le donors to grapple with key challenges posed by the interaction between formal and informal institutions, the prevalence of the latter over the former in many instances, and underlying power relations and dynamics. Some examples of positive impact of CV&A interventions have emerged from the interventions analysed for this study. This is mostly at the level of positive citizen awareness, empowering certain marginalised groups, and encouraging state officials. However, within the sample analysed, such impact/effects have remained limited and isolated, and have so far proven difficult to scale up. A critical factor leading to the observed limited nature of results is related to the fact that donor expectations as to what such work can achieve are too high, and are based on misguided assumptions around the nature of voice and accountability, and the linkages between the two. There is a tension between the long-term processes of transforming state-society relations and donors’ needs/desires to produce quick results. However, CRS and its church partners frequently and intentionally act in tandem with other civil society organizations, and they cooperate with other faith-based actors. Two of the case studies in this work (one from Uganda and one from The Philippines) deal with inter-religious efforts, while a third (India) deals with a broad ecumenical effort among leaders and members of diverse Christian denominations. In addition, many cases demonstrate how church partners are able to engage key decision-makers and leaders at different levels of society at critical moments in the course of a conflict. The central learning question for all the case studies is “what are the key factors that have contributed to, or impeded, the effectiveness of church peacebuilding action?” The intent is to surface lessons while helping to develop an internal, disciplined habit of reflection within the organization. The general guidelines for writing the studies emphasize four good learning practices: a) linking interventions to the context, b) articulating the implicit and explicit hypotheses or “theories of change,” c) using, building upon and/or complementing evaluation, and d) recognizing potential rival explanations for why things happened. It should be clear that the cases are exemplary, not representative. They provide a small sampling of the peacebuilding activities conducted by CRS and its partners in recent years. Each CRS region freely determined which particular case it would bring to the undertaking. Adherence to the initial qualifying criteria — including engagement with external actors (civil society, government or inter-religious) and commitments to social cohesion or equity — varied considerably." It is an area where Sweden has a comparative advantage in the sense that Swedish radio (SR) is an established international partner in promotion of public service radio, a where a limited financial contribution can have a large impact. Radio Republik Indonesia (RRI) will most likely be able to sustain have the capacity to carry on efforts made within the project following the implementation period. Secondly, the evaluation team has found that the fi rst phase essentially achieved the objective of “introducing public service broadcasting” in Indonesia. The support came timely, giving adequate support to the political and administrative circles in Indonesia that wanted to encourage public service radio. The management of RRI appreciated SR-MDO’s support to the extent that they requested a second phase focused on implementing Public Service Broadcasting (PSB) more broadly in RRI. In the second phase the project did contribute to the implementation of PSB in the 13 main radio stations, while interviews confirm that only in 3 out of the 13 stations PSB was fully implemented. Most of the activities were put into operation, some according to plan, others were delayed, but most outputs were eventually reached. The start of the project phase was delayed and at the same time the general election was held six months earlier than initially said, which put a lot of pressure on the project to speed up activities, such as the election training and the installation of the technical network, while other activities had to wait such as audience research and staff skills training. Comments from project management indicate that perhaps the scope of the second phase was too ambitious to achieve over such a short time, and that fewer components could have been more efficient."
