nments which support freedom of expression and condemn disinformation is not matched by sufficient resources. ODA for media and the information environment has increased since 2002, reaching USD 1.5 billion in 2022, but this only represented 0.5% of total ODA in that year. When infrastructure support is excluded, ODA for media fluctuated around USD 500 million a year since 2008 (representing 0.19% of total ODA in 2022). This is despite the growth of threats facing media, such as the rise of censorship and the dominance of technology platforms.
And not enough aid directly reaches local organisations. Only up to 8% of ODA for media and the information environment (representing only 0.05% of total ODA) is directly channelled to media organisations in partner countries, such as journalists, media outlets or civil society organisations working with media or on access to information. To improve the quality and quantity of ODA for media and the information environment, the report recommends: increasing direct assistance for local public interest media; adopting a broader “information environment” lens; improving coordination between (i) digital transformation and ICT infrastructure and (ii) media and information policies and programmes; improving co-ordination and coherence between development partners (including global initiatives); strengthening the evidence base." tion of international donors and implementers. The contributions to this publication indicate a broad mutual understanding of the role of, and strategies for, media development. Four common characteristics can be highlighted. First, media assistance is seen as an integral part of democracy support, mainly due to the role of media as a guarantor of accountability and platform for public discourse. Second, media assistance requires not only journalism training, but a sector approach including all levels of the media sector, as professional editorial and financial management, capable professional associations, and an enabling regulatory environment. Third, financial sustainability is of paramount importance for a functioning independent media sector, and media development cooperation must become more active in this area. Fourth, closer cooperation and partnerships among donors and implementers should be encouraged." (Executive summary)

essional capacity of media have been introduced; tailor made instruments for monitoring and evaluation are being developed; the investments in media development cooperation seem to be expanding. However, German media development cooperation continues to be inadequate at strengthening a supportive legal and regulatory environment and economic sustainability of media in developing and transitional countries." es the United States. An approximate and conservative guess was a current yearly commitment by the EC of about $82 million worth of media-related projects. For comparison, Sweden and Norway provided $30 million and $19 million on media support, respectively, in 2008, and the Netherlands and Switzerland were estimated to fund about $37 million and $29 million per year, respectively. In forming part of the "governance" agenda of many donors the rationale for media support is being much more precisely articulated than in the past, and it is no longer as confused with either communications as public relations or with communications as a tool for social or behavioural change. Nevertheless, often there is no long-term strategy or commitment for media development and, as a result, more complex media reform programmes (for instance legislation, reform of state broadcasters, or establishment of national training structures) are not tackled accordingly."

"The 6th meeting of the African Media Partners Network, which followed on from the meetings held in Paris (1995), Brussels (1996), Bellagio, Copenhagen (1997) and Johannesburg (1998), was organised by the network's technical secretariat in collaboration with the Dutch non-profit association CAF/SCO.

The Dutch Ministry of Foreign Affairs hosted the meeting in Amsterdam, from 6 to 9 Decem-ber 1999. Gertie Hesseling, Director of the Centre for African Studies and representing CAF/SCO, chaired the opening session. Apart from the various presentations of activities by new members and by Dutch partners, the meeting focussed on three main working themes: issues of professional organisation and structure; law and ethics; the use of new information and communication technologies (NICT), training and pro-duction. Work took place in plenary sessions following a programme designed to allow flexibility and debate. The object of the present report is to provide a faithful (but not exhaustive) record of thepresentations and the debates to which the meeting gave rise. The programme and the list of delegates are provided in annex." (Page 1)
