• Personalities and influencers are, in some countries, playing a significant role in shaping public debates. One-fifth (22%) of our United States sample says they came across news or commentary from popular podcaster Joe Rogan in the week after the inauguration, including a disproportionate number of young men. In France, young news creator Hugo Travers (HugoDécrypte) reaches 22% of under-35s with content distributed mainly via YouTube and TikTok. Young influencers also play a significant role in many Asian countries, including Thailand.
• News use across online platforms continues to fragment, with six online networks now reaching more than 10% weekly with news content, compared with just two a decade ago. Around a third of our global sample use Facebook (36%) and YouTube (30%) for news each week. Instagram (19%) and WhatsApp (19%) are used by around a fifth, while TikTok (16%) remains ahead of X at 12%.
• Data show that usage of X for news is stable or increasing across many markets, with the biggest uplift in the United States (+8pp), Australia (+6pp), and Poland (+6pp). Since Elon Musk took over the network in 2022 many more right-leaning people, notably young men, have flocked to the network, while some progressive audiences have left or are using it less frequently. Rival networks like Threads, Bluesky, and Mastodon are making little impact globally, with reach of 2% or less for news.
• Changing platform strategies mean that video continues to grow in importance as a source of news. Across all markets the proportion consuming social video has grown from 52% in 2020 to 65% in 2025 and any video from 67% to 75%. In the Philippines, Thailand, Kenya, and India more people now say they prefer to watch the news rather than read it, further encouraging the shift to personality-led news creators.
• Our survey also shows the importance of news podcasting in reaching younger, better-educated audiences. The United States has among the highest proportion (15%) accessing one or more podcasts in the last week, with many of these now filmed and distributed via video platforms such as YouTube and TikTok. By contrast, many northern European podcast markets remain dominated by public broadcasters or big legacy media companies and have been slower to adopt video versions.
• TikTok is the fastest growing social and video network, adding a further 4pp across markets for news and reaching 49% of our online sample in Thailand (+10pp) and 40% in Malaysia (+9pp). But at the same time people in those markets see the network as one of the biggest threats when it comes to false or misleading information, along with Facebook.
• Overall, over half our sample (58%) say they remain concerned about their ability to tell what is true from what is false when it comes to news online, a similar proportion to last year. Concern is highest in Africa (73%) and the United States (73%), with lowest levels in Western Europe (46%).
• When it comes to underlying sources of false or misleading information, online influencers and personalities are seen as the biggest threat worldwide (47%), along with national politicians (47%). Concern about influencers is highest in African countries such as Nigeria (58%) and Kenya (59%), while politicians are considered the biggest threat in the United States (57%), Spain (57%), and much of Eastern Europe." We combined this with a literature review covering around 200 shortlisted research, policy and evaluation reports from a variety of fields. We were not only asking how citizen-centred accountability (CCA) mechanisms can be made to last, but also asking more broadly whether and when sustainability should be pursued, and what sustainability looks like in social accountability. In addition, we explored particular issues of relevance to sustained impact, including incentives for key stakeholders, the importance (or otherwise) of independence from the service provider, the use of technology, and inclusion. The purpose of this note is to begin to break down and make sense of some of the different perspectives on sustainability we have encountered though these discussions, as the first of a number of contributions on the topic over the coming months. Together, these contributions aim to offer a range of insights for different stakeholders: for donors thinking about long term funding horizons and different models they might want to support; for practitioners thinking about the kinds of questions to consider when designing CCA programmes and mechanisms; and for academics and experts, as a modest contribution to our collective understanding of the value of CCA more generally." ion from the duty holders remains an open question, more so in the Kenyan context where citizen engagement and social accountability align to the Constitution’s provisions on “public participation”. To this end, Africa’s Voices bridges this gap by deploying its innovative approach to civic engagement through the ‘Common Social Accountability Platform’ (CSAP) which uses interactive radio shows to achieve meaningful spaces of mediated public discussion between citizens and authorities that are valued by both and strengthens relations between them. The approach also provides evidence of citizen opinions in a form that supports policy action by authorities. In the Strengthening Public Accountability and Integrity Systems (SPAIS) pilot project, AVF focused the intervention on the urban poor settlements of Nairobi through a series of weekly interactive radio shows in three popular radio stations over a period of 2 months (8 shows per station for a total of 24 broadcasts over 8 weeks). While the shows explored a range of issues relevant to corruption, transparency, public participation and accountability, in the wake of the COVID-19 pandemic, the content of the discussions was largely focused on health governance and healthcare service delivery. The topics of discussion included overall citizen experience and satisfaction in healthcare service provision; appropriate utilisation of resources allocated to healthcare for COVID-19; and citizen perceptions of their role in ensuring and monitoring appropriate resource allocation for healthcare. The intervention also served as a mechanism for citizens to air concerns and grievances related to potential corruption incidents in the healthcare sector and beyond. This SPAIS project convenes large-scale, plural and inclusive accountability dialogues between authorities and citizens in urban poor settlements of Nairobi with a view to promote and uphold public accountability and the role that citizens can play in countering corruption, to enhance citizen perceptions of voice and efficacy, government recognition of and engagement with citizens, and ultimately the forging of trust between citizens and authorities. Moreover, this project aims to strengthen citizen engagement in the monitoring of healthcare service delivery in the context of the COVID-19 pandemic and to provide trusted spaces for an exchange on matters related to the provision and quality of healthcare services. It envisions to draw rich insights from citizen voices and recommend programme options for UNDP and SPAIS partners to adapt future programming to the needs and opinions of citizens regarding tackling corruption in the health sector." The context of those consultations was that they took place on the first year without armed confrontation, after the peace agreement was signed, with former FARC guerrilla and when the national debate shifted from the war itself to social justice issues. Results showed that all of the collected stories had, at least, three frames that were mainly human interest, focused on portraying the human side of actors involved; conflict, displaying the disagreement between pro and con sides as well as proclaiming winners and or losers; and attribution of responsibility, putting responsibility on actors and groups involved, and offering solutions such as relying on congress or the highest courts to fill the legal gap. These findings confirm that environmental conflicts constitute a new form of crisis in the post-conflict Colombia." (Abstract)
