To solicit different perspectives for the paper, a broad range of communication specialists, humanitarian professionals and media working in displacement settings were consulted. According to a brief survey8 carried out among communication and media practitioners working in displacement contexts, the four main barriers faced when working with displaced communities in the area of communication and media development are: 1. Access; 2. Language; 3. Government restrictions; 4. Funding/resources. When asked about key recommendations for communicating in displacement contexts, most respondents replied that people affected by displacement must be included in all phases of the project." And, Song Shi writes, discussion on the potential of other approaches in ICT4D in China has also emerged among scholars. This leads the reader into issues related to (1) right to communicate; (2) education and learning; (3) innovation, science, and technology; (4) natural resource management; (5) food security; (6) poverty reduction; (7) peace and conflict; (8) children and youth, women, and senior citizens; and (9) tourism. Some of the forerunners of development communication have not been forgotten. In “Daniel Lerner and the Origins of Development Communication”, Hemant Shah links Lerner’s 1958 book Passing of Traditional Society to today’s modernization and faith in technology to solve social problems. Also contributing to the foundation of this field is Paulo Freire who contributed much to idea that participation should be a vital part of the development dialogue. Ana Fernández-Aballí Altamirano’s chapter on "The Importance of Paulo Freire to Communication for Development and Social Change" highlights his main work Pedagogy of the Oppressed as a "before-and-after" in the fields of education, research, and communication, initially in Latin America and later in both North and South. Particularly in the case of development communication and communication for social change, the author stresses, Freire’s work had a definitive impact ..." There can be an assumption that media managers already know how to deal with gender issues but as experience has shown, this is not always the case. Media managers are expected to make decisions that are gender aware and yet they themselves may not have been exposed to any meaningful information or training on how to successfully manage diversity. This obviously is a Catch 22 situation where on one hand we have media managers that are not well equipped with gender information, while on the other hand the same media managers are expected to lead and champion the gender diversity programmes in their organizations and hopefully create a working environment of gender equality, balance and equity. There are many organizations that are doing great work on gender equality in the media such as Gender Links, UNESCO, UNDP and others. This handbook relies on some of these excellent resources. important to note that the inclusion of 57 temporary community broadcast license holders in the sample has contributed to the increase in total income generated by the sector, as these stations reported significantly lower average income per station than permanent community broadcast license holders the effect is not significant. Income growth was strongest across regional and metropolitan stations, with these stations reporting total income 84% and 47% higher than four years ago respectively. Rural stations also grew, while suburban stations reported income lower than in 2011-2012. Youth stations experienced the most significant growth since the last Census, with income growing by 125% between 2011-2012 and 2015-2016.
