plore how young people spend their days, how this has changed since the pandemic, and subsequently after improved access to devices (e.g. for beneficiaries of free tablets as has been the case for approximately 20,000 refugee children and adolescents in Jordan under an EU-funded UNICEF Jordan programme launched in 2021), and in particular what role digital technology plays in their lives. These tools are aimed broadly at understanding how adolescents are connecting with people, information and services, and how this has changed since the COVID-19 pandemic. They are also aimed more specifically at understanding how adolescents are accessing information, education and learning – and interacting with NGO programming – and how this has changed since the pandemic (and after the tablet distribution). While the tools were developed with a specific context in mind, we believe they can be easily adapted to other contexts in order to explore the extent to which young people’s right to digital inclusion is being realised, and to support evidence-informed programming and policy improvements over time." That many African countries are figuring high on the list is far from new. For example, the crisis in the Democratic Republic of the Congo (DR Congo) has become a textbook example of neglect, featuring in this list six times in a row. Most international media outlets rarely cover these countries beyond ad hoc reporting on new outbreaks of violence or disease, and in several African countries the lack of press freedom is exacerbating the situation. Then there’s donor fatigue, and the fact that many African countries are deemed to be of limited geopolitical interest. The low level of funding limits the ability of humanitarian organisations both to provide adequate humanitarian relief and to do effective advocacy and communication work for these crises, creating a vicious circle." The study uses the Choice Framework that operationalizes the Capabilities Approach (CA) as a theoretical window for this research. Papers were classified into four different categories: economic; political; social factors; institutional/governance. The findings show: - the role of the state in governance and institutional support is critical to facilitate the collaboration and participation of different actors;-the importance to develop acomprehensive localized developmental implementation framework that can support the adoption of digital solutions to support small-scale farmers. consequently stunt productivity growth. Can mass communication play a role in spurring technology adoption and productivity growth particularly when there are significant barriers to social learning? To answer this question empirically, I examine how the introduction of regional farm radio broadcasts impacted the adoption of high-yielding varieties (HYVs) of rice and wheat during the Green Revolution in India. To identify the causal impact of regional farm radio broadcasts, namely, dissemination agro-climate-specific information about HYVs through radio, on the adoption of the HYVs, I exploit the staggered expansion of the regional radio stations across the country. Using an annual district-level administrative dataset from 1966 to 1978, I find that introduction of regional farm radio broadcasts led to a persistent increase in the adoption of HYVs of rice, a spatially heterogeneous technology not amenable to social learning. The impact on adoption, measured as percent of the gross cropped area under HYVs was 2.4 percentage points, which is approximately 25% of the average increase in adoption over the period and close to 0.3 standard deviations. By contrast, there was at most a transient impact on the adoption of HYVs of wheat, a spatially homogeneous technology with a lot of scope for social learning. Importantly, I find that the regional farm radio broadcasts increased rice yields by 15%, a magnitude potentially large enough to justify the investments in the expansion of the regional radio network. Overall, this paper demonstrates that mass communication can indeed play a key role in diffusing profitable agricultural innovations when there are significant barriers to social learning." participatory video projects led by young Cambodians that sought to engage and explore complex ‘perpetrator’ memories with the aim of building dialogue across communities and generations. Working in partnership with the Documentation Centre of Cambodia through 2018, our participatory-video project sought to document the experiences and accounts of former lower level Khmer Rouge community members. Through a discussion of the 11 films produced, and young filmmakers’ reflections on their involvement in the project, we show how participatory video allows and produces interventions on memory that can renegotiate, augment and contest dominant narratives of past violence. Crucially, we argue, that when read together, the films outline the contours, ambiguities and contestation of claims for ‘complex victimhood’ in Cambodia, and the problems of stabilising singular stories of past violence. We argue that this has implications for transitional justice more broadly, which is a field that tends to rely on neat distinctions of victim and perpetrator and shared accounts and meanings of past harm in the ways it intervenes on memory." COVID-19 news, or to consider the impact of systemic political and media factors. To compensate for that, we examine a large set of qualitative interviews and media diaries collected in four eastern European countries during the first wave of the pandemic. We show that changes in news consumption—including the resurgence of television and decline of print consumption—were not driven solely by audience demand for up-to-date information, but also by practical constrains of home-bound life in lockdown, and the introduction of live briefings. Our findings underscore disruption and uncertainty as key elements of audience experiences and highlight the markedly privatized and depoliticized nature of public debate in the early phase of the pandemic. We argue that the pandemic was an unpredictable, open-ended, and exhausting media event with high potential for divisiveness and polarization, especially in contexts marked by low levels of media freedom, declining democratic standards, and elite-led politicization of the crisis."
