Addressing this gap in the literature, we examine a critical intervening factor in the process of international norm diffusion: political communication via the mass media. Highlighting the importance of framing and agenda setting, we identify four communicative mechanisms that can facilitate norm diffusion: credibility, persistence, resonance, and decentralization. Through qualitative and quantitative content analysis, we assess how these mechanisms have enabled HDRs to attract favorable global media attention such that they are now cited much more frequently than their rival, the World Bank's World Development Reports." Para el caso se manejó una muestra panel de 1,200 personas distribuidas en 150 caseríos en 24 departamentos, respetando el peso poblacional rural de cada uno de ellos. Los caseríos fueron elegidos estrictamente al azar a partir de la base de datos de centros poblados rurales del INEI. La importancia de esta investigación es que permite estimar el gran potencial que tiene la radio al alcanzar a nivel Perú Rural el 81,5% (4’0 millones de personas de 11 a más años) en el término de una semana. El total de audiencia rural semanal representa el 18% y a nivel audiencia urbana el 82% del total nacional. Las emisoras locales en la zona rural tienen una mayor presencia respecto a las emisoras nacionales. Según emisoras, R.P.P. alcanza durante la semana al 26,6% de esta población de 11 a más años, que representa 1’3 millón de personas que escuchan esta radio, en menor medida se ubica Nueva Q con un alcance semanal de 3,8%, le sigue La Karibeña con 3,5%, Moda 2,7% y Exitosa 2,1% entre las más destacadas." cial and behavior change communication and edutainment, and leveraging participatory methodologies, Farm Radio International and partners Teen Mental Health and Farm Radio Trust in Malawi worked with local radio broadcasters in Malawi and Tanzania to design and deliver weekly, interactive youth radio shows about mental health. Ongoing engagement with the content, and deliberation over the messages, was facilitated through SMS feedback mechanisms, and mobile polls and quizzes delivered through the radio stations, along with school-based radio listening clubs that met weekly to listen to the programs and discuss the themes in a group. Over the course of the 45-month project, the radio shows gained immense popularity, in large part because they talked about issues that are important to youth, and incorporated the language youth use and music they prefer. The programs attracted an average of 500,000 listeners each week, and received tens of thousands of text messages and Facebook posts by young people giving feedback, telling the radio hosts about what topics they would like to hear about, and asking questions about mental health or requesting to be connected with a mental health expert. The impact of the radio was measured according to whether and to what extent the interactive media programs play a role in triggering or facilitating drivers of the process of change. These drivers include bringing about improvements in knowledge and attitudes, mobilizing a social movement, and facilitating greater social and public support to put mental health on the agenda as a topic of conversation, grounded in new understandings and new knowledge. Our findings demonstrate that an interactive radio campaign can have a marked effect on improving knowledge, decreasing stigma, and increasing demand for mental health services among youth in sub-Saharan Africa. Youth who listened to the radio programs fare better than their peers in understanding the signs and symptoms of mental health disorders and in knowing where to go if they or someone they know needs help. Further, interactive radio programs can have a direct impact on reducing stigmatizing attitudes, frequently recognized as a crucial element in promoting improved access to care." (Executive summary)

The Context Analysis process will help determine how PTC can best be utilised in the implementation environment, how complex the programme should be, and if there are additional activities needed to ensure impact. The information from preliminary design thinking and the Context Analysis then supports the identification and contextualization of the key interrelated theories of change that apply to the programme, serving as a foundation from which the activities can be evaluated. Monitoring then allows for an iterative process of designing individual performances, engaging appropriately and in a context sensitive manner with the community, as well as determining if the PTC activities as implemented are trending towards impact. Regular monitoring helps with course corrections when needed, and leads towards more effective programming. The monitoring of the process and quality helps ensure that the performances are doing no harm, artistic expressions, and implemented in such a manner as to achieve Reach, Resonance, and Response. Monitoring provides the temperature checks to make sure the ecosystem of PTC is balanced. And finally, evaluation helps push PTC programming to the next stage. Strong evaluations provide the community with more information about changes that have happened, even self-reflection through participatory methods. Evaluations also enable the actors to learn about the bigger picture of what worked and did not work beyond the immediacy of the performance space and towards the longer term impacts. It enables informed follow-on activities, as well as learnings that can be shared with the broader field to enhance practice more globally. Lastly, evaluations provide evidence of the great work participatory theatre does as a nuanced, emotionally connected, and transformative approach to communications for development."
