For Citizens’ Voice, the assumption is that by accessing pluralistic information and engaging in dialogue with people with other backgrounds and perspectives, young people are aware of different viewpoints, accept and respect diversity, challenge restrictive norms and participate in society. For Love Matters, it relates to providing evidence-based and pleasure-positive SRHR information that helps people to make informed decisions in their personal lives. To investigate whether this assumption holds true for both programmes, a dedicated survey question was included in the surveys of platform users conducted as part of the Next Generation Mid-Term Review (MTR) evaluation conducted by external researchers in 2019. This open question asked users whether they could give an example of a change they had experienced through engaging with the platform. The answers and examples given by users have been analysed by the PMEL team to answer the main research question: To what extent do returning users experience a change in knowledge, attitude or behaviour as a result of engaging with the platform?" Moreover, the application for funding eligibilities, criteria, and prescribed reporting themes become conditions which to some extent strip off media’s ability to determine its own agenda, and ultimately independence. By this, the very models, “philanthro-journalism” and/or “NGO-funded” to protect and establish a resilient media system, are somewhat becoming a threat to media freedom in a masquerading form. Whenever donors are in the driving seat of setting media agenda, (a) local pressing issues are ignored or given less attention and (b) image of recipient countries is dented. These put the African media on the path to becoming controlled because as long as its quest for donor assistance is unceasing, then its susceptibility to demands of donors will abound." (Conclusion)

has a significant effect on the “boundaries of journalism”. That is, the ways in which journalists understand, value and practice their journalism. This argument is based on 74 interviews with the most active foundations funding international non-profit news and the journalists they support. In general, we found that these foundations did not try to directly influence the content of the journalism they funded. However, their involvement did make a difference. It created requirements and incentives for journalists to do new, non-editorial tasks, as well as longer-form, off-agenda, “impactful” news coverage in specific thematic areas. As a result, foundations are ultimately changing the role and contribution of journalism in society. We argue that these changes are the result of various forms of “boundary work”, or performative struggles over the nature of journalism. This contrasts with most previous literature, which has focused on the effects of foundation funding on journalistic autonomy." (Abstract)

ugh this is a relatively common occurrence in the non-profit sector, so far there has been no critical discussion of these issues in relation to foundation-funded journalism. In this article, we interrogate a rich and detailed case study of the relations between a non-profit news organisation and a donor accused of being involved in a massive, international fraud scandal. We document how the news outlet justified their acceptance of this donor’s money; the defensive strategies they used to protect their reputation, organisational values and editorial freedom; and the conditions that ultimately led to journalists parting ways with the foundation. In so doing, we draw on ideas about philanthrocapitalism, stakeholders and resource dependence in order to develop model of how nonprofits respond to “tainted” donors." (Abstract)

forces, they did rightfully point out that “media systems are shaped by the wider context of political history, structure, and the culture” (ibid., 2004, page 46). This being said, media systems in aid-dependent contexts should start with a historical interrogation of foreign aid and its conditionalities; because if, as political realists claim, foreign aid is a coercive foreign policy tool that can be used to manipulate change, its ability to shape the type of media a country has emphasises the need for reassessing the way in which we, as media systems researchers, study media systems. In addition, we should not isolate the analysis of media systems through one theoretical lens, but approach international relations theory to challenge and reinvigorate the structural and ideological power arrangements that exist. While no broader generalisations can be made until further analysis is undertaken, it is hoped that the study will serve as a valuable starting point for highlighting the inherently faulty analysis of studying media systems through an internal lens only. This will become even more apparent with the rising economies of China, the United Arab Emirates, Brazil, Korea and India, which “are subtly changing the rules of foreign aid with profound consequences for the role of multilateral institutions and conditionality”." The most substantial investment in Indigenous broadcasting is provided by the Culture and Capability Programme under the Indigenous Advancement Strategy (IAS) which is administered by the Department of the Prime and Minister and Cabinet (PM&C). The purpose of this project was to forecast the return on investment over three years of a very remote, regional and urban IBS by understanding, estimating and valuing their impact on stakeholders. The analysis was verified through broader sector consultation to inform the Australian Government about the breadth and depth of impact likely to occur as a result of their continued investment in IBSs [...] We have identified six key insights from the analyses, explored in detail in section 7 of this report:
1. IBSs provide much more than radio – they are community assets that contribute to strengthening culture, community development and the local economy.
2. The outcomes achieved by IBSs appear consistent but the activities they undertake are varied.
3. The activities IBSs undertake are tailored to the specific needs of the community which helps build trust amongst the community.
4. IBSs are achieving a range of social returns on investment, heavily informed by their context, and value flows to a variety of stakeholder groups.
5. IBSs are contributing towards more of the Government’s priorities than is currently realised.
