"This Digital Citizenship Toolkit (DCT) is an attempt to introduce key concepts related to digital citizenship while taking into account the local socio-economic realities, technology adoption patterns, societal actions and other considerations. For young people, in particular, the demarcation betwe

en online and offline is completely blurred. Therefore, in this book we do not separate the online from offline. Instead we consider it as part of a continuum, encouraging respectful and responsible behaviour in all spaces and environments. The Toolkit is presented as seven inter-linked modules. Each module starts with a brief overview, and clarification of key terms. It is followed by an exploration of the key topics coming under the module’s theme. One or more case studies are offered to illustrate some of the concepts, and wherever possible we have compiled examples and experiences from Sri Lanka." (About this digital citizenship toolkit)

"China is making a sustained effort to become a ‘cyber superpower’. An integral part of this effort is the propagation by Beijing of the notion of ‘internet sovereignty’ – China’s supreme right to govern the internet within its borders and keep it under rigid control. Chinese companies w

ork closely with Chinese state authorities to export technology to Africa in order to extend China’s influence and promote its cyberspace governance model. This contribution argues that the rapid expansion across Africa of Chinese technology companies and their products warrants vigilance. If African governments fail to advance their own values and interests – including freedom of expression, free enterprise and the rule of law – with equal boldness, the ‘China model’ of digital governance by default might very well become the ‘Africa model’."

Also, we present results from research that we conducted on three of our communities to test the effectiveness of our approach. Lastly, our moderators working in Burundi, DRC and Mali share their experience and insights, showing how moderation goes in practice. They talk about the secret of being a good moderator and share the challenges they experience in their daily work. Citizens' Voice is active in Burundi, China, DRC, Egypt, Libya, Mali and Yemen and focuses on social cohesion and inclusive governance. Applying a user-centred approach and persuasive storytelling, Citizens' Voice creates and maintains digital platforms offering safe spaces where young women and men from across political, ethnic, racial, regional or religious divides can come together in a way which is often impossible in the offline space. In-country teams create multi-media content relevant to the local context to attract and engage young people via a variety of digital channels. Through moderated discussions, they encourage disparate groups to voice their opinions on issues of common interest both online and offline. To achieve impact, Citizens' Voice aims to engage the broadest possible spectrum of stakeholders at all levels." (Introduction)

attention, poison our political conversations, and jeopardize our democracies. With massive amounts of social media and public polling data, and in-depth interviews with political consultants, bot writers, and journalists, Philip N. Howard offers ways to take these “lie machines” apart. 'Lie Machines' is full of riveting behind-the-scenes stories from the world’s biggest and most damagingly successful misinformation initiatives—including those used in Brexit and U.S. elections. Howard not only shows how these campaigns evolved from older propaganda operations but also exposes their new powers, gives us insight into their effectiveness, and explains how to shut them down." me a flexible and effective ally in the ecosystem of support to these movements, expanding our programme of support from emergency funding to include creative and innovative projects aimed at supporting and respecting this diversity, creativity, and resilience. In the coming strategic period, DDP will focus on the consolidation and expansion of the aspects of our work considered to be of most value by our allies and beneficiaries: Incident Emergency Response; Sustainable Protection Support; Facilitation and Community Building. We will do this by increasing clarity and transparency in how we work; facilitating and actively promoting collaboration within the ecosystem; further deepening our support for local and regional capacities; and establishing mechanisms for learning and sharing best practices. All of this with the aim of ensuring that the Internet and digital technologies remain a fundamental force for positive change - free, open and accessible to those on the front lines of that change." largely non-Chinese-speaking platform—with the help of the highest valued start-up in the world and its opaque advanced AI-powered algorithm. Chinese party-state leverage over these companies is considerable, is exercised internally via CCP committees and is enforced by a suite of cybersecurity and intelligence laws. As Chinese companies, Tencent and ByteDance are not only required to participate in intelligence work, but they’re also legally mandated to promote CCP propaganda. China’s censorship and propaganda apparatus is a responsibility that’s pushed down to media and technology companies such as Tencent and ByteDance. As Chinese companies, they’re obligated to comply with strict government regulations on what content is allowed to be published on their platforms, and they both invest heavily in automated systems for content filtering and human curation. The demands of the PRC’s surveillance and propaganda apparatus on these technology companies are such that, at least in the case of WeChat, they’re even prepared to surveil the foreign users of their apps in order to better train the censorship algorithms used on Chinese citizens within the PRC." . The study made use of a quantitative survey approach to collect data from 150 student teachers at a university in the Eastern Cape. The student teachers were representative of all four of the school phases. The results indicated that cyber bullying is a serious issue at the schools but that the topic has not been incorporated into policy or the school curriculum yet. The recommendation of the study is that the South African Department of Basic Education must provide a standardized policy that schools can use to implement and enforce cyber safety behavior in the schools." "This study uses econometric modelling to examine two major components of great importance to all those concerned with investment decisions in ICT and the digital ecosystem over the coming decade. The modelling is built on data from 139 countries between 2007 and 2018 – an up-to-date data set that

is robust, high-quality and global in scope. The first component examined is how broadband and digitization impact the economy. The second is how institutional and regulatory maturity impact the growth of the digital ecosystem.
Our evidence points to four major findings that are of great import in informing governments, policy-makers, regulators and operators as they formulate general infrastructure and ICT investment decisions in the years ahead. The findings are:
1. Developing countries should implement policies to maximize mobile broadband1 adoption, as the main digital technology contributing to economic development and addressing the digital divide.
2. Developed countries should adopt policies which favour fixed broadband penetration as a key contributor to their economic growth.
3. Beyond broadband, all countries should aim to increase the development of digitization, which encompasses not only infrastructure deployment but its usage to foster the digital transformation of industries and improve consumer wellbeing.
4. Regulatory and institutional maturity in the ICT arena do indeed make a significant difference – and are important in driving the growth of digitization.
The study confirms that the economic impact of fixed broadband is guided by a return to scale effect: economic impact grows with penetration. The economic benefit of mobile broadband depicts a saturation effect: its economic contribution declines with penetration." (Executive summary)
