Therefore, it is argued that empowerment is a better concept to draw upon in the critical study of ICTs and social change. However, empowerment is not an easy concept to define, and no analytical outline of the concept has been found in the existing body of literature. Addressing this lack, this chapter will trace the roots of empowerment in community psychology and in feminist and black power movements as well as explore different understandings of the concept from various disciplines. From this overview, the chapter suggests that empowerment should be studied on a) an intersectional level, b) a contextual level, c) an agency level, and d) a technological level. It further argues that these four levels intersect and must be studied in tandem to understand whether processes of empowerment are taking place, and if so, in what ways? The chapter ends by shortly applying these levels to a study involving market women’s use of mobile phones in Kampala." (Abstract)

Freirean-based participatory action research became the basis of what we know today as participatory development communication (PDC), which ended up becoming, toward the end of the 1980s, a common ground between development communication and communication for social change. However, as PDC evolved, its practice was still – and is still – challenged by Freirean concepts. Currently, the field of Communication for Development and Social Change needs to continue reaching out to Freire’s teachings, particularly to his epistemological and ontological framework based on his Pedagogy of the Oppressed." modules are accepted and appropriated by their final users in developing countries. There is no need to prove anymore that users’ reception and appropriation of the proposed service is critical to the development programs’ effectiveness, be it in public health, environmental issues, small and medium enterprise (SME) development, or other. We synthesize the Anglo-Saxon and French models and distinguish the common determinant axes for the innovations or novelties reception: before their actual use (acceptance models) and after it (appropriation models). The common base appears to be the mental construction of the sense of use: the user mobilizes his representations “already there” (anchoring in existing representations, Moscovici, Jodelet, LeBlanc) and his imaginary (Flichy, Musso) to assess the associated use benefits–costs, the anticipated-perceived use experience. In the literature, this mental construction process is theorized as the formation of the Perceived Value of Use (PVU) (Jouet, Mallein and Toussaint, Mallein et coll., Toussaint, Boenisch, Assude et al, Nelson, Kim et al.). However, it is necessary to further explore this process. Eager to explore the PVU concept in detail, we conducted a two-phase field qualitative study within the SME support sector (UN Sustainable Development Goals 8.3 and 9.3), in Turkmenistan, Central Asia. Our results suggest that we can model the PVU formation mechanism, and its role in the cognitive appropriation and acceptance of the new support services by the final users. We propose to test the results of our research, within the context of other developing countries and of other sectors." (Abstract)
