groups, and provided a very rich assessment of exactly how cultural diversity is reflected and portrayed on television." This is in line with what was observed by the Delors Commission: Western formal education systems tend to emphasize the acquisition of knowledge to the detriment of other types of learning (UNESCO, 1997). I believe that indigenous peoples can contribute significantly both to our own education systems and to the renewal of education systems of other peoples. We need to: establish effective arrangements for the participation of indigenous parents and community members in decisions regarding the planning, delivery and evaluation of education services for their children, young people and other community members; increase the number of indigenous people employed as education administrators, teachers, coaches, curriculum advisers, teachers assistants, home-school liaison officers and other education workers, including community people engaged in teaching indigenous culture, history and contemporary society, and indigenous languages; provide education and training services to develop the skills of indigenous people to participate in educational decision-making; develop arrangements for the provisions of independent advice from indigenous communities regarding educational decisions at all levels; and to achieve the participation of indigenous children, young people and adults in education for a period similar to that for other students." Este proceso ha sido acompañado por un proyecto de comunicación para el desarrollo de la FAO que trabajó en América Latina del 1993 al 1997. En Bolivia dicho proyecto se concentró en capacitar personal nacional y fortalecer iniciativas de participación y desarrollo promovidas por instituciones y por las mismas organizaciones campesinas e indígenas. El éxito de esta estrategia puede ser constatado en el caso de la Unidad de Comunicación Guaraní (UCG), ya que a seis años de haber finalizado el proyecto, la UCG sigue trabajando en comunicación para el desarrollo manteniendo el mismo enfoque y compromiso hacia las comunidades más pobres y marginadas." rom the developed world and apply them wholesale in local environments in Africa that are quite unique. This paper argues that such communication strategies often do not impact on the rural masses for which they are meant because they are not ‘contextualized’ to the local settings, cultural dialectics and worldview of the people. The bulk of the rural people are non-literate, poor and have little or no access to modern mass media such as television, radio, film, newspapers, the internet and email. The roll-out of modern media should continue to occupy centre stage in planning by African governments, development agencies and nongovernmental organizations, and these modern media should continue to be used to disseminate various campaign messages (HIV/AIDS awareness, immunization of children, maternal health care, poverty eradication, etc.) to the communities. But given the dearth of these media in many poor countries, the limitation of their coverage to the urban centres, and the costly equipment involved, a strategy that relies solely on them has its drawbacks. Communication planners should not overlook the significant role indigenous forms such as popular theatre, drumming, village criers, storytellers, orators, etc., have played – and continue to play – in communication among rural, poor communities. The paper illustrates the ways in which these media continue to be utilized in development communication in Uganda, for instance, because of the way they are embedded in the cultural ideology of the rural people."
