ocess initiated in March 2011 when the 50-year reign of the military was replaced by a civilian government. A number of small steps taken so far by the Myanmar government in relation to media have provided an opening to expand the country’s freedom of expression space. The objective of the assessment was thus to identify opportunities and provide a set of recommendations for potential international interventions on media development within the country for the short and long-term perspective." "China’s television sector has undergone rapid transformation since the country’s reform and opening-up in the late 1970s. This article presents the main results of a recently completed PhD project, aiming to understand the role of the Chinese party-state in this transformation. The project supp

orts global transformation theories and develops a three-tier analytical framework to assess (1) the transformation of television governance by the party-state; (2) the impact of party-state policies on Chinese television; and (3) the interplay of party-state policies with other power factors. The findings suggest that the transformation of Chinese television has undergone three stages – internationalization, transnationalization and renationalization – in accordance with the changing role of the Chinese party-state under globalization. The study complements global transformation theories in presenting evidence from a transitional Communist country to show that the (party-) state not only remains a key actor for globalization, but has itself also undergone profound changes in response to it." "This article argues that for all the plaudits that it has received Botswana is not a true example of democracy. It only continues to shine because of its historical context and the elaborate machinations of the ruling party. It supports Good's (1996) thesis of Authoritarian Liberalism as an apt des

cription of this style of leadership. The article articulates this by examining Botswana's media policy against the leadership of its first leader, Sir Seretse Khama (1965-1980), famous across the globe for his democratic credentials. Reference will also be made to the Masire (1980-1998) and Mogae (1998-2008) eras. It argues that the current climate of media tyranny and democratic erosion is a legacy of Khama's foundation."

"Seven key findings emerged from this research: 1. Overall donor funding for free expression work has increased–not decreased–over the past three to five years [...] 2. Under current conditions, it is impossible to conclusively measure the amount of free expression funding. Donors themselves hav

e a hard time extracting specific annual dollar amounts for free expression funding because it is housed in so many different programmatic areas and operating under so many different definitions [...] 3. Changes in the political landscape of individual countries have a major impact on whether, how, how much, and what kind of freedom of expression activity is funded [...] 4. Many donors are experiencing economic pressures as a result of the 2008 global financial downturn [...] 5. The community of free expression funders is evolving: new ones are emerging, while some long-time supporters are leaving the field altogether or shifting their priorities. 6. Internal and structural reorganizations are taking place across the board, in both government and private funding organizations. These changes bewilder NGOs and program officers alike [...] 7. The field of freedom of expression has been broadening with the addition of emerging Internet freedom organizations. The field has been complicated by mission overlap between established freedom of expression groups and emerging groups focused on technology and human rights." (Executive summary, page 4-5)

These alternative paths use one or more collaborative servers in order to bypass the network of blocking mechanisms. This document provides a comparison among different circumvention tools, both in terms of their technical merits, as well as how users of these tools describe their experience with them. The countries included in this report are Azerbaijan, Burma, China and Iran." (Executive summary, page 9)

Stories about: Prison conditions in Argentina - prisoners are using the internet to protest living conditions and demand respect for their rights; Torture in Indonesia - the torture of two West Papuan farmers was recorded on a mobile phone and leaked to the internet, the video spread to well-known human rights sites sparking public outrage and a formal investigation by the authorities; The tsunami in Japan - citizens used social media to share actionable information during the devastating tsunami, and in the aftermath online discussions contradicted misleading reports coming from state authorities. GISWatch also includes thematic reports and an introduction from Frank La Rue, Un special rapporteur." (Back cover)
