strategic plan, a communications plan, a gender policy and an HR policy. In addition, they are beginning to integrate new financial reporting and M&E structures. All of the partner CSOs have improved their sustainability byreceiving additional funds to continue their work, and many of them hav developed strategies to diversify their revenue generation, such as expanding their offices to rent out board rooms. A number of organizations are eager to pass their new knowledge onto others, with many training peer CSOs on what they learned through the Search program. Finally, the program was effective in improving their own confidence, with all of the partner CSOs expressing their appreciation of the program, and in particular the freedom they had to define their own priorities and objectives.A number of lessons emerged during the course of implementation that are relevant for Search’s future work in civil society strengthening, as well as for other organizations working in this sector: 1. The participatory benchmarking approach is useful to help organizations track improvments in their organziational capacity over time. However, there was a tendency for CSOs to overstate what was possible within a limited timeframe. As a result, benchmarks were not consistently met, and many of the capacity-related development were not fully institutionalized by the project end. 2. The integration of radio programs with other civil society organizing approaches—town hall meetings, workshops, and house to house outreach—is an effective way to improve awareness and engagement of citizens in governance reform issues on a mass scale. 3. Programs to improve the capacity and sustainability of CSOs, and to professionalize the sector, are crucial but often overlooked, in efforts to improve local governance in fragile and trasitional countries such as Liberia. 4. There is a need to continue efforts to link civil society actors together for cohesive action and to further improve the enabling environment for civil society in Liberia by providing opportunities for CSOs to develop strategic collaborations, improve organizational capacity development, and attract donor funds to support their work." te. First, there is immense diversity, not only in education delivery but also in access to, and use of, ICTs. This will remain the case in 2025, and the resultant inequalities might well be very much worse than they are today. If current trends continue, then the use of technologies by the rich will be markedly different from the use of ICTs by the poor. The most deprived will continue not to have access to ICTs, will continue not to benefit from them, and will become relatively more disadvantaged. However, millions of slightly better off poor people will indeed be able to benefit from the potential that existing ICTs will be able to deliver over the next decade, especially in terms of access to educational content that may enable them to live more fulfilled lives. Second, for education systems to be improved, especially for the poorest and most marginalised children, there must be a fundamental rethinking of the vision for education in almost every country of the world. Educational change is slow, but some of those consulted for this report were optimistic, and thought that the pressure for change will soon become so high that governments will have to respond by instigating fundamental reforms. These, though, will be very expensive, and it still remains unclear how they will be funded and implemented. While the ICT sector is still likely to experience much rapid innovation, it is much more probable that the education sector will only evolve slowly. It is therefore also important that these technologies are used to enhance opportunities for learning everywhere, even where the education systems are slow to evolve. Third, there have indeed been many exciting and innovative uses of technology within education over the last two decades, and some of these are already being applied in contexts of both physical and socio-cultural deprivation. However, all too often those implementing ICTs initiatives in the education sector focus primarily on the technologies, rather than the education. If technology is indeed to be used to support learning, both in school and out of it, there needs to be a complete reversal of much current practice. The focus must be first on the education, and only then on the various technologies that can help deliver it." (Conclusions, page 20)

The authors used an online experiment to test whether certain media frames could promote helping behavior through a more rational, rather than emotional, pathway. The study tested whether framing distant suffering as either solvable or unsolvable might promote helping behavior if a rational evaluation of a crisis leads one to determine that help is efficacious in solving the problem. Survey respondents were randomly assigned to read one of three messages: a high solvability message, a low solvability message, or a control message. Contrary to expectations, both low solvability and high solvability conditions increased participants’ intentions to help. The results suggest that this is because framing problems as unsolvable drives up sympathy, thus promoting willingness to help, while framing problems as solvable drives up perceived efficacy, also promoting willingness to help. The authors conclude that, in contrast to earlier studies, and to the assumptions of many of those working in media, emphasizing rationality can promote helping behavior if audiences rationally interpret the problem as solvable."
