ners, human rights activists, and media practitioners from different ethnic backgrounds. A less stringent, hardtalk-like format paved the way for a less formal and more frank discussion than that of previous years. Gender inequality in media and the challenges of ethnic and community media were at the heart of discussions, where Minister of Information, U Pe Myint, expressed continued commitment to the media reform process. “This year’s meeting theme recognises that for media to develop, the country’s diverse voices, in terms of gender and ethnicity, must also be considered.” The exceptionally high turnout of more than 300 representatives from the media, government, military, judiciary, civil society and international press freedom organisations at the meeting was, if anything, a clear illustration of the continued sense of importance invested in the media reform process in Myanmar." ations for the future of our digitally mediated world. Undertaken with the aim of generating data with children for publication in the State of the World's Children (SOWC) 2017 report, this project was a joint effort of the RErights.org team in the Institute for Culture and Society at Western Sydney University, UNICEF New York and a network of 26 UNICEF Country Offices and National Committees. It built on a previous international study that channelled children’s insights into global efforts to reinterpret the Convention on the Rights of the Child for the digital age (Third et al. 2014). Summaries of the findings of this project have been included in the SOWC report. This Companion Report, which should be read alongside the main report, explores in further detail the rich contributions of children for understanding the opportunities and challenges digital technologies present in their everyday lives." "To ensure that African media organizations remain viable players in this changing political and economic landscape, new coalitions need to be built and existing ones strengthened. The existing coalitions in the region display certain weaknesses: they tend to be unevenly spread across the region and

they tend to focus on a narrow band of concerns. While the existing organizations do important work pertaining to legal protections, constitutional guarantees for freedom of expression, and the safety of journalists, they are weaker in the areas of digital access, infrastructure, and ICT policy. More capacity should be built to enable research into fast-evolving areas of the media such as digital, mobile, and social media, and the questions concerning freedom, independence, and sustainability that arise from this new and rapidly shifting arena. Instead of merely adding more networks and linking existing ones together across the region in a show of solidarity, there is a need for strategic thought around the type of collaborations needed in the region." elli, Head of the Data Protection Office at the International Committee of the Red Cross, Kristin Bergtora Sandvik, a Research Professor in Humanitarian Studies at the Peace Research Institute Oslo, and Tanya Penny, Communications Director in Disaster Management at World Vision. The panel was chaired by Mags Bird, Strategy Advisor for VOICE member Mission East. The subject of the debate – data and the use of new technologies and social media in humanitarian action – is extremely topical. The panel discussion and the Q&A with the audience that followed it demonstrated that data, social media, and new technologies undoubtedly present many opportunities for data collection and innovation in the humanitarian sector. However, the event also highlighted the many challenges and questions presented by the rise of new technologies that need to be addressed. Challenges/questions arising include potentially upsetting donors or putting communities and staff in danger through misuse of information available through social media tools, issues surrounding data privacy, and the risks communities may put themselves at when using social media." lutions to counter it [...] A wide range of proposals for actions by different stakeholders were made during the Seminar, highlighting the fact that sexist hate speech is an issue that should be addressed not only by the different sectors of the Council of Europe, but also by national governments, the media and civil society organisations. Specific activities were proposed, such as the creation of a logo and online stickers, the use of videos, the promotion of strategic litigation and the organisation of feminist camps for young women. Specific recommendations were also made regarding the role of the media sector, including platform providers and the need for codes of ethics to ensure more effective moderation in social media; and active gender equality policies regarding media content but also in the media sector. A set of necessary policy actions to address sexist hate speech were also identified, including clarifying concepts and definitions, eliminating gaps in legislation, especially related to combating violence against women, eliminating sexism from the language and practice of all institutions, promoting gender equality and media literacy training, and promoting the integration of a gender equality perspective in all aspects of education." municating to communities about climate change, agriculture and food security. Most of the times, however, media practitioners and rural broadcasters do not have the skills and technical knowledge to report effectively and efficiently about these subjects. The PFRB initiative to hold seminar workshops on reporting climate change and related issues for rural broadcasters and information officers of government agencies in the Philippines aimed to address this gap. As one of the outcomes from the media seminar workshop series conducted by CCAFS-SEA in the Philippines, Vietnam, Laos and Cambodia, the PFRB workshop series discussed climate change and agriculture in the context of the communities wherein the broadcasters work. It also enhanced their skills in packaging technical information in messages that appeal to their audiences, the rural communities." (Conclusion, page 19)

Rwanda: The coaching in situ has so far led to tangible results. However, building capacity and working on the mindset are still needed. The culture of the leader/chief is very strong and weighs strongly on the quality of media work. The economic progress of the country has not had impact on the financial health of media houses. When funding media, it is very important to aim at transformation (transformative funding).
DRC: diversity of media does not necessarily mean diversified information. Professionalization of media is very much needed. Social ownership of community radios would be very useful in increasing access to information, citizen’s engagement and propensity to hold the leaders accountable
Tanzania: on one hand, involving media actors in policy dialogue on legal/policy issues and not dealing them directly with the government has proved very effective (SDC ‘s support to local stakeholders ’actions in policy dialogue on specific issues has been very successful). On the other, at operational level, static framework can hinder effectiveness. The context is constantly changing. This requires flexibility from SDC and calls for embedding learning processes in the programme, having joint reviews annually and adjusting based on lessons learned." (Lessons learned, page 13)
