The evaluation describes the initiative's main achievement: 'The CMCs are accepted by and fully integrated into the communities and can in many cases be sustained beyond the pilot phase without core operating grants. The effort and funding that UNESCO has channeled into this transformative initiative have been exceeded by the hard work and commitment of the CMC staff and the communities where they are based. Among other key findings, the evaluators clearly acknowledge the contribution of CMCs to local development, noting that longer term benefits are already being realized within individual communities, such as the gradual removal of barriers to social inclusion, the stimulation of poverty alleviation through access to knowledge of better health, resource management, agriculture practices and the creation of new livelihoods opportunities. CMCs are also recognized as critical tools for local communities to mediate changes brought on by globalization and the advent of new technologies: The CMC role in fostering cultural resilience. The capacity of a community to retain critical knowledge and at the same time adapt to external influences and pressures - is particularly remarkable. In addition to an extensive review of documentation, the evaluation used field research, interviews, questionnaires, an online survey, and case studies to review the CMC initiative, a flagship activity of UNESCO's Communication and Information Sector. Equitable and expanded access to ICTs is promoted in many ways, such as subsidized training for those with special requirements and/or marginalized groups; close work with schools, small businesses and the independent sector; or the provision of information to more remote communities through radio, says the evaluation report. The evaluation also points out challenges faced by the CMC initiative, including the strategic use of CMC networks as delivery mechanisms for development services, from projects and programmes of UN agencies and national governments to those of local civil society groups. Many challenges relate to sustainability of local facilities in low-income and least-developed localities. As CMCs depend on volunteers for the delivery of training, radio programming and other services, they face difficulties in finding appropriate incentives for volunteers and struggle with managing volunteer turnover. Another challenge consists of opportunities for networking and staff development, which to date have been limited. Evaluators point out the need for CMCs to learn from and access expertise more easily and systematically from each other in order to be sustainable. Enabling national policy environments are very important for the development and sustainability of CMCs. Sudden changes in national policies on connectivity charges can destabilize CMCs and broadcast licensing restrictions or restrictions on press freedom can prevent CMCs from being able to broadcast freely and to a broader constituency, says the report." Unlike the cartographers who map mountains and lakes, we benefit from the cooperation of those being mapped as they help make the document more accurate. Nonetheless, it is a project in process and the complexity of the sector makes it almost impossible to provide every detail in what is inevitably a superficial map. Our method will be to develop broad outlines of the sector and then focus in on a few features of the terrain. As in many industries, there are dominant players at each level, but also many niche participants who play a critical role and are necessary for understanding the overall picture. The sector is growing rapidly and changing in many ways. Donors or ‘investors’ and entities in the sector are always looking for new areas (subject matter, geographical) of growth. Those who require funding seek to expand the pool of suppliers of funds and try to describe an expanded notion of need or demand for their services. There are areas of intense competition and areas of cooperation if not collusion. Over time, ‘successful’ models emerge and some participants withdraw, either because their product is unsupported in the marketplace, or because the nature of the demand changes. Media assistance primarily takes the form of journalism training, direct support to news organisations, efforts to aid media law reform, support for professional journalism and broadcast associations, support for developing financial sustainability of media outlets, and initiatives designed to transcend national, religious or ethnic barriers in the media." , JHU/PCS and its subcontractors provide technical and financial support for communication projects in all stages of design, implementation, and assessment, including audience identification, message design, determination of appropriate media mix, materials development, and program evaluation. Previous versions of the PCS project (i.e., those carried out under the first three PCS projects) emphasized production of and training for the development of posters, brochures, flip charts, and other materials for providers and facilities materials which were largely lacking at that time. The earlier projects also pioneered the use of mass media, music, and drama for family planning and health promotion. The design of the current PCS project recognizes the importance of community mobilization and interpersonal communication and counseling (IPC/C), and incorporates all three elements in a three-pronged strategy wherever possible. In addition to these planned additional areas of responsibility, PCS IV has become increasingly involved in functional areas that were not anticipated when it was awarded in 1995. These include child survival (including polio eradication), prevention of human immunodeficiency virus/acquired immune deficiency syndrome (HIV/AIDS), environmental health, and—representing the most obvious departure from the project’s traditional orientation—democracy and governance. PCS has assumed responsibility for virtually all of these unanticipated new tasks in response to field support–funded requests from USAID Missions. Indeed, the field support–driven nature of the PCS project is one of its central characteristics. At present, approximately 80 percent of PCS funds are derived from Mission field support funds—a substantial portion of which (approximately 30 percent) has been provided to address communication needs in the areas beyond family planning/reproductive health noted above. The evaluation presented herein was designed to assess JHU/PCS performance in meeting the objectives set forth in the current cooperative agreement, as well as to examine the project’s effectiveness in responding to these new and unforeseen challenges. The evaluation team was asked to review the tools and methodology that JHU/PCS and its partners apply to these tasks, as well as the communication science that underlies PCS’s strategic approach." A range of different modalities were examined and evaluated in depth in seven different African countries: school library services (Ghana and Tanzania); school libraries (Mali); NGO-supported classroom libraries (South Africa); book box libraries (Mozambique); teachers resource centres (Kenya); and community resources centres (Botswana). The case studies, carried out by academics and librarians in these countries, highlight various issues which contribute to the effectiveness, or otherwise, of ways of providing access to supplementary education materials to school pupils in Africa. Many of the case studies conclude that a corollary of any strategy to provide supplementary reading materials is local book production, and the way forward is to develop a viable indigenous publishing industry in tandem with improved professional training of teachers, and in teaching with books.
