ng stopped; financial problems were what ultimately resulted in the staff grievances. Staff perceptions that the station’s management lacked independence, however, prolonged the stand-off, which proved impossible for the station to overcome. In uncovering these dynamcis and exploring Star’s role in the media landscape, this study highlights a number of important issues about media development in post-conflict countries. As a review of the current literature about media development reveals, the liberal democratic principles upon which media development was founded often lead to prioritizing support for both local and private media. In contexts of peacebuilding, however, both national and public service-style media may be of critical importance to the concurrent state-building and nationbuilding exercises. Using interviews to understand the issues that led to Star Radio’s closure, this study argues that it may be impossible for stations attempting to provide national public service to be either fully commercial or partially state-financed. In such cases, it is important for all actors to prioritize the value of public service-style media, rather than focusing on a debate between the value of the two business models: private- versus public-sector media. Delinking the concept of public service from public sector and embedding media development needs within broader national development strategies may allow media development and development actors to identify more creative approaches to supporting public service-style media." s in Afghanistan and continued USAID’s strategic focus on improving news and development-related radio information for under-served groups such as rural families, women and young people. Through the consistent funding and support to the radio industry in Afghanistan, USAID has underwritten an enhanced forum for news and information programming outside of Kabul. By choosing radio as its primary tool, the initial groundwork was laid for a national messaging forum. Enabling provincial and district broadcasters to receive a consistent and increasingly professional series of programs was a good approach. That many of the programs have to do with national, regional and international news and information is creating the conditions for more and better citizen participation in democratic development. The stage has been set for national advertising supported messaging in the future. AMDEP supports a comprehensive “value chain” approach to strengthening the media sector, dealing with training of journalists; establishing and operating a network of rural radio stations; introducing “new media” to enable amateur voices to communicate about social, economic, and development issues; encouraging advocacy to protect journalistic freedoms; helping citizens understand and value the importance of media information and news; training media lawyers; and supporting new media laws and policies that will support development of a dynamic, independent media industry. Internews is the lead implementer of AMDEP activities and of previous USAID media activities that led to AMDEP. Overall, AMDEP has been remarkably successful. It had to function in a context of administrative delays and funding uncertainties, security threats, an environment of many different media projects and an unpredictable economy. The technical and managerial depth of the Internews team was an important factor in the project’s success, as was its selection of effective Afghan partner organizations. ainability of the highly popular Afghan radio soap opera New Home, New Life. This is a ‘development drama’ that has been broadcast across Afghanistan since 1993. It is based on BBC Radio 4’s The Archers and produced by BBC Afghan Education Projects (BBC AEP). Audience research has been vital to forging a dynamic relationship between the creative teams who make the drama, the donors who pay for it, and the audiences who consume it. The article addresses three broad themes. First, we outline how data gathered in formative audience research, prior to the creation of the drama, provides the creative team with the dramatic raw material for the radio serial. The extensive qualitative data gathered by Afghan researchers in local milieux is translated so as to enable culturally diverse teams of writers and producers to ground the serial narratives in the lived experiences of its audiences, and to introduce multiple local perspectives on development issues. Second, we show how evaluative audience research, data gathered in the postproduction phase, plays a key role in providing critical audience interpretations of New Home, New Life’s dramatic themes. In so doing, it creates feedback loops that allow audiences to become active participants in the ongoing creation of the drama. The research designs and devices, developed over the last two decades to document the changing life-worlds of Afghan citizens-cum-audiences, are part of an ongoing set of transcultural encounters that contribute to strengthening the social realist appeal of the drama and to calibrating how far any given storyline can be pushed in terms of cultural propriety. Third, we examine how during periods of military conflict, when routine audience research becomes dangerous or impossible and audience feedback loops are disrupted, the writers and producers have to rely on their own personal and political experiences, often with unpredictable ideological consequences. We draw attention to the limitations and challenges of making dramas for development in highly charged politicised and postcolonial contexts. While, development dramas may be a cheap and effective way of dealing with certain informational needs, such as landmine awareness, they cannot redress social and structural inequalities or, as Western donors wish, eradicate opium cultivation." ositive feedback about the informative content and the varied design of INUKA based on the “program clock”, including different segments of the program. The experience has also shown that it is easier to work with local content providers through a network of regional correspondents. The end line survey (done by Synovate) shows that about 275,000 households were regular listeners of the INUKA radio program [...] A second main pillar of the intervention was its commercial aspect. The radio program aimed to attract advertisers and sponsors, who previously had no way of reaching the rural agricultural market, to achieve a level of financial sustainability. Several private companies responded to the incentive by placing advertisement during different program segments promoting their goods and services. However, a part of the sponsoring revenues came from organizations that are themselves donor-funded. Also, individual programs’ cost accounting proved to be a difficult practice for the radio partner to adopt and thus it was unclear on how much funding is needed to create a model program and amount of income needed to sustain it. Nevertheless, the evidence shows that so far, the revenue streams cannot guarantee financial sustainability of the program. The third aim of the project was to serve as a model for other programs and media houses and change their perception about the rural audience. There are several changes on the sub-sector level to which INUKA seems to have contributed, including; more radio stations are interested to air rural related radio programs and the segmented design (“program clock”) inspired other radio and TV programs. USAID’s 2004 assessment of the nature and focus of the Internews program, its achievements and limitations, and its Summaryoverall contribution to the independent radio subsector concluded that USAID media assistance made a tangible difference to the Indonesian radio subsector. The assessment team found that the program improved and expanded news coverage and upgraded professional skills in the radio subsector. The USAID-funded Internews program also pioneered development of media law capacity and expertise. Morover, by helping citizens engage the political process through interactive radio and emphasizing local news for local communities, the program contributed to consolidating Indonesia’s democratic gains and helped subvert the top-down information flow model that characterized the Suharto era. Despite these positive developments, challenges lie ahead. Radio station owners can exert pressure on journalists to slant coverage—as can large conglomerates, the military, and other vested interests—and journalists’ low wages continue to make bribery an inescapable reality for many. Smaller stations still have limited access to newer equipment. And while physical violence against journalists has diminished, subtler forms of press control remain, including litigation and self-censorship. Emphasizing sustainability and quality programming, USAID’s Office of Transition Initiatives (OTI) and Internews appear to have avoided pitfalls that have plagued projects in other postconflict settings. Internews carefully chose aid recipients, stipulated that the aid would be phased out, and organized training courses relating to core editorial and management skills. The main pillar of the assistance effort has been a loose network of community radio stations where journalists and business managers receive training, equipment, and a relatively modest level of funding. The network was launched February 2003 with a $327,897 grant from OTI. A subsequent grant was awarded to expand the network, which, by November 2004, had 25 community stations with a potential audience of 7.47 million Afghans, or 36 percent of the population. It is hoped that plans to add an AM component to the network will not prove too ambitious or burdensome for the stations. The community radio stations may sound amateurish at times, but they have helped raise community issues for public debate for the first time and held local authorities accountable. Other stations have provided an unprecedented arena for discussion of social concerns and formerly taboo women’s issues, including forced marriage and domestic violence."
