However, eight common challenges, shared by the six countries, have been identified: the need to strengthen policies, critical budget, poor implementation, lack of training, limited access, lack of awareness, negative attitude, and cultural and language barriers. These challenges are viewed as interconnected, as none can be resolved without involving another, posing another level of challenge to be implemented, in need of strategies and proper planning for a concerted effort to put forth by each country. Nonetheless, the countries remain steadfast and continue strengthening their policies and efforts toward inclusive education for PWDs." (Abstract)

The Web Content Accessibility Guidelines (WCAG) framework lays out the bare minimum that should be done for blind people. It doesn’t offer a pathway for making the experience of visual data equitable for blind people. This may come in the next iteration of the WCAG guidelines, but these won’t be published for a few years yet, which leaves a gaping chasm for innovation. There’s a very real opportunity for any organisation that dares to go further than compliance with WCAG and make a meaningful difference in how they present their visual data journalism." approach is also useful for work involving marginalised populations, including refugees and people with disabilities, as these populations tend to have fewer opportunities to voice their experiences and influence decisionmaking processes. At the same time, they face complex systemic challenges. To shape solutions that will effectively address these challenges, their perspective is absolutely critical. Human-centred design research methodologies are well suited to the challenge because they bring the perspective of this end user to the forefront. This report documents the human-centred design process used in a project conducted in 2020 in Nairobi, Kenya. It includes research tools that can be used in other contexts, as well as the adaptations that were made to research tools to ensure they were inclusive. These are documented in the two page spreads below: Location Mapping, User Journeys, Communication Mapping, Future Me and Daily Diaries. These tools are followed by the main lessons learned, and recommendations for others who want to implement a similar process. 4. In most countries, regardless of gender, persons with disabilities are less aware of mobile internet than those without disabilities. While awareness of mobile internet is lower for women than men, it is even lower for persons with disabilities, except in India. Women with disabilities have the lowest level of awareness.
5. Persons with disabilities tend to have lower levels of internet use than non-disabled persons. Women with disabilities are the least likely to use mobile internet, particularly in India where women are least likely to use mobile internet regardless of disability and the most commonly mentioned barrier to mobile internet is the cost of buying a phone and data."
