ginning of protests in Syria provoked an important change in TeleSUR coverage of the Arab Spring. This shift coincided with a departure from the Al-Jazeera network, sanctioning the possible end of a collaboration that always had strong political connotations. TeleSUR joined the cause of the protesters in the coverage of the Egyptian and Tunisian uprisings, meanwhile it took what we can refer to as an “ideological approach” in the coverage of the uprisings after the international intervention in Libya, implicitly embracing the official media version of the Arab regimes. This stance sparked controversy especially within grassroots Latin American movements, igniting a strong debate mainly visible on the web. At an international level, the undeclared departure from the Al-Jazeera network reflects the future split between leftist Latin American governments, who embrace and fund the multi-state TV network TeleSUR, and the forces that will come out from the Arab Spring. Finally, the Arab Spring represented a missing opportunity for TeleSUR to play an important role in global media, and not only for a national or regional audience. Indeed, TeleSUR gave more importance to the political interests of the channel’s founders, than in pursuing a balanced information out of ideological interests or geopolitical strategies." (Abstract)

Towards the end of the 1990s and as the country transitioned to the post-Fujimori era in the 2000s, funding for media development has focused primarily on promoting ethical journalistic practices, decentralizing the flow of information, democracy, institutional accountability, transparency, and programs dedicated to public health and gender issues. Two important laws were passed during the decade of the 2000s—the Transparency and Access to Information Law (2002) and the Radio and Television Law (2004). Media development is not necessarily the only or primary activity of all NGOs involved in the area. In some cases media is complementary to the NGOs’ other programs. Issues of sustainability are of concern. As Peru is becoming a middle income, stable democracy, donors are reducing their aid. However, in order to secure freedom of the press, decentralize information flows, and further media development, NGOs still need access to international funding." (Executive summary, page 5-6)

Tests done with HD Radio revealed that the digital system does not provide the same coverage as a quality analogical AM radio. Other aspects are the technical conditions of the Brazilian broadcasting stations and their adaptability to a digital system: 37% of them still function with valve transmitters, most of them being between AM commercial and public radios. As they are broadcasting stations with few resources for investment in transistorized equipment, it will be necessary to create public policies of incentive for digitalization, which would collaborate to the sustainability of the sector. The data are integrated into national research, based on a sample of 750 stations, which corresponds to 96.42% of the profile of the Brazilian radio market." (Abstract)

El presente trabajo se propone ofrecer un estado de la cuestión acerca de los consumos digitales de los jóvenes desde dicha perspectiva. La cantidad y diversidad de conocimientos, textos y productos que circulan y se producen aumenta en forma permanente y esto parecería obstaculizar la reflexión y la posibilidad de un análisis crítico de la información que circula, lo que significa que el exceso de información produce paradójicamente desinformación. Es importante abordar la literatura y las investigaciones que exploran y reflexionan sobre los consumos digitales de los jóvenes. Más aún, nos interesa ahondar en el análisis de los consumos digitales de los adolescentes en la franja etaria correspondiente a la escuela secundaria, con el propósito de contribuir a construir una comprensión más acabada y profunda de las características, formas de comunicación y socialización, necesidades de aprendizaje y formas de producción que definen a estos jóvenes."
