they contribute to the initial, intermediate, and long-term outcomes of health development efforts—something which perhaps we all instinctively recognize but have failed to track in the past. Such a track record will go a long way to making information products and services an integral part of future global health development efforts. What makes this guide special is that it brings together knowledge about monitoring and evaluating information products and services from dozens of health organizations—all members of the HIPNET community of practice." s from around the world with minimal formal training in design, monitoring, and evaluation. It assumes the audience has experience, training, and access to resources on conflict assessments, which are a prerequisite to participating in conflict transformation program design [...] The manual offers general information on learning and change in addition to chapters dedicated to specific issues such as baselines, indicators, monitoring, and evaluation. It is organized so that readers can easily jump from one chapter to another. However, we strongly urge jumpy readers to start with the chapter on understanding change because it frames the thinking for most of the discussions in the other chapters." (Page 2)

e every effort to offer practical proposals on how to implement a democratic approach to evaluation.
The paper is divided into three parts. In the first part, Segone presents the evolution of the evaluation function in the context of UN Reform and a changing Aid architecture. This part is mainly based on the discussion and outcomes of the IDEAS 1st Biennial Conference held in New Delhi in 2005 and conceptual discussions within the UN. Samuel Bickel presents an assessment of the status of the evaluation status worldwide, based on the address he delivered at the 2005 IPEN Conference held in Kazakhstan. Quesnel introduces how the growing professional evaluation organizations are instrumental to strengthen the evaluation function worldwide. Segone then presents thoughts on the scope of the evaluation function.
In the second part Segone proposes a strategy for improving the evaluation function through strengthening a pro-evaluation culture and a democratic approach to evaluation. Kushner, one of the world’s leading thinkers on Democratic evaluation, presents his thinking on the relationship between Evaluation and Democracy.
In the third part, six members of IPEN, coordinated by Kuzmin, analyse the evaluation function in CIS countries, giving important information on its status and trends. This piece is particularly important as it is one of the few existing documents on the evaluation function in CIS countries. Finally, the annexes give practical information on how to access international evaluation resources via the Internet and present the UN Evaluation Norms and Standards and guidelines on how to develop evaluation ToR." ization, community inclusion, and an emphasis on measurable outcomes. Recently stakeholders of these programs have demanded more than just the provision of service, forcing program administrators to evaluate their programs’ effectiveness and efficiency. The “era of accountability” is here, and my major goal in writing this book is to help current and future program administrators understand that they need to look beyond simply the provision of service. Indeed, they need to be competent in outcome-based evaluation, which I define as a type of program evaluation that uses valued and objective person-referenced outcomes to analyze a program’s effectiveness, impact or benefit-cost." This manual reflects that perspective and Outcome Mapping may have to be adapted to be used with groups other than our constituency of researchers, scientific organizations, government officials, policymakers, and NGOs (for example, communities). Outcome Mapping has been developed in organizations where monitoring and evaluation are primarily intended to help with program learning and improvement. The tenor of a program’s approach to Outcome Mapping will necessarily be influenced by its own and its donor’s perspectives on monitoring and evaluation. Outcome Mapping will only be as empowering, participatory, and learning-oriented as the program that implements it. Outcome Mapping takes into consideration the threats and anxiety that can be associated with planning, monitoring and evaluation, especially in a donor/recipient relationship. It offers a participatory methodology that can help programs develop a system that can meet both accountability and learning needs." (Preface)
