However, Nigeria has faced challenges in effectively communicating and preventing the impacts of floods due to poor FEWS communication. The article emphasizes that an early warning system is crucial for building resilience and reducing the impacts of climate-related disasters. By informing citizens about potential and imminent extreme events, governments and stakeholders can save lives, protect infrastructure, and support long-term sustainability. However, developing countries like Nigeria face difficulties in implementing and communicating FEWS due to technical limitations and insufficient infrastructure [...] To address these challenges, the article proposes framing FEWS communication as political communication in Nigeria. It suggests involving popular politicians as information bearers across states and local governments, who can act as climate champions and effectively disseminate early warning messages to the public. jective of the paper is to point to the opportunities offered by the growing availability and reach of communication channels, in particular mobile (cellular) networks and services, which make it possible to reach communities at risk, warn about an imminent disaster and provide people with actionable advice. The paper will highlight some key advantages of an effective emergency warning system using mobile networks. It proposes the use of cell broadcast as a minimum national early warning system. New regulations in Europe are examined to show how regulatory measures can help speed up the adoption process. An overview of legislative approaches on MHEWS adopted by 33 countries is given in the Annex, with examples of regulatory measures. It is argued that the availability, adoption, and usage of mobile network services is a critical component for the successful implementation of the ambitious Early Warnings for All initiative. The intention is to initiate discussions and drive coordination between different stakeholders: government policy-makers in emergency management, hydrometeorology and telecommunication; mobile network operators; international organizations; community organizations; and donors of international humanitarian funding. Finally, we highlight the contribution that ITU can make to capitalize on the opportunities of technology and strengthen the capacity of governments to implement and use nationwide alerting systems to save lives." Prerequisites for the application of ICT in a disaster context include access to an ICT infrastructure, digital literacy, uniform guidelines regarding data protection and accountability, particularly in cooperation with private-sector tech companies, the provision of open data and scalable digital applications, and an orientation toward the needs of the affected persons whom the applications are intended to serve. Digital risks that arise in the course of the digitalization of disaster management are many and diverse. They can arise in connection with the design, use, and regulatory environment of technologies. Critical for risks is the interplay between technology, policy, and human factors. While some risks are inherent in the technology itself, such as the susceptibility of digital infrastructure to extreme natural events, other risks arise only through the human factor, such as data misuse or disinformation. Disaster preparedness involves drills and exercises, which range from table-top exercises to full-scale drills. The gaps revealed by such drills and exercises require analysis and corrective action, so that, in the event of an actual disaster, everyone acts as expected, coherently and in coordinated fashion. It is important to learn from the best practices adopted by other countries, particularly those that are prone to disasters and have learned from experience. This report therefore contains case studies from various countries describing the lessons they have learned. Following a dedicated workshop on drills and exercises held during the study period, the experts' deliberations were put together in a set of guidelines for small island and landlocked countries, and included in this report.
An enabling policy environment is a must for managing any disaster. The policies should be such that they enable flexibility when deploying emergency communication equipment and ensure successful use of telecommunications and ICTs for disaster preparedness and response. It is important to ascertain the components of an enabling policy environment, one that improves emergency telecommunication preparedness, network resilience, disaster risk reduction and disaster management." These indicated ten functions of Twitter in disasters, including early warning, dissemination of information, advocacy, assessment, risk communication, public sentiment, geographical analysis, charity, collaboration with influencers and building trust. Preventing the spread of misinformation is one of the most important issues in times of disaster, especially pandemics. Sharing accurate, transparent and prompt information from emergency organizations and governments can help. Moreover, analyzing Twitter data can be a good way to understand the mental state of the community, estimate the number of injured people, estimate the points affected by disasters and model the prevalence of epidemics. Therefore, various groups such as politicians, government, nongovernmental organizations, aid workers and the health system can use this information to plan and implement interventions." (Abstract)
