and participate in a one-off event. The fluid nature of political space makes sustaining protests elusive because of protest fatigue. Yet, the #BringBackOurGirls (#BBOG), a women-led movement, headed a long-term protest that focused on the rights of the girl child to education – a direct response to Boko Haram’s gendered terror tactics, in which girls were abducted, forced t o abandon school, and get married. This article examines when and how movements crystallise into long-term programmes of action in fragile and conflict-affected societies where state–society relations are weak and government is considered to be unresponsive. We use the case of the #BBOG movement, one of Nigeria’s intense social media-driven and womenled action, to examine the mix of pressures it faced, its characteristics, and strategies in situations of fragility, conflict, and closed political spaces. We identify four key strategies that the #BBOG has deployed to keep members coming, garner international support and sympathy, keep pressure on the elite in a safe manner for the movement members, and ensure an independent funding regime for durability and impact. This article finds that #BBOG was able to navigate fragility and the closing civic space in Nigeria by challenging the failure of government to address insecurity in the country, transcending societal barriers including gender, religion, and political class, transnationalising their movement, self-funding, and using social media strategically." r their under and misrepresentation of women and, in general, their inability to engage with excluded groups. The BBC’s strategic aim is to improve inclusion and diversity by 2020. The article asserts the value of community development methods in efforts to address this. It explores concepts of voice poverty and empowerment through analysis of the narratives of twelve female community radio volunteers in Northern England.
Using Freire’s (1972) notion of ‘culture of silence’ and against the backdrop of gender inequality, the article clarifies the nature of community radio and employs a variety of literatures to understand how a feminist pedagogy (hooks, 1994) and an intersectional approach (Crenshaw, 1989) might be useful in media. It builds from Stuart Hall’s contention that media and cultural spaces can be powerful sites of social action.
Analysis of participant accounts indicates that community radio is a site of diverse identities, laughter, dialogue, raised consciousness, and conflict. This confronts not only the orthodoxy of young white, male-dominated media but also challenges romantic notions of community harmony and happiness by recognizing inherent tensions within prevailing conceptions of womanhood and within and between communities.
The article foregrounds evidence from the majority world, where community radio is well documented as giving voice to invisiblized women, and concludes with an argument for further exploration of this highly symbolic dimension of empowerment, whereby women overcome technological fears and break their silence by broadcasting diverse voices. The project challenges UK commercial and public broadcasters to learn from the global south that community radio is an effective method of development with potential to enrich the mainstream media world." These female listeners see Radio Ergo as laying the foundation for a much-needed space where vulnerable populations can have a voice, articulate their specific needs, access humanitarian assistance, and communicate their needs to humanitarian organizations. In addition, the radio is generating healthy dialogue and debate for the people of Somalia, who have borne the brunt of the protracted conflict and natural disasters. Radio Ergo allows its female listeners to recognize their roles and responsibilities as citizens engaged in rebuilding their lives in a new Somalia. Despite successes and achievements, the participants in Mogadishu and Baidoa noted areas for improvement. They wanted an expansion of broadcasting hours and many additional programmes and topics, as indicated above. They were particularly interested in programming on migration and women. They also wanted to hear more female voices on the radio, even though they recognized that Radio Ergo pays more attention to gender inclusion than most other radios in Somalia." (Conclusion)

Medium-sized ethnic media outlets employ the largest percentage of women, followed by small-sized national media. Small and medium-sized media in Myanmar’s regions employ the smallest percentage of women. The percentage of women employed generally decreases as the roles increase in seniority. In terms of remuneration: outlets led by men generally pay men more than women, whereas outlets with mixed - men, women and/or non-binary - leadership tend to have more gender-balanced salaries. The primary justification offered for higher pay levels for men is that men often have more experience than their women or non-binary counterparts. The survey also confirms that levels of diversity among staff with regards to disability, LGBT+, ethnicity, religious belief, and age vary widely among media outlets. Survey respondents noted a total of 10 non-binary staff members (1% of the total); one outlet in the ethnic states is co-led by a man and a non-binary person. The survey finds, too, that most outlets do not have inclusion policies or plans."

And yet again, with the COVID-19 pandemic, women are bearing the brunt; not only because they represent an estimated 70 per cent of frontline healthcare workers and undertake most of the care work in the home, but because their over-representation in the informal economy and lower pay rates mean they are significantly harder hit by the economic downturn. In such times of crises, access to accurate information is life-saving and life-changing for women, their families and their communities. Their perspectives and experiences, as well as their ability to organize, lobby and inform, can dramatically improve disaster risk management. That is why we need more innovative and culturally sensitive approaches to empowering women and girls through digital networks, platforms and technologies. With many years of experience in delivering communications in times of disasters, ITU and the other partners of the Emergency Telecommunications Cluster (ETC) can attest to the importance and impact of such empowerment. That is why we are working to involve more women in the development of national disaster management strategies and strategic consultations on disaster preparedness and response, including for early warning systems. We hope this joint paper will go a long way towards integrating women’s needs into national disaster risk reduction frameworks, as well as in ensuring they get access to the digital tools that can play such an important role in their own safety and security, and that of their families and communities." In Niger, women suffer from widespread gender inequality with a 75% child marriage rate, low literacy rates, polygamy and gender-based violence. The most important source of information women have is radio. This article illustrates radio's impact on women's rights and empowerment in the world's poorest country. It draws on extensive fieldwork conducted in 2018–19 (workshops, semi-structured interviews and focus groups) and in-depth content analyses of women-related radio output broadcast by Studio Kalangou, a radio studio in Niger, set up in 2016 by the Swiss-based media development agency, Fondation Hirondelle. Use of social media to access sources of information, including radio, remains limited. Whilst radio remains the main source of information amongst older focus group respondents, younger participants demonstrate little interest in radio, preferring social media. A generational divide exists between older and younger listeners. Older listeners are adamant about what youth should be doing, what they should like and what they should enjoy listening to. This does not chime with what young people want or are interested in. Female empowerment, according to the broadcasts, is a long-term process and affects women as part of a group. In contrast, according to listeners, empowerment must affect their daily lives and be on a personal, more micro level. Women-focused programmes, whilst necessary and beneficial, may serve to isolate information and themes as they depart from the normal expectations of a male-dominated society. Gender equality, which already emerges in Studio Kalangou’s mainstream broadcasts, needs to be encouraged and extended throughout the schedule to impact all listeners. There is evidence of changes in behaviour amongst listeners as a result of Studio Kalangou broadcasts. Improvements in general and specific awareness of subject matter and themes emerge strongly. There are differences in editorial priorities between what Studio Kalangou offers and what the listeners want." (Pages 4-5)
