mericans in WWII, the Canadian Indian Residential School system, Israeli memorial videos, and thedesaparecidosin Argentina. Through these cases, the contributors argue for a re-interpretation of Guy Debord's notion of the spectacle as a conceptual apparatus through which to examine the contemporary landscape of social memory, arguing that the concept of spectacle might be developed in an age seen as dissatisfied with the present, nervous about the future, and obsessed with the past. Perhaps now "spectacle" can be thought of not as a tool of distraction employed solely by hegemonic powers, but instead as a device used to answer Walter Benjamin's plea to "explode the continuum of history" and bring our attention to now-time."

"The Mapping Digital Media research confirms that digital television and the internet have had a radical impact on media businesses, journalists, and citizens at large. zens have access to a cornucopia of news and information sources. Other findings were less foreseeable: digitization has brought no pressure to reform state broadcasters, less than one-third of countries found that digital media have helped to expand the social impact of investigative journalism, and digitization has not significantly affected total news diversity. The Global Findings reveal other common themes across the world: Governments and politicians have too much influence over who owns, operates, and regulates the media. Many media markets are rife with monopolistic, corrupt, or untransparent practices. It’s not clear where many governments and other bodies get their evidence for changes or updates to laws and policies on media and communication. Media and journalism online offer hope of new, independent sources of information, but are also a new battleground for censorship and surveillance. Data about the media worldwide are still uneven, unstandardized, and unreliable, and are often proprietary rather than freely accessible." (Website Open Society Foundations)

"A results-oriented culture of performance and service has been enforced since the 1990s in the EU. Evaluation systems have been a powerful catalyst in driving the transition from media support to media development and in making the latter more independent from broadcasters and donors. It will focus on implementers’ coping strategies to adapt (or not) to these new procedures and aims and how results-oriented evaluations can drive the shift from outputs to outcomes in a changing media development sector." ende Community glaubt, dass gute Ideen nur wachsen können, wenn Wissen weitergegeben und -entwickelt wird. (Editorial, Seiten 8-9)

The Guidelines also provide officials and staff with practical guidance on how to contribute to preventing potential violations of freedom of opinion and expression, how to analyse concrete cases and to react effectively when violations occur in order to protect and promote freedom of opinion and expression in the EU’s external action. They also outline how and in what strictly prescribed circumstances the freedom of opinion and expression can be limited." (Page 2)

ining eight showing significant change, five were headed in a negative direction while three showed improvement. The lack of change was in some cases a sign of resilience and part of a positive overall trend: for example, in Albania, Kosovo, and Moldova panelists noted that recent achievements are not eroding and the media as a whole are finding space to operate independently and are resistant to political control. However, in some cases, such as Ukraine and Serbia, the unchanged scores reflect a sense of frustration on the part of panelists—and a resolve to play a stronger role in bringing about change." economies as well as to the ailing of the European ones. The authors compare the most common stereotypes structuring the public discourse with the views of some journalists from Europe and the GCC countries gathered through a small but targeted survey and a subsequent focus group. The findings show a limited degree of familiarity and interaction, but at the same time having a sort of latent interest, especially with regard to politics and economics. They also uncover a different degree of technical skills and underscore a different level of diversification in sources. In the conclusion, the authors develop some policy-oriented recommendations to bridge this communication gap among media members and foster more accurate and comprehensive reporting, oriented at preparing the ground for mutually beneficial interregional cooperation." dia institution building in the region and evaluates the role of international assistance programs and conditionality mechanisms herein. The cross-national analysis concludes that the effects of IMA are highly constrained by the local context. A decade of IMA of varying intensity is not sufficient to construct media institutions when, in order to function properly, they have to outperform their local context. From today’s vantage point it becomes obvious, that in the short-term scaling-up IMA does not necessarily improve outcomes. The experiences in the region suggest that imported solutions have not been sufficiently cognitive of all aspects of local conditions and international strategies have tended to be rather schematic and have lacked strategic approaches to promote media policy stability, credible media reform and implementation." An eclectic mix of images from mainstreain rnedia sources - footage "found" and introduced by the cultural organisations of the DocNext Network -. represent how migrants arc portrayed, or in some cases, made invisible in each country. The images are snapshots of the representation of migrauts in media: they show how migrants are stereotyped, criminalised, racially categorised, objectified and subjected to hate speech, all of which serves to deny their individual voices and agency."
