s for future digital inclusion initiatives. First, public policy can effectively reduce access gaps when it addresses the trifecta of network, device, and skill provision. Second, this triple-crown of public policy is highly effective for longitudinal effect when implemented early via educational institutions. Third, rural-urban digital inequality is resistant to change such that rural populations benefit less from policy initiatives than their urban counterparts. Fourth, digital inclusion in rural areas and among marginalized populations is most effective when cocreated with communities to ensure community investment, participation, and control. Fifth, stay-at-home orders during the COVID-19 pandemic are rapidly increasing our dependence on digital technologies, making digital inclusion more important than ever for education and rural communities. We therefore close the article with discussion of how the COVID-19 pandemic is amplifying digital disadvantage and exclusion across the Americas, the Caribbean, and the globe. (Abstract)

En el quinto capítulo se definen los argumentarios y contraargumentarios, las estrategias de comunicación y las acciones propuestas para llevar a cabo la estrategia. En el sexto capítulo, se detalla la inversión que se requiere para la aplicación del plan, en el séptimo, la calendarización de las acciones, en el octavo, las conclusiones y, finalmente, las futuras líneas de investigación para desarrollar en un próximo plan de comunicación." rked in the television media. The majority of journalists were employed by their media outlets and undertook pieces that peaked their personal interest. Most journalists believed that their role in society was to provide information to the public although most believed that the current reports being produced are sensationalized. Consistent with this finding half of the journalists shared that they believed that the public perceived journalistic output as only somewhat trustworthy. About two thirds of journalists shared that they have never had to subsidize their investigative reports with about one quarter sharing that they have never been commissioned for an assignment without the media outlet covering their expenses. More than half of the journalists believed that the level of safety of journalists in the past few years was dependent on the journalist’s location. Although, about two thirds of journalists revealed that they have experienced issues with safety while performing their job with half of the journalists stating that they have experienced verbal abuse. Almost half of the journalists believed that they were somewhat supported by their editorial team although they had to provide some of their own tools and or materials. Most journalists reported that government officials are hesitant to share information with the media although most reported that journalists are able to openly investigate and report on government wrongdoings in their country." These are based on ideals of contributing to economic development, engagement and belonging, and social stability. The fieldwork, however, also revealed skepticism toward constructive journalism practices because of local political, economic, and socio-cultural constraints. This skepticism parallels broader critiques on active and involved forms of journalism, throwing up questions about the meaning and feasibility of a ‘constructive’ role of journalists in young, postcolonial democracies. This article argues that local constraints on St. Maarten journalism undermine the normative underpinnings of constructive journalism and calls for more disruptive journalism to serve the local community."
