r reported to management. Fear of reprisals is the most common driver behind non-reporting. But lack of faith in the organisation’s management and awareness of reporting systems also plays a part. When they did receive formal complaints, news organisations took action in 42% of cases. Persons in authority are the perpetrators of sexual harassment in four out of ten cases, either as a direct supervisor (21.5%) or person from higher management (19.5%). Sexual harassment is often taking place openly: 46% had witnessed at least one incident, with 16.5% stating they had seen five or more cases. Non-conforming individuals experienced sexual harassment almost as often as women. One in two (50%) had been verbally harassed, and 36% had been physically harassed. Of the 32 managers interviewed, more than half had been sexually harassed. Only three reported this. Some 47% said their organisations had no sexual harassment policy, and then, of those where a policy existed, just 17% knew its contents." (Main findings, page 5)

Our analysis develops eight indicators of good stakeholder communication, which we construct from the literature, in addition to Verran (2002) 's concept of postcolonial moments as a communicative utopia. Our study contributes to the (analytical) understanding of such communications, while also providing tangible insights for field work and policy recommendations. We demonstrate that applying our indicators can foster a more successful communication, although we find an apparent divergence between timing, complexity, and (introspective) effort of the project teams. While three case studies qualify for postcolonial moments, our findings show that especially the scrutiny of power relations and genuine knowledge co-production are still rare. We verify the potency of various instruments for deconstructing science; however, we also show that their sophistication cannot substitute other crucial factors. Instead, simple deconstruction efforts may suffice, while trust-building, proper time management, and an advanced awareness of the scientists are crucial. Lastly, we consider that reforming rigid and inadequate funding policies will help overcome significant barriers and improve the work in and with local communities." (Abstract)

aign is estimated by looking at change in key indicators over time (an uncontrolled before-and-after analysis) as well as the association of indicators with reported campaign exposure (cross-sectional analysis at endline). Primary and secondary outcomes were pre-specified for each of the message themes prior to analysis. Over 21,000 men and women with children under two were surveyed across the three timepoints, and the majority of participants reported exposure to the campaign. At endline, 60% of female caregivers and 70% of men had heard or seen spots on the radio or TV. While exposure was even higher among regular radio listeners, the campaign still reached over 40% of individuals who did not report listening regularly. This high level of campaign exposure translated to large impacts across several of the programme themes. The strongest, most consistent evidence for impact was observed for engagement in early childhood development-related activities (for both men and women), for outcomes relating to maternal health and nutrition (including antenatal care attendance) and for WASH indicators. Exclusive breastfeeding indicators also improved over the time period of the campaign, and by the end of the campaign the prevalence of positive outcomes for the majority of breastfeeding indicators had reached a high level (>90%) such that the campaign may have had limited ability to achieve further improvements. Complementary feeding indicators also improved over the time span of the campaign. However the proportions of children receiving the target minimum meal frequency and minimum acceptable diet by the end of the campaign remained low with limited evidence that exposure to the campaign had had a substantial impact on these indicators." While international human rights law and the constitutions in both countries guarantee the protection of the rights to privacy, data protection, and freedom of expression and information, these were not complied with during the pandemic period. The result is an overall expansion of the surveillance environment in Kenya and Uganda, leading to interference with, and infringements and violations of these rights, a situation which is worrying if left unchanged."
