Den theoretischen Ausgangspunkt bildet das Forschungsfeld Nachhaltigkeitskommunikation. Der hier verortete Ansatz der Handlungsorientierung nimmt an, dass Menschen in Lernsituationen selbst aktiv handeln müssen, damit sie das Gelernte in ihren Alltag übertragen. Handeln wird durch fünf Merkmalen charakterisiert: Intentionalität, Erstellen eines Produktes, Handlungsspielraum, Bewusstheit des Handelns und der Prozesscharakter. Hieraus werden Gestaltungsempfehlungen für ein Online-Spiel formuliert und Variablen für die empirische Studie abgeleitet. Als zweite theoretische Säule wird das Forschungsfeld "Interactive Storytelling" erschlossen und das dramentheoretische Modell von Lessing ausgewählt. Um das entwickelte Variablenmodell zu testen, wird das Online-Spiel "RED - Renewable Energy Drama" (ca. 10 Spielminuten) konzipiert. Es thematisiert das Stromsparen im eigenen Haushalt. Eine quantitative Online-Befragung (n=287) prüft die theoretischen Annahmen, ergänzend werden Interaktionsdaten aus dem Spielverlauf erfasst. Die Ergebnisse der Studie zeigen, dass ein hoher Alltagsbezug der entscheidende Faktor ist. Stehen verschiedene, alltagsnahe Möglichkeiten zur Verfügung, um eine Aufgabe zu lösen (Handlungsspielraum), dann denken die Spieler stärker darüber nach, wie sie diese Aufgabe üblicherweise zuhause lösen (Bewusstheit). Dies wiederum hat einen positiven Effekt auf alle Dimension von Handlungskompetenz: die Spielenden haben den Eindruck, alltagstaugliche Heuristiken zum Stromsparen zu lernen, sich die Bedeutung ihres eigenen Handelns für den Klimaschutz bewusst zu machen und eigene Verhaltensweisen zu reflektieren und/oder zu verändern. Einen ebenso positiven Effekt hat es, wenn das Feedback zu den gelösten Aufgaben als hilfreich bewertet wird, was besonders dann der Fall ist, wenn Verhaltensalternativen miteinander verglichen werden. Auch Spielcharaktere, die ein realistisches Verhalten mit typischen, konfligierenden Gedanken und Gefühle in alltäglichen Entscheidungssituationen zeigen, haben einen positiven Effekt auf die Handlungskompetenz." The questionnaire and analytical framework on which the report is based stem from more than a decade of work on open and inclusive policy making by the OECD Secretariat. This work includes thematic reports and country-specific open government reviews, and was enriched by the policy dialogue that has taken place in the OECD Public Governance Committee and in the three regional networks on open and innovative government that the OECD hosts in Latin America and the Caribbean, Middle East and North Africa, and Southeast Asia. The report finds that countries are moving from an intrinsic to an instrumental understanding of open government reforms, using them to achieve broader policy objectives such as good governance and inclusive growth, rather than as a goal in themselves. The UN Sustainable Development Goals (SDGs) are a case in point, as open government policies and initiatives can not only contribute to Goal 16 (on Peace, Justice, and Strong Institutions) but they are potentially beneficial to reach all the other SDGs as well. In line with this new approach, the report highlights ways to improve whole-ofgovernment co-ordination of the national open government agenda; such co-ordination is needed in order to achieve more integrated and strategic policy outcomes. There is a need to consolidate the multitude of scattered initiatives into a single national open government strategy, based on a country-specific understanding of what open government reforms entail and seek to accomplish. To support the ensuing national discussion and provide a reference model, the OECD has developed its own definition which can be adapted to countries’ specific historical, legal, social and economic contexts: Open government is “a culture of governance based on innovative and sustainable public policies and practices inspired by the principles of transparency, accountability and participation that fosters democracy and inclusive growth." rotests, requiring public accountability: Case study from Albania, Bosnia and Herzegovina and Macedonia” examines the communication practices during these social movements/ initiatives that took place in period 2011–2015, ranging in focus from environmental issues, through education reforms, to wide socio-economic issues. The aim of the research is to understand how the government officials responded to the calls to accountability, what were the practices of citizens/activist in terms of promotion of the movement and its goals, and which role did the mainstream media took when reporting on the protests and social mobilization. Study volume contains an overview of the major results of the research in three countries, and three separate country reports. The study finds that response to protests by both media and the government was rather systemic, with both failing to act in the public interest and to promote government accountability. Protests that included less criticism of the government structures received fairer media treatment, while the more anti-government ones attracted more controversial media converge (ranging from pro-government, more balanced, to supportive of protests) and framing that involved strategies of delegitimization of protests (mainly in BiH and Macedonia). But importantly, even when particular media provided fair representation of protesters (mainly case of dismantling chemical weapons in Albania), the media reports were superficial, lacking in-depth insights and analyses and substantial demands for government accountability." In the past decade or so, physical attacks on journalist have been the most prevalent form of violation against journalists in Ghana. In this essay, a single case study of Donkor is examined together with relevant documents as the tip of an iceberg to demonstrate and paint a picture of the harrowing and degrading experience of physical and other forms of attacks against journalists in Ghana and its implications for safeguarding press freedom and the fundamental human rights of people. The incidence of attacks against journalists and how such perpetrators often go unpunished, though not a phenomenon peculiar only to Ghana, needs serious interrogation given the latitude of freedom of the media guaranteed in the 1992 fourth republican Constitution of Ghana. It is pertinent to ask: how far have stakeholders contributed to the promotion of journalists’ safety as prescribed in UNESCO’s Safety of Journalists Document? While chronicling some instances of actions, which tend to endanger the lives of journalists in the line of duty, I would conclude that a concerted effort is required to enable journalists, the public, civil society organisations, international organisations and state institutions to initiate strategic actions aimed at tackling the problem." What role then has the new media environment played in the campaign to win “hearts and minds” in Afghanistan since 2001 and how has this environment been shaped by the media assistance effort? This paper suggests the media assistance effort has created a new battlefield between the state and the insurgency, one in which both sides are making an argument to the people as the legitimate governing authority of the country. The argument is addressed from the state’s perspective by a qualitative review of two case studies. The first case analyzes the rise of a free and independent press over the past 15 years, which reveals a still-professionalizing media industry under threat from the insurgency, corrupt government officials, and economic pressures. The second case analyzes the role of the Government Media and Information Center (GMIC) and the network of small, regional media and information centers across the country. The GMIC network, despite unreliable funding and an evolving mission, has achieved mixed results in providing a credible voice of the government in the battle for the narrative against the Taliban. Together, the two cases reveal a successful intervention of media assistance, but an uncertain future for both sides of the press-state system." (Abstract)
