Drawing upon theories on distant suffering, this study investigates the mediated representation of international crises, with a focus on natural disasters occurring in Australia, Indonesia, Pakistan and the USA. Applying critical discourse analysis, this article explores how discourses of hierarchy and inequality are realised in news texts about distant suffering. The cases of analysis are nine news items that were broadcast on a public and a commercial Belgian television channel on 2 January 2006. The comparative analysis of these news texts reveals glaring differences that reflect global hierarchies of place and human life. Suffering in the West (USA and Australia) was portrayed as comprehensible and close to the spectator, who could identify with the distant sufferers as if they are like us. While being of a greater magnitude, the Indonesian disaster was in contrast presented as no cause for concern or action, which blocked the engagement with the distant sufferers who were portrayed as ‘Others’, with a capital ‘o’. Pakistan sufferers were also articulated as distant others, but close-ups of gazing children urged the spectator to care for them and potentially act on the represented misfortune. In general, the critical discourse analysis supports the claim that Western news media reproduce a certain kind of global hierarchy, mainly a Euro-American-centred world order, and that news discourse normalises inequalities. This article argues that mediated representations of international crises reflect and consolidate the power relations and divisions that characterise our contemporary world." (Abstract)

In countries where political parties are illegal, the internet is the only infrastructure for democratic discourse. In others, digital technologies such as mobile phones and the internet have given key actors an information infrastructure that is independent of the state. And in countries with large Muslim communities, mobile phones and the internet are helping civil society build systems of political communication independent of the state and beyond easy manipulation by cultural or religious elites. This book looks at the role that communications technologies play in advancing democratic transitions in Muslim countries. As such, its central question is whether technology holds the potential to substantially enhance democracy. Certainly, no democratic transition has occurred solely because of the internet. But, as the book argues, no democratic transition can occur today without the internet. According to this book, the major (and perhaps only meaningful) forum for civic debate in most Muslim countries today is online. Activists both within diasporic communities and within authoritarian states—including Iran, Saudi Arabia, and Pakistan—are the drivers of this debate, which centers around issues such as the interpretation of Islamic texts, gender roles, and security issues. Drawing upon material from interviews with telecommunications policy makers and activists in Azerbaijan, Egypt, Tajikistan, and Tanzania and a comparative study of seventy-four countries with large Muslim populations, this book demonstrates that these forums have been the means to organize activist movements that have lead to successful democratic insurgencies." y (PEMRA), was established in 2000, and one of the four components of its mandate was to ‘facilitate the devolution of responsibility and power to grassroots by improving the access to mass media at the local and community level’. This was apparently in response to specific clauses in the country’s constitution about decentralising broadcasting, and it was probably also linked to the devolution process initiated by Musharraf in 2001. In spite of what was stated by the Federal Minister for Information and Broadcasting, according to most of the people interviewed, ‘Pakistan’s mushrooming media’ is not yet manifestly ‘journeying towards maturity’. It actually suffers from an over-accelerated growth and its connected physiological pains. Rather than the perspective of within-reach maturity, what seems to emerge is a landscape filled with opportunistic and sensationalist journalism. Unrelenting growth, stimulated by commercial and political interests, seems to have marginalised the need to guarantee professional news reporting. Moreover, in this media wasteland, obscure powers have found a vast array of naive and for-sale journalists ready to produce or reproduce stories according to the dictates of their customers." This study focuses on the use of IRI in more taxing circumstances and the outcomes it achieved as well as children learning in conventional school settings. It looks at the use of radio to teach children who are not in school, who are affected by conflict, who are orphans, who live in countries where most social systems have broken down or never existed – the poorest, least supported and most remote learners to whom access to education has traditionally been denied. It also looks at IRI operating in systems of huge scale, such as the 20+ million learners in India. The projects documented in this study were largely carried out since 2000 (although reference is made to earlier projects also) and addressed early childhood education, mathematics and language instruction and teacher training. They were not research projects, and their circumstances challenged data collection and student testing. Nevertheless, the data demonstrate that these IRI programs have had a positive impact on learning outcomes and on the behavior of teachers. Interactive Radio Instruction (IRI) delivers daily 30-minute radio broadcasts that promote active learning and are designed to improve educational quality and teaching practices in schools and to deliver a complete basic education to learners not in school. This paper uses student assessment data collected on recent EDC IRI projects to determine the impact of IRI on student achievement and to highlight general patterns that emerged from the review. In all, 15 projects provided 37 records (grade-year combinations e.g. grade 1 in 2007) containing student learning data which served as the basis of this report." (Executive summary)
