"A comprehensive, practical guide to the on-the-ground tasks of evaluating and monitoring democracy assistance programs, from planning and implementation to preparing and presenting evaluation reports." (Publisher description)
"This article presents an overview of the emergence of sustainability themes in communication for development and argues that there is an urgent need for a framework of sustainability indicators for communication for development and social change projects around the world. It fills a crucial gap in

the growing body of literature by first synthesizing the most relevant data currently produced by global and local institutions, NGOs, UN-based organizations, academics, and professionals regarding assessment indicators for development projects, and second, produces a framework of sustainability indicators that can be used by a wide variety of people in the field to assess the sustainability of existing projects and the sustainable potential of planned ones. It then tests the framework in two representative cases." (Abstract)

context to another [...] This briefing introduces BBC Media Action’s approach to accountability, with particular focus on empowering individuals to play a role in holding those in power to account. It also describes the development of a framework for understanding and measuring such individual empowerment. The paper then draws on qualitative research conducted in Kenya by BBC Media Action to illustrate the application of this framework and to validate an approach to measuring impact through qualitative and quantitative cross-cultural research. This approach will be used across evaluation of accountability-focused projects." (Executive summary)

"This Working Paper from DFID’s Evaluation Department offers a menu of Voice & Accountability (V&A) indicators, and suggests steps for building monitoring and evaluation frameworks for V&A interventions. It provides a check list of management issues, and some ideas for data collection. It does not

attempt to make any judgement about the indicators identified, as this work will be further developed under DFID’s ‘Suggested Indicators for Governance’ work, due in 2010. The paper is intended for DFID advisers and managers working on V&A initiatives at the country level. It will also be of use to people outside DFID who are interested in understanding how V&A work contributes to development outcomes; or who want more information about data collection methods for V&A measurement. V&A interventions range from work with governments on policy and reform processes, to activities at community level on civic education and rights awareness. DFID supports a significant amount of V&A work through government and non-state actors, in sector programmes and in work with civil society organisations including the media. We now need to establish the evidence base to show what change has resulted." (Executive summary)

s from around the world with minimal formal training in design, monitoring, and evaluation. It assumes the audience has experience, training, and access to resources on conflict assessments, which are a prerequisite to participating in conflict transformation program design [...] The manual offers general information on learning and change in addition to chapters dedicated to specific issues such as baselines, indicators, monitoring, and evaluation. It is organized so that readers can easily jump from one chapter to another. However, we strongly urge jumpy readers to start with the chapter on understanding change because it frames the thinking for most of the discussions in the other chapters." (Page 2)

"For social change, a model of communication is required that is cyclical, relational and leads to an outcome of mutual change rather than one-sided, individual change. In Section 1 of this report we provide a description of such a model. The model describes a dynamic, iterative process that starts

with a “catalyst/stimulus” that can be external or internal to the community. This catalyst leads to dialogue within the community that when effective, leads to collective action and the resolution of a common problem. The catalyst in the model represents the particular trigger that initiates the community dialogue about a specific issue of concern or interest to the community. This catalyst is a missing piece in most of the literature about development communication, which often assumes that the community spontaneously initiates dialogue and action. The model describes Community Dialogue and Action as a sequential process or series of steps that can take place within the community, some of them simultaneously, and which lead to the solution of a common problem." p relationships in order to: (1) improve partnership practice in progress, (2) refine and test hypotheses regarding partnership’s contribution to performance and outcomes, and (3) suggest lessons for future partnership work. The proposed assessment approach is continuous, process-oriented and participatory, and developmental. Targets of assessment include compliance with prerequisites and success factors, degree of partnership practice, the outcomes of the partnership relationships, partners’ performance, and efficiency. Indicators and associated methods are proposed for each of these. The framework addresses the evaluation challenges of integrating process and institutional arrangements into performance measurement systems, thus contributing to relationship performance as well as program outcomes. It can also be used to enhance the theory and practice of partnership." (Abstract)

development research findings. Evaluated websites are decomposed into six components of website production, namely: architecture, technology, style, content, strategy and management. Key qualities associated with these components are then examined, in order to assess the suitability of each website from the perspective of an international audience. This paper's purpose is to help build the capacity of organisations working in the field of international development, which intend to evaluate their own website(s). It aims to support the evaluation process so that websites can be improved as a medium for communicating research to an international audience." (INTRAC website)
