ation ‘Peridar Kaala Vaanoli’ (PKV) (Tamil words meaning ‘Radio in the time of extreme calamity’). This became the first emergency radio station in the country. The current study aims to evaluate the reach and impact of the community radio PKV with broadcast frequency 107.8 MHz in communicating crisis information during the aftermath of the Tamil Nadu Floods, 2015 in Cuddalore district through an interview schedule of the listeners of Peridar Kaala Vaanoli. The study considers the aspects of the socio-economic profile of the listeners, influential factors of listenership and the impact created by the community radio. The respondents were found to be posing socio-economic vulnerability; the factors influencing listenership were communication style, information credibility and educational broadcasts. The psycho-social impact created by PKV includes issue mediation, knowledge empowerment and community development." (Abstract)

Indeed, the 2019 election was dubbed by many as the ‘WhatsApp’ election. In addition, millions in India use other media platforms such as the regional language platform ShareChat and the globally popular TikTok. The Institute of South Asian Studies at the National University of Singapore and the Konrad Adenauer Stiftung organised a joint workshop titled ‘Digital Media, Politics and Elections in India’ on 28 June 2019. The event brought together researchers, policymakers and representatives of digital media companies. This report largely draws upon the discussions at the workshop. It focuses on two key areas. First, the new campaign strategies used in 2019, such as different types of political rhetoric, the use of vernacular language mediums and the seamless transition between the online and offline space. in India, we show that all three organisations combine a clear sense of mission and a commitment to core journalistic values with an active effort to find new ways of identifying and countering disinformation, based on a combination of investigative journalism fact-checking, data and social network analysis, and sometimes strategic collaboration with both audiences and platform companies. In the process, each of these organisations are developing new capacities and skills, sharing them across the newsroom, differentiating themselves from their competitors, and potentially increasing their long-term sustainability, in ways we believe other news media worldwide could learn from. All three case organisations we examine here are digital-born, mobile-first (or in the process of becoming so), and at least in part enabled by social media in terms of audience development and reach. While smaller than their most important legacy media competitors, all have built significant online audiences across their websites and social media channels. They represent a strategic sample of leading digital-born commercial news media operating with limited resources in challenging media, political, and press freedom environments in the Global South." Disinformation and fostered distrust in legitimate news sources can lead to threats and violence against journalists, further undermining the institutions that could provide accurate information. In the cases we discuss here—the U.S.-Mexico border, India and Sri Lanka, and three Latin American 2018 elections—disinformation inflamed existing cleavages and caused violence. While these illustrative cases are spread across the world, and the violence in each place is related to distinct histories, close analysis highlights five common challenges for addressing disinformation in areas vulnerable to violence. These common challenges include: • The growing ubiquity of social media, usually combined with low trust in traditional forms of media, creating a situation in which disinformation can spread quickly. • Low or declining trust in government institutions, causing a rise in vigilantism—which social media encourages and fuels. • Low levels of media literacy, and sometimes also low levels of general literacy, among perpetrators who do not have consistent access to formal school systems. • No transparency in social media company policies, making it difficult to evaluate and improve upon content moderation policies that could quell or spur violence. • Finally, government actors that could legislate change have an interest using disinformation to their own ends." The horrific targeted assassination of revered journalist and editor Shujaat Bukhari in Kashmir, India, in June 2018 sent shockwaves through the troubled region and beyond. Scores of journalists and even ordinary citizens turned out to mourn and shine a light on an important voice extinguished, a key voice of reason and advocate of peace in the protracted conflict. In Bangladesh, mass political demonstrations by students over road safety saw another brave advocate of freedom of expression, photojournalist Shahidul Alam targeted. Accused of spreading false and provocative statements in an interview with Al Jazeera, he was jailed for more than 100 days drawing global condemnation on the Bangladeshi government. Alam was one of 21 jailed or detained media workers in the region, on charges such as violation of digital security laws, sedition and even vague criminal determinations. Right now, Pakistani journalist Cyril Almeida is also bravely fighting treason charges in the courts for his coverage of the Pakistani state’s patronage of militant groups, while being honoured internationally as a press freedom hero. Meanwhile Kashmiri journalist Aasif Sultan currently remains languishing in jail, charged under the Unlawful Activities (Prevention) Act for a story on the second anniversary of the death of a young Kashmiri militant. Many other journalists in the year were detained without charge for periods ranging from a few hours to months. All in an attempt to silence their critical voices. The period from May 2018 to April 2019, saw the mass haemorrhaging of journalist jobs in the region, most acutely in Pakistan." (Overview, page 5)

rdination, which are partially determined by the identities of the primary participants. However, no independent assessment of the effects of such information vacuums on the strategy and structure of collective action exists, for India or any other state. In this study, I expand on a previously formulated theory of disconnective action by examining how structural and strategic characteristics affect collective action responses during a network shutdown in an extreme case via statistical analysis. Shutdowns are found to be much more strongly associated with increases in violent collective action than with non-violent mobilization. However, a breakdown of the structure of individual protest events reveals weak effects for both organized and ‘leaderless’ collective action during a shutdown. On the other hand, the co-occurrence of state violence with a shutdown is found to encourage non-violent action. The findings imply that information blackouts compel participants in collective action in India to substitute non-violent tactics for violent ones that are less reliant on effective communication and coordination. At the same time, while they may sometimes disrupt structured and non-violent protest, this effect is highly inconsistent. The analysis creates a precedent for other subnational studies of digital repression and adds to the discussion on extreme means of controlling (dis)information flows online." (Abstract)

Till now, the valley has not established any community radio station, but the first effort to use radio for the development of the community was made in 2009 when Panos South Asia, in collaboration with the Islamic University of Science and Technology (IUST), a rural University in Awantipora (Kashmir) started a community radio program in the Awantipora community. The program named “Pesh Kadam” meaning “Step Forward” started in 2009 and completed 350 episodes in 2018. This paper is aimed to study the reasons for absence of community radio stations in Kashmir. It also documents the efforts made to bring this medium to Kashmir and understand the evolution and challenges of first ever community radio program in Kashmir, study its content, analyse its popularity and efficacy.
