The present Monitor has been developed and tested by the Centre for Media Pluralism and Media Freedom (CMPF), at the European University Institute, and has been funded by the European Union. The CMPF created the prototype of the Monitor and pilot-tested it in 2014 (MPM2014), building on the 2009 Independent Study on Indicators for Media Pluralism in the Member States – Towards a Risk-Based Approach. The results of this second prototype, which was tested in 2015 (MPM2015), are published in this report. During these two rounds of implementation, the CMPF has strengthened the research design of the Monitor, co-ordinated the data collection carried out by national experts, and analysed the results, i.e., it has assessed the risks for media pluralism across EU Member States. This report presents the results and the methodology of the MPM2015 implementation, which measures risks to Media Pluralism in 19 EU countries, namely, Austria, Croatia, Cyprus, the Czech Republic, Finland, Germany, Ireland, Latvia, Lithuania, Luxembourg, Malta, the Netherlands, Poland, Portugal, Romania, Slovakia, Slovenia, Spain, and Sweden." ze it include believability, accuracy, honesty, truthfulness, trustworthiness, sincerity, competence, expertise, reliability, and goodwill, to name some. The concept of trust, just as credibility, is multi-dimensional, and it seems to depend on the context, the person, and the task that is evaluated, as one may not necessarily trust another with a personal secret but may trust that person to complete a work-related task well. As might have become evident to the reader, our discipline's interest in measuring trust has been mostly utilitarian: trust as a means to an end (e.g., persuasion, credibility, and effectiveness of the communicator, to name some). While not all of the trust-related research in communication has been self-serving, it has focused mostly on the benefits that communicators can derive from growing others' trust in them, and less on the benefit that the act of trusting may have on others beyond the communicator, or other possible outcomes stemming from trust. One of the few exceptions has been in the instructional communication literature, where measures of trust have been used to study levels of student satisfaction, development and learning; interpersonal communication, where measures of trust have been used to study satisfaction in relationships between friends and romantic partners; and health communication, where communicating trust in the patient-provider interaction can increase the patient's self-awareness and sense of well-being. The mostly transactional and utilitarian view of trust that has dominated so far is perhaps a reflection of the increased professionalization of the discipline, the need for practical applications within the business setting and the cultures that sustain them and are in turn sustained by them. It would be interesting for future research to consider trust from the perspective of the person who is doing the trusting what impact does trust have on them beyond being persuaded and returning as consumers of information and products? It would be interesting for future research to approach the study of trust from that perspective as well as from non-traditional (read non-Western/Anglo-Saxon) socioeconomic and cultural perspectives." than they were 40 years ago. These advances go hand in hand with the global democratic expansion witnessed since the third wave of democratization initiated in the 1970s. However, the last decade has seen an increasing number of countries declining on these measures. These declines are seen across all ranges of democratic performance, with Europe being the region with the greatest number of countries experiencing declines. The explanatory factors for the declines vary across countries. In some cases, the declines have occurred in the context of general democratic breakdown, aimed at limiting the space for opposition, silencing critical voices and manipulating electoral processes, while in other cases, it has occurred in a context of less severe democratic deterioration, explained by the rise of nationalist political parties, and justified by arguments of national sovereignty, law and order, national security and firm responses to terrorism. Democracies nurture themselves from a range of societal voices, critical and less critical of the state. However, if the critical voices are silenced, the space for democratic deliberation narrows. Thus, independent of the driving factors, the declines in Freedom of Expression and Media Integrity represent a weakening of an important mechanism of democratic accountability. It is essential for regimes, international actors and civil society to take every step possible to ensure that these rights are safeguarded, so that societies can benefit from the full range of views that make up the democratic fabric of societies." Publishers continued to face significant economic pressures, and 2017 confirmed the decline in the revenues of the press sector and of many local and community newspapers across Europe, a worldwide trend signalling continued job losses in the sector and the lower viability of the media business as organisations struggle to find sustainable business models in the face of digital transformation. The spread of online disinformation and hate speech, including concerns about their impact on elections and referenda in 2016, represented major areas of debate during 2017. States, international institutions, and private enterprises have discussed or adopted measures – both legislative and non-legislative – to address these phenomena, and several of these measures have, in turn, raised concerns about their impact on the freedom of expression and respect for the rule of law. Due to the aforementioned concerns with regard to the economic difficulties faced by publishers, as well as online hate speech and disinformation, 2017 was noteworthy for an increased interest in the analysis of the influence of major online platforms in both public debate and public opinion. Queries over accountability, transparency and the overall effect on democracy in relation to the digital platforms have escalated.
