f UNESCO. The study aims to understand the current media landscape in the country particularly the creation and distribution of educational content. It has the objective of assessing the current context of consumption of educational content published on different media platforms, with a special focus on their accessibility and relevance for the communities, mapping the broadcast and digital learning environment within the country and of evaluating the needs of the communities. Aligned with UNESCO’s mission to promote freedom of expression and education, this research investigates the potential of media to provide alternative opportunities and tools for learning. The resulting report “Media Mapping on Educational Content Production and Dissemination in Afghanistan” provides narratives and perspectives of those working in the media sector, including media managers, who are working under very challenging conditions. It reflects the communities’ experiences, including those of girls - who face significant barriers and restrictions in accessing traditional educational opportunities. The report provides valuable insights into the opportunities and obstacles for Media-Based education within the Afghan media sphere. The detailed findings aim to guide stakeholders and present actionable insights that seek to enhance the work of the media sector in facilitating access to education in the current environment of Afghanistan." icial COVID-19 risk communication to their audience. To better understand these challenges, TWB conducted a survey and interviews with 65 community radio broadcasters, representing a quarter of all community radio stations across Afghanistan. Based on our survey, we mapped community radio stations and the reach of each radio signal to estimate overall radio coverage across the country. Where possible, we triangulated our findings with data from Internews’ Information Ecosystem Assessment in Kabul, Kandahar, and Herat. Community radio stations remain an important source of information, especially for rural populations, less literate individuals, and in remote provinces. During public health emergencies, broadcasters can turn into health communicators and support the relay of risk communication, but they face several challenges.
• Radio signals don’t cover all provinces: Based on the radio signals we were able to map, radio coverage doesn’t reach people equally across the country. Speakers of marginalized languages have especially limited access to radio broadcasts. Relative to population density, speakers of Turkmeni, Brahui, Balochi, and Uzbeki have especially limited access to radio broadcasts.
• Few broadcasts are in languages other than Dari and Pashto: Dari and Pashto are the main broadcasting languages, but not everyone understands them. Broadcasts in other languages are largely limited to adverts, short audio clips, and sporadic language mixing in talk shows and call-in shows. Dedicated programs providing in-depth information in another language are rare.
• Language barriers reduce the quality and timeliness of broadcasts: Community radio stations lack resources and translation capacity to broadcast in languages other than Dari or Pashto. As a result, some important information is delayed, and some is never broadcast at all. The quality and level of detail of broadcasts in other languages is also reduced.
• Broadcasters face difficulties accessing available information: Most community radio stations have limited access to the internet and experience electricity failures. This makes accessing and validating available information on COVID 19 extremely difficult. Also, background information is often passed to broadcasters in English, but with limited internet access this information can’t readily be translated.
• Information needs to be provided in plain language: Broadcasters don’t relay information that uses complicated language or technical and medical terms. New terms and complex new information around medical issues need to be rewritten and presented in plain language for a general audience. Yet community radio stations often can’t provide plain-language editing, so don’t relay more complex information." (Overview, page 1)

The campaign features: Seventeen (17) video and 18 audio PSAs distributed on TV, social media and radio featuring a little girl and her family who urges everyone to follow preventive behaviours to reduce the chance of getting the Coronavirus and escape the fate of losing loved ones, like she had, losing her father. Six different PSAs produced in Dari, Pashto and Uzbek languages, and distributed across national and local radio and TV stations as well as on Facebook. Forty (40) five minute episodes of a fast fiction radio drama targeting the nomadic Kuchi population were also produced and distributed on radio, interactive voice response (IVR) and Facebook.
Impact: A Reach and Engagement survey was conducted in February and March 2021 of a nationally representative sample with 2,729 men and women aged 18 years and above, from settled urban and rural areas of 16 provinces of all eight geographic regions. In addition, 273 interviews were conducted with Kuchis (nomads). The survey’s primary goals were to gauge how successful the PSAs were in terms of reaching their intended targets and what the impact of the PSAs were, in terms of audiences’ knowledge and take up of preventative measures. The survey has shown that approximately 7.6 million have listened to or watched at least one of the PSAs or drama episodes (46% of the Afghanistan’s adult population). About three quarters of the audience (74%) reported to have discussed the PSAs with other people." (Page 1)

d as a tool for social change, liberation, and the representation of marginalized or oppressed voices. In this essay, I argue not against new media per se but against technological determinism and fetishism. I argue that the transformative or repressive potential of different media changes dramatically across different sites of research and depends on the sociopolitical realities of the region being studied, including factors such as censorship, access, and infrastructure. Drawing on my research in Afghanistan, Iran, and Tajikistan, among other neighboring countries, I show the striking differences in the degree of effectiveness and ineffectiveness of different media in bringing about social change in those respective countries as well as regionally. Comparatively speaking, I focus on television and social media's catalytic role in stirring popular uprisings and the subsequent backlash and attack on those media. I also examine the gendered dimensions and dangers of media use and activism. In the case of Afghanistan, I consider the impact of international and transnational funding of media and human rights efforts. I conclude that in order for international interventions into local social movements to succeed, international experts in development, human rights, and media must take the lead from local residents and contexts, technologically and culturally, and work collaboratively with them." ainability of the highly popular Afghan radio soap opera New Home, New Life. This is a ‘development drama’ that has been broadcast across Afghanistan since 1993. It is based on BBC Radio 4’s The Archers and produced by BBC Afghan Education Projects (BBC AEP). Audience research has been vital to forging a dynamic relationship between the creative teams who make the drama, the donors who pay for it, and the audiences who consume it. The article addresses three broad themes. First, we outline how data gathered in formative audience research, prior to the creation of the drama, provides the creative team with the dramatic raw material for the radio serial. The extensive qualitative data gathered by Afghan researchers in local milieux is translated so as to enable culturally diverse teams of writers and producers to ground the serial narratives in the lived experiences of its audiences, and to introduce multiple local perspectives on development issues. Second, we show how evaluative audience research, data gathered in the postproduction phase, plays a key role in providing critical audience interpretations of New Home, New Life’s dramatic themes. In so doing, it creates feedback loops that allow audiences to become active participants in the ongoing creation of the drama. The research designs and devices, developed over the last two decades to document the changing life-worlds of Afghan citizens-cum-audiences, are part of an ongoing set of transcultural encounters that contribute to strengthening the social realist appeal of the drama and to calibrating how far any given storyline can be pushed in terms of cultural propriety. Third, we examine how during periods of military conflict, when routine audience research becomes dangerous or impossible and audience feedback loops are disrupted, the writers and producers have to rely on their own personal and political experiences, often with unpredictable ideological consequences. We draw attention to the limitations and challenges of making dramas for development in highly charged politicised and postcolonial contexts. While, development dramas may be a cheap and effective way of dealing with certain informational needs, such as landmine awareness, they cannot redress social and structural inequalities or, as Western donors wish, eradicate opium cultivation." region. Awareness was higher among women (60%) as compared to men (40%) men indicating popularity of the programme among its primary target audience i.e. women.
2. The survey found that about 45% of active radio listeners had ever listened to AWH, indicating that the programme has been heard by approximately 11 million Afghans. Listenership was highest in the South Western province (61%) followed by Eastern (49%) and South Central (48%) provinces. Hazarjat province reported the lowest listenership at 22%.
3. More than half of all female active radio listeners had ever listened to AWH. Again, it is apparent that the programme is reaching its primary target audience with 55% of women having ever listened to the programme. Nearly all those who were aware of the programme had heard the programme at some point.
4. Of all those aware of AWH, 76% of men and 83% of women had listened to it in the last month or more recently. Nearly a fifth of all active radio listeners had listened to the programme in the last 7 days with more than a third having listened in the last month.
5. Just over a fifth of all active radio listeners listen to AWH once a week or more. Slightly less than a third of female all active radio listeners listen to the programme once a week or more. As expected this figure is lower for men." (Exectuvive summary)
