PO (Acción Cultural Popular) verfügt über ein regelmäßiges Bildungssystem, das Schulklassen unterrichtet und vor allem auf die Alphabetisierung ausgerichtet ist. Das ECCA-System dient dem einzelnen Schüler und bittet um regelmäßige finanzielle Beiträge zu den Kosten seiner Ausbildung. In diesem letztgenannten System werden die Ergebnisse häufig überprüft und die Bewertung der Fortschritte des einzelnen Schülers durch einen allgemeinen Tutor vorgenommen.
