is study was guided by an Integrative Model of Digital Engagement and Impact (IMDEI) employing selected constructs from three dominant theories namely the Uses and Gratifications Theory (UGT), Diffusion of Innovation (DOI) theory and Technology Acceptance Model (TAM). Through a quantitative research design, 500 respondents from 10 CICs were surveyed with 451 valid responses returned. SPSS and SmartPLS software version 25.0 were used to process and analyse the data collected. The findings indicate that although mobile phones are suitable for simple tasks, complicated tasks are better performed in CICs, suggesting a complementary nature of the two (2). The study recommends that future telecentre initiatives adopt models of co-location, which are so far lacking in the Ghanaian case. Moreover, the paper discusses the implications of increased information availability, which allows CICs to widen the scope of services and involve more citizens in their operations, thereby enhancing involvement in activities. The research also discusses the implications of universal service on a wider scale, challenging the adequacy of current service definitions to cater to the needs of heterogeneous communities. The paper concludes that CICs remain an indispensable facility for equitable information access and a source of empowerment, but their success hinges on user participation, adequate policies, and deliberate technology integration. The paper argues for a balanced approach that utilises both mobile technology and CICs to maximize community development and engagement. This study contributes to the ongoing discussion on the role of information access in community development in an increasingly digitalised world." (Abstract)

In terms of report structure, section 1 sets out the background and scope, focusing on key assumptions used and key stakeholders involved. Section 2 looks at the study approach with a specific emphasis on research methodology and scenarios on cost analysis while section 3 analyses the capex and opex for mobile network operators, infrastructure companies, Internet service providers and satellite network operators. Section 4 considers the regulatory framework, especially the key policy instruments affecting the cost of doing business. Section 5 presents recommendations, and the overall conclusions.
The information presented here, builds on and complements the ongoing work of ITU on connectivity and infrastructure mapping and analysis. This technical study has a significant link to universal connectivity as ICT infrastructure remains key to bringing everyone online by 2030. This work will therefore help to shape infrastructure strategies to bring meaningful connectivity to the underserved or unconnected communities.
The study shows clearly that lower capital and operating costs can be achieved by creating a conducive regulatory framework of laws, policies, guidelines and an enabling environment in Nigeria and shows how the development of telecommunications is largely driven by elements such as the costs associated with infrastructure sharing, taxation, electricity availability, ands right of way charges." [.] Over the past decade, countries have taken different approaches to universal access and service funding. Ongoing, and in some cases worsened, socio-economic conditions have meant bridging the digital divide is more difficult – the Covid-19 pandemic, systemic poverty and global political uncertainty have all taken a toll.
By the end of 2023, of the 14 CRASA Member States, all part of the Southern African Development Community known as “SADC”, 11 had reported having operational access and service funds. In these countries, laws have been passed establishing funds and setting out specific mandates, the scope of funding, eligible beneficiaries and the governance frameworks for fund operations. The toolkit has been updated to reflect ICT sector changes, such as the evolution of universal access and service, and a wider scope of universal access funding that now covers not only connectivity but also adoption, innovation, and inclusivity. The revised SADC toolkit also addresses the different institutional and legal setups across CRASA Member States and the diverse roles and responsibilities of fund managers. On the path to UMC, the IDI serves as an important tool for tracking progress. The 2025 results show continued global advances in connectivity, with nearly all economies improving their performance. It is encouraging that low-income countries tend to be progressing the fastest, although from a low base. Gaps with higher-income countries remain wide.
This edition also presents attention to the situation of Least Developed Countries (LDCs), Landlocked Developing Countries (LLDCs), and Small Island Developing States (SIDS). While these groups often face significant structural challenges, the IDI sheds light on their evolving digital landscapes and the markedly different trajectories within each group. een women based on geography and education in our study sample which impacted their experiences of the internet. Across our six survey countries [Bangladesh, Cambodia, Ghana, Mozambique, South Africa, Uganda], women with a tertiary education were nearly twice as likely to be meaningfully connected compared to their peers with less education. Women living in rural areas were three times more likely to lack internet access than their urban-dwelling peers, while women living in cities were over 50% more likely to have meaningful connectivity. Meaningful connectivity enabled women around the world to learn, earn, access government and financial services, and connect with family and communities, thereby also saving essential time and money in transport costs. Women’s educational level and having meaningful connectivity are the strongest predictors of finding information online or participating in the digital economy. Women int erviewed in underserved localities — such as remote villaes in India and impoverished urban settlements in Nigeria — reported restricted digital access due to: lack of infrastructure (such as mobile towers); high cost of devices and data services; income-generating activities and unpaid care work leave little to no time available to access connectivity or digital skills educational initiatives; dependency on men in their family to use devices [...]
We propose four tiers of achievable solutions — and call attention to policymakers, investors, and the ICT sector at large to fast-track meaningful connectivity and inclusive digital development for all:
1. Deep investments that use substantial resourcing to make profound changes in a specific policy area or for a specific community. Universal Service and Access Funds (USAFs) represent a key mechanism across the majority world for deep investment strategies. When well executed, they provide clear interventions with measurable changes in the lives of affected communities.
2. Grand visions that combine years of effort with substantial funding resources to revolutionize the status quo. National broadband plans and other key strategy documents — when appropriately supported and resourced through implementation stages — represent a core example of grand visions within this space.
3. Easy wins that are comparatively discreet and specific changes that can still create tangible value at their scale. Gender data — collecting it, creating it, analyzing it, and using it — is a critical component to several easy wins that have been implemented in recent years. Policymakers can start from this level of research and measurement to make clear steps in the right direction.
4. Scalable systems that represent large, programmatic change in the pre-existing ways of working. Multistakeholder approaches and gender targets can provide the foundation for long-term, ongoing processes that scale progress towards closing the gender digital divide. By using policy and regulation to create mechanisms and procedures that consider digital inclusion, policymakers can build habits and routines that gradually and consistently change the course of history." Low literacy, lack of affordability, low dominance of some telecom providers, and poor quality of service are cited as some of the major challenges. As a result of these systemic affordability, connectivity, and skills barriers, the majority of beneficiaries had never used the internet prior to the project. At the time of the study, a third of the participants interviewed now use the internet daily, 20% use it weekly, and 10% use it on a monthly basis. However, 22% indicated that they have never used the internet due to various barriers discussed in the report. Devices distributed through the program are predominantly used by children and household members for education, income generation, saving time for business, discovering new business opportunities (e.g., using Google Maps to carry out business in distant towns), entertainment, information access, and communicating with family. Two-thirds or 65% of participants reported increased income due to the use of the device for business activity, which was made possible by participating in the program and owning a household device. inates development and implementation of a core set of policies and strategies that are digitally transforming the government, economy, and society. The ICT for Accelerated Development (ICT4AD) Policy has guided this journey for more than a decade. A new Digital Economy Policy is drafted and under review to drive the next stage of Ghana’s digital development. The National Financial Inclusion and Development Strategy and the National Cyber Security Policy and Strategy have also been key. Ghana adopted an inclusive approach to developing its cybersecurity strategy, which contributed to improved cybersecurity capacity and considered citizens’ online safety and freedoms. However, a clear strategy for protecting critical national infrastructure is missing. Ghana has been a pioneer and champion of digital government transformation in West Africa over the past decade, with funding and support from the World Bank. Important whole-of-government platforms and services have been put in place, including the Government Wide Area Network (GWAN), which provides internet connection to more than 1,000 district assemblies, hospitals, police stations, and post offices across the country; a National Data Center; the Smart workplace suite, which includes email and productivity tools for government employees; and Ghana.gov portal, a one-stop-shop for citizen services. Still, digital government transformation is incomplete. Easy, efficient, online government services are in demand, but the Ghana.gov portal options are limited, and most major government service providers have their own separate online services portals. The national identity Ghana Card could enhance digital service delivery by providing a universally recognized, secure, and easy-to-use means of digital identification and authentication for citizens when accessing both public and private digital services, but the current identification system is not integrated with other government-operated databases, significantly reducing its many potential applications. The Regional Coordinating Councils, and metropolitan, municipal, and district assemblies (MMDAs) are just now embarking on the digital transformation journey. The Ministry of Local Government and Rural Development coordinates their efforts. Challenges for Ghana’s remaining efforts at digital government transformation include adequate funding to manage and maintain its connectivity and data center infrastructure, affordable internet for regional governments, inadequate digital literacy and skills among mid-level and regional staff, or related national training programs. A big skill gap exists in cybersecurity; Ghana faces a deficit of skilled cybersecurity professionals. The government also needs to improve efforts at stakeholder engagement and awareness-raising when developing new policy proposals." (Executive summary, pages 11-12)

The median smartphone price among low-income countries is $36.62, rising in line between price and income groups, with the median smartphone price among high-income countries at $121.49. Feature phones offer a lower price point. The global median price for an internet-capable feature phone is $25, at 5.53% affordability. This data is not a measure of all prices in all contexts. For example, we know that second-hand markets are thriving and typically offer lower prices than buying new devices. We also know that many retailers not affiliated with a mobile network will sell unlocked devices that are able to function on multiple networks. However, given the widespread and consistent nature of operators selling phones through their website, this data assumes that the prices set by operators are not without context: they will be responsive to the competitive pressures of other retailers in the markets in which they operate. While these prices are not definitive on what the cost of a smartphone is in each country, they are certainly indicative of the range of prices that customers have in several parts of the world.
[...] Across the three years of data collection, the median device price did not vary more than $15 between each period. At the same time, device affordability grew, with the highest median price – $92.59 in 2024 – corresponding to the greatest affordability at 10.99%. This is because average incomes rose globally across these four years, meaning that while the price of the device might be similar as before, it represents, on average, a smaller fraction of how much someone has to spend from their income to afford it. This trend, if it remains, will indicate continued progress towards greater affordability for all. SIDS share common issues: remoteness, limited markets, narrow economic bases, and high costs for energy and infrastructure. Moreover, they are highly vulnerable to climate change impacts, threatening their existence. Digital connectivity is crucial in mitigating these challenges by enabling access to information, facilitating communication, and creating economic opportunities. It can improve disaster response, management, and access to critical services, often constrained by geographic and resource limitations in SIDS. This publication offers a current view of SIDS connectivity and highlights gaps in our understanding, underscoring the urgent need for investment in data infrastructure and statistical capabilities as part of their development strategies."
