En outre, la production de normes différenciées du djhad classique presente l'EI comme une nouvelle utopie et rend son idéologie extensible a de nouveaux publics. Enfin, l'association inextricable de registres disparates : le religieux et le politique, le transcendant et l'immanent, le réel et le discours sur le rél, le personnel et le collectif, etc. favorise l'identification d'un nombre plus grand de récepteurs au discours de l'EI. Tous ces procédés permettent à l'organisation de proposer des réponses adaptées à des publics dissemblables et ainsi recruter massivement. La désinformation est constitutive de tout discours de propagande mais la caractéristique inédite de celui de l'EI c'est cette hybridation des niveaux de significations hétérogènes qui rend son efficacité redoutable et qui nécessite, de ce fait, de l'examiner dans une recherche plus approfondie." A quick glance at the development measures that could boost the integration of Sinai’s people into the formal Egyptian economy and provide alternatives to smuggling, we would easily realize that “the poor state of Egypt’s public finances and the myriad challenges facing the country as a whole could mean that the needs of the Sinai may continue to be neglected despite the promise to invest” (Watanabe 2015). Bright promises only follow almost every terroristic attack and then fade out. "On 3 May 2016, the Declaration on Media Freedom in the Arab World (Declaration or Arab Declaration) was adopted at a groundbreaking event in Casablanca, Morocco, attended by over 100 delegates representing journalists’ unions, human rights campaigners and media groups from across the Arab World.

The Declaration is historic for a number of reasons. Firstly, it represents the first comprehensive statement on media freedom rights in the Arab World. Secondly, the values it promotes reflect the highest international standards of media freedom and the protection of journalists’ rights. Thirdly and perhaps most importantly, since its adoption, a process has been underway to obtain formal recognition of the Declaration by Arab States, with the result that a growing number of these States are endorsing it. The Declaration, which includes a Preamble and 16 principles addressing different thematic issues relating to media freedom and the protection of journalists’ rights, is clear and self-evident. At the same time, declarations are, by definition, brief, focusing on setting out key principles and standards. The landscape scan indicates the prevalence of awareness raising activities, with an emphasis on the goal of sustaining or increasing funding. The landscape of projects on Syria is not particularly diverse. Our analysis indicated first, a need for increased transparency in funding and program evaluation, and second, that there is a gap and opportunity in the field for community-centered and impact-driven communications. We analyzed FilmAid’s programs in Kenya and Jordan to understand how entities in the landscape might fill the market gap on community-led narrative. FilmAid’s work in Kenya is ongoing and the organization’s participatory approach has allowed the organization to build a profile as a trusted organization. By engaging the population in media creation in combination with strong media and audience-focused expertise, FilmAid has been able to increase knowledge on topics such as health, education, gender and cash-transfers. Based on interviewee insights on the use of strategic narrative interventions in conflict and crisis situations, particularly in long-term displacements and effective community- and impactdriven media interventions such as those in Kenya, we drew out guidance on what media interventions can offer to Syrian refugees as the crisis deepens and becomes a protracted complex emergency." and political nature of the media, the review also maps the media/social media in Lebanon and highlights some successes in utilising media to ease tensions. Key findings are as follows: Due to the Lebanese media being party-controlled or linked it has a political message and focuses on one confessional group, therefore it is often negative towards refugees and Lebanese citizens from other confessions, thus creating tensions. In a survey carried out in 2016 by UNHCR 29% of the Lebanese respondents highlighted that media has a strong impact on the perception of refugees. More than two thirds of the respondents acknowledged that discussions in the media trigger reactions against refugees, and that the Lebanese media reports negative stories about refugees (Alsharabati, 2017: 15-16). In a discourse analysis of Lebanese media conducted in February 2015, topics that can be perceived as viewing refugees in a negative light formed the majority of the reporting and also often had a negative tone. However, humanitarian stories about refugees were also reported, often in a positive tone (Sakada et al., 2015). In 2013 a UNDP-led pact, entitled "Journalists' Pact for Strengthening Civil Peace in Lebanon", was signed by 34 media institutions. The idea behind the pact was to create more ethics in Lebanese journalism, enhance neutrality, depoliticise reporting, increase accuracy, and create responsibility for reporting." (Overview, page 2)
