The result has been a process that seeks to recontextualise imported technologies in locally relevant ways. This article focuses on how video technology adapts to local Kenyan cultural contexts. Arguing that vernacular video films form part of contemporary cultural productions in Kenya, the article demonstrates how strategies of remediation, such as subtitling, re-oralisation, repurposing and immediacy, contribute to the reactivation of orality. It emerges from the analyses that local knowledge cultures actively engage modern technologies in a way that debunks any simple linear perceptions of the impact of mediatisation on African epistemologies. Through local agency, communities actualise their aspirations for a domesticated modernity that is simultaneously fresh and familiar, and therefore less culturally alienating." (Abstract)

However, unlike most studies that addressed textbook availability, this study focuses on textbook cost (chapter 5) and financing issues (chapter 6), in an effort to address two questions. First, what is the actual cost of textbooks in the region, and how much scope is there for lowering these costs? Second, what share of education budgets do countries actually allocate to teaching and learning materials (TLM), and what shares would be needed to meet national targets in systems that have achieved affordable unit and system textbook costs? To provide a comparative perspective, chapter 7 discusses experiences with textbook provision in India, the Philippines, and Vietnam. Chapter 8 explores the opportunities offered by digital TLM. y parents not able to implement PG ratings. Major gaps remain in the implementation of the PG ratings systems for the country. The understanding and use of ratings by parents, TV stations and regulators is limited, and the guideline remain difficult to use, with TV stations using them but to little impact in the audiences. The challenge is compounded by cut-throat competition by TV stations for audiences. Technology that has changed the methods of access to such content, as well as the social set up also affect the use and effectiveness of PG ratings. Achieving a change of trend requires a change in approach to child programming. This challenge is even bigger for Uganda, a country that boasts of a big young population, and an increasing affinity to watching television, whose numbers are increasing by the day. These challenges can however be addressed; and they need to be addressed. PG ratings is one acceptable way of regulating the kind of TV content that children access to make useful viewing. The study recommends that regulators need to take more responsibility and engage the TV stations as well as the public on the proper use of ratings, through engagement drives. The public, especially the parents, cannot shy away from demanding for proper ratings by the TV stations, and seeking redress for poorly rated content. One other way of resolving the debate is by improving on the availability of only-children content for educational purposes. This
