Those young voters with a partisan preference are more likely now than previously to exercise that preference, not just by voting, but also by finding and engaging with information and likeminded communities online or off. At any time, media are critical to movements for sociopolitical change, beyond elections. The spread of online news sites, blogs, social networking sites, and other new media increases the odds of media coverage of all sorts of engagement going forward, and may shift the locus of framing away from the state. All the while, the quantum of information in circulation—unfiltered and constant—grows accordingly, begging strategies for selecting what to read and what to ignore. The result is unlikely to be revolutionary, and could simply entrench existing patterns of identity politics all the more deeply, but is more likely to make Malaysia more participatory, and hence, more democratic in its politics." Some internet coverage is being perceived as harmful and journalists and the press council find themselves having to strike a balance between concerns expressed and issues of free expression. In Malaysia, several internet-only based news-sites have been at the forefront of pushing restrictions on press freedom in the country. At the same time, there is concern expressed about excesses on the Internet. The paper compares these two on-going developments. It includes interviews with journalists from both countries. It will draw conclusions on what type of self-regulatory structure is best placed to deal with new media ethics in new or emerging democracies in South-East Asia while also addressing problems of transferring structures from one media systems to another." In countries where political parties are illegal, the internet is the only infrastructure for democratic discourse. In others, digital technologies such as mobile phones and the internet have given key actors an information infrastructure that is independent of the state. And in countries with large Muslim communities, mobile phones and the internet are helping civil society build systems of political communication independent of the state and beyond easy manipulation by cultural or religious elites. This book looks at the role that communications technologies play in advancing democratic transitions in Muslim countries. As such, its central question is whether technology holds the potential to substantially enhance democracy. Certainly, no democratic transition has occurred solely because of the internet. But, as the book argues, no democratic transition can occur today without the internet. According to this book, the major (and perhaps only meaningful) forum for civic debate in most Muslim countries today is online. Activists both within diasporic communities and within authoritarian states—including Iran, Saudi Arabia, and Pakistan—are the drivers of this debate, which centers around issues such as the interpretation of Islamic texts, gender roles, and security issues. Drawing upon material from interviews with telecommunications policy makers and activists in Azerbaijan, Egypt, Tajikistan, and Tanzania and a comparative study of seventy-four countries with large Muslim populations, this book demonstrates that these forums have been the means to organize activist movements that have lead to successful democratic insurgencies."
