praise the diverse evaluations, many with reflective commentary from evaluators, and rich pedagogical features. The text describes the major theoretical paradigms in evaluation and the ways they inform methodological choices. Readers learn effective strategies for clarifying their own theoretical assumptions; working with stakeholders; developing questions; using quantitative, qualitative, and mixed methods designs; choosing data collection and sampling strategies; analyzing data; and communicating and utilizing findings. The book includes guidance for planning an evaluation of a specific project or program. Extensive recommended online resources and tools are provided at the companion website." terms of practical application, this Handbook identifies the characteristics and standards that distinguish a professionally and competently conducted evaluation. The first chapters define the differing concepts of monitoring and quality management before exploring the organisational implementation of evaluations and how evaluations are embedded within their social and political contexts. The Handbook then lays out which evaluation designs, quantitative and qualitative data collection, management, measurement and analysis methods can be used, and under which conditions. It concludes with a summary of the forms of reporting to ensure that evaluation results are used optimally." (Publisher description)

riences, this body of work explores a number of sector wide concerns through exploratory qualitative research methodologies around issues of access and use of digital technologies by digital creatives, the role of emerging technologies on the sector and finally, the policy ecosystem governing the creative industry in Uganda. The paper also draws from existing literature on the traditional creative industries in Uganda given the limited scholarship on the digital creative industries in the country. Key findings of the paper include a need to clearly define the digital creative industry, which at present is largely informal. Creatives face a number of structural barriers such as negative or harmful perceptions, policies and practices which hinder the growth of the sector. The study also found a significant discriminatory and sexist trend towards women digital creatives. Lastly, the research identifies a number of untapped opportunities which have the potential to leapfrog Uganda's digital creative sector. The paper concludes by making recommendations to different key stakeholders in the sector." (Executive summary, page 1)

dations of natural language analyses. Second, the report reviews research on NLP of social media text data by showcasing studies that have applied the techniques to the Sustainable Development Goals. Third, the report reviews specific NLP techniques, including data preprocessing, and dicusses libraries and programming procedures. It also reviews concepts such as keyword extraction to identify relevant terms, topic modeling to detect common themes, and text classification to recognize language features. These NLP techniques are showcased in two case studies. The first shows how topic modeling can be applied to derive insights on the public debate over climate change in Australia. The second demonstrates how text classification can be leveraged to analyze public sentiment on COVID-19 in the Philippines. Finally, the report discusses the challenges and limitations, as well as the potentials, of NLP." (Foreword)

shop to harvest outcomes: WIEGO outcomes – that is changes made by informal workers, Nets or MBOs1 that WIEGO has influenced directly, for example through a training or other intervention; and outcomes that those workers, Nets or MBOs in turn have influenced through their own actions. In this Tool 8, the WIEGO facilitation team first categorizes and analyses outcomes that were harvested in the Tool 7 workshop; and then in a second online workshop, you facilitate participants interpreting findings and identifying implications for improving their strategies, and potentially for WIEGO to improve your original training workshop. The online workshops described in these two tools (7 and 8) aims to strengthen capacity of participants in telling their stories and in analysing their influence and its strategic implications. Note: there are separate tools in the WIEGO MLE Toolkit (5 and 6), for doing this in a face-to-face workshop." (The Focus of this Tool)

8 is the online version of Tool 6 on outcomes analysis and strategic learning. A great way to find out if WIEGO’s interventions – trainings or other kinds of supports to Nets and MBOs – have worked well, or if people have used our tools and materials, is to engage them in a follow-up evaluation workshop. This Tool takes you through the process of supporting participants to describe changes they or their organizations have influenced since WIEGO’s interventions, or since they got WIEGO’s toolkits or materials. The online workshop in Tool 8 should take place one or a few days after this first workshop, giving you time to analyse the harvested outcomes before the workshop. It engages participants to interpret the analysis of the outcomes they harvested. They consider if and how well they are using the materials and having the influence they hope to have, whether on their own institutions or on external actors. The online workshops described in these two tools (7 and 8) aims to strengthen capacity of participants in telling their stories and in analysing their influence and its strategic implications." working not just with complex data, but with original data—data sets collected by the research team itself or acquired through a unique agreement with a project partner. Research teams must carefully document how original data are created, handled, and analyzed. These tasks now contribute as much weight to the quality of the evidence as the research design and the statistical approaches do. At the same time, empirical research projects are expanding in scope and scale: more people are working on the same data over longer time frames. For that reason, the central premise of this book is that data work is a “social process,” which means that the many people on a team need to have the same ideas about what is to be done, when, where, and by whom so that they can collaborate effectively on a large, long-term research project." re control of personal data and benefit more directly from its value. For the World Bank Group and its development partners, the report contains plentiful examples of how big data and open data can be harnessed for better development outcomes. But challenges loom. The growth of data platforms is changing the profile of competitive markets and business models, away from subscriber-funded networks to advertising-funded services. This has important implications for how infrastructure is financed. In this evolving context, we must ensure that data is used for inclusion, not exclusion, and for enhanced privacy, not greater threats to security. The final chapter of the report looks at data policies for the digital economy and how conflicting demands can be reconciled. At a time when governments around the world are reviewing existing data policies, and writing new ones, such as the European Union’s General Data Protection Regulation, this report seeks to contribute to the debate."
