This article explores the conditions and actions that led to effective projects and what lessons for future library development efforts might be gleaned from the program’s work. In Myanmar and Georgia, the program attracted new investment into public libraries aligned with central government digital strategies. In Bangladesh and the Philippines, the program integrated public libraries into education efforts where they had been previously ignored. With more than a quarter million public libraries in low – and middle-income countries, there remains vast potential for library systems to reinforce their relevancy in the 21st century, attract new resources, and provide vital services. The campaign features: Ten audio PSAs broadcast on national and local radio featuring a witty character called Captain Suleiman, a radio disc jockey who encourages uptake of preventative behaviours while responding to listeners troubles in an ‘agony aunt’ style format. Eight stand-alone video PSAs distributed on TV and social media, produced in a variety of styles and featuring different characters including a caring grandson, a poet, an imam and a visually challenged TV anchor [...] PSAs have reached approximately 4.8 million adults (57% of the Somali adult population), 46% directly and 11% indirectly (see more information on the following pages). Audiences reported that the PSAs had improved their knowledge around COVID-19 preventative measures, with 65% of the PSAs audience reported to have learned ‘a lot’ after watching/ listening to the PSAs. 58% reported to have learned something about ‘handwashing/ hands hygiene’, and 44% reported to have learned something about the importance of wearing a mask. 61% of the audience reported to have discussed the PSAs with other people. This is also a very positive outcome, since discussion within the family/ community is a key driver of behaviour change." (Page 1)

The campaign features: Seventeen (17) video and 18 audio PSAs distributed on TV, social media and radio featuring a little girl and her family who urges everyone to follow preventive behaviours to reduce the chance of getting the Coronavirus and escape the fate of losing loved ones, like she had, losing her father. Six different PSAs produced in Dari, Pashto and Uzbek languages, and distributed across national and local radio and TV stations as well as on Facebook. Forty (40) five minute episodes of a fast fiction radio drama targeting the nomadic Kuchi population were also produced and distributed on radio, interactive voice response (IVR) and Facebook.
Impact: A Reach and Engagement survey was conducted in February and March 2021 of a nationally representative sample with 2,729 men and women aged 18 years and above, from settled urban and rural areas of 16 provinces of all eight geographic regions. In addition, 273 interviews were conducted with Kuchis (nomads). The survey’s primary goals were to gauge how successful the PSAs were in terms of reaching their intended targets and what the impact of the PSAs were, in terms of audiences’ knowledge and take up of preventative measures. The survey has shown that approximately 7.6 million have listened to or watched at least one of the PSAs or drama episodes (46% of the Afghanistan’s adult population). About three quarters of the audience (74%) reported to have discussed the PSAs with other people." (Page 1)

the project (2014-2017), Internews implemented activities in Kazakhstan, Kyrgyzstan, and Tajikistan. The second phase focused on activities in Kazakhstan and Tajikistan only, while Kyrgyzstan’s media sector was supported with a new standalone project. The project aimed to strengthen the long-term sustainability of targeted media outlets, facilitate regional cooperation and conduct a number of activities designed to promote the modernization of newsrooms throughout the region, improving the financial viability of media, and increasing access to information that will keep government institutions accountable to citizens. A2I activities were implemented toward the following Project Goal: Increase citizen access to civically-relevant information in order to improve governance outcomes. From October 1, 2014 until September 30, 2017, the project was based around the following four objectives: Objective One: Increased regional cooperation to improve the competitiveness of non-state media outlets through content generation and sharing; Objective Two: Increased resilience of independent media to survive the impending treaty mandated shift to digital broadcasting across Central Asia; Objective Three: Professional standards for diverse and sustainable media voices; Objective Four: Improved legislative and policy environment. In 2017, USAID awarded Internews a two-year cost extension, under which the program goal remained the same, but the objectives were slightly adjusted to reflect the changing environment and needs of the media community in Central Asia." d by the German Ministry of Economic Cooperation and Development (BMZ), with the aim to strengthen the work of community media in Ecuador in the provision of access to information to vulnerable populations, especially in indigenous languages. One central line of this project was the financial sustainability or viability of community media, which has historically been one of the greatest problems for this sector. The economic viability of community media worsened during the course of the project because of economic and political changes in the country: the fall in oil prices and state restructuring made necessary by the fiscal crisis caused a drastic reduction in advertising income for community media. The project was designed with the participation of CORAPE members, leading to the definition of four focus areas of media viability (advertising; projects and entrepreneurship; partnerships and alliances; production and programming) and the agreement on a series of methodological tools. A selection of eight community media outlets, which varied in their nature, organization, and sources of financing, participated in a process of self-analysis, external consultation, and peer exchanges with the goal of finding solutions to the viability of community media. In this way, they succeeded in defining a series of processes and created specialized tools that could be applied within the network, as well as to other community media in the world. This publication is divided into three chapters. The first presents background information, justification for the project, and the methodology used. The second shows the training procedures and best practices of four of the participating community media outlets. The final chapter reflects the learning outcomes of the project by recommending eight steps and tools to help community media achieve viability." (Page 7)

ion from the duty holders remains an open question, more so in the Kenyan context where citizen engagement and social accountability align to the Constitution’s provisions on “public participation”. To this end, Africa’s Voices bridges this gap by deploying its innovative approach to civic engagement through the ‘Common Social Accountability Platform’ (CSAP) which uses interactive radio shows to achieve meaningful spaces of mediated public discussion between citizens and authorities that are valued by both and strengthens relations between them. The approach also provides evidence of citizen opinions in a form that supports policy action by authorities. In the Strengthening Public Accountability and Integrity Systems (SPAIS) pilot project, AVF focused the intervention on the urban poor settlements of Nairobi through a series of weekly interactive radio shows in three popular radio stations over a period of 2 months (8 shows per station for a total of 24 broadcasts over 8 weeks). While the shows explored a range of issues relevant to corruption, transparency, public participation and accountability, in the wake of the COVID-19 pandemic, the content of the discussions was largely focused on health governance and healthcare service delivery. The topics of discussion included overall citizen experience and satisfaction in healthcare service provision; appropriate utilisation of resources allocated to healthcare for COVID-19; and citizen perceptions of their role in ensuring and monitoring appropriate resource allocation for healthcare. The intervention also served as a mechanism for citizens to air concerns and grievances related to potential corruption incidents in the healthcare sector and beyond. This SPAIS project convenes large-scale, plural and inclusive accountability dialogues between authorities and citizens in urban poor settlements of Nairobi with a view to promote and uphold public accountability and the role that citizens can play in countering corruption, to enhance citizen perceptions of voice and efficacy, government recognition of and engagement with citizens, and ultimately the forging of trust between citizens and authorities. Moreover, this project aims to strengthen citizen engagement in the monitoring of healthcare service delivery in the context of the COVID-19 pandemic and to provide trusted spaces for an exchange on matters related to the provision and quality of healthcare services. It envisions to draw rich insights from citizen voices and recommend programme options for UNDP and SPAIS partners to adapt future programming to the needs and opinions of citizens regarding tackling corruption in the health sector." Una línea central de este proyecto fue la sostenibilidad financiera de medios comunitarios, que históricamente ha sido uno de los grandes problemas que ha enfrentado este sector. La viabilidad económica de los medios comunitarios se vio agravada durante el proyecto debido a cambios económicos y políticos en el país: la caída del precio del petróleo y la reestructuración del estado por la crisis fiscal, llevaron a una drástica reducción de los ingresos por publicidad en los medios comunitarios. El proyecto se construyó de manera participativa con miembros de la red de CORAPE. Para ello se definieron cuatro enfoques de sostenibilidad financiera (publicidad; proyectos productivos y emprendimientos; alianzas y articulaciones; producción de programas) y se acordaron una serie de herramientas metodológicas. Una selección de ocho medios comunitarios, diversos en su carácter, constitución y en sus fuentes de financiamiento, participaron en un proceso de autoanálisis, asesorías externas e intercambios entre pares con el objetivo de buscar soluciones de sostenibilidad. De esta manera se lograron definir una serie de procesos y crear herramientas especializadas que pueden ser aplicadas en otros medios de la red, así como otros medios comunitarios en el mundo. Esta publicación se divide en tres capítulos. El primero de ellos presenta los antecedentes, justificación de este proyecto, y la metodología aplicada.
